    Confrontando argumentos apresentados em literatura selecionada, o artigo visa a dar ao leitor uma visão sintética de constituição do "capitalismo organizado" (1870-1970), de sua crise de identidade (na década de 1970) e da emergência do capitalismo re-organizado pelo processo que se tem chamado de globalização. Destaque especial dá-se à globalização econômica nas suas três dimensões reciprocamente condicionadas (comércio, produção, finanças). Também se destaca o papel, nesses três momentos, do Estado nacional, como arena em disputa e como ator político relevante.

    Confronting arguments selected in the literature, this paper seeks to give the reader a synthetic vision of the constitution of the "organized capitalism" (1870-1970), its identity crisis (1970s) and the emergence of a capitalism reorganized through the process we call globalization. A special emphasis is given to the economic globalization in its three reciprocally conditioned dimensions (trade, production, finance). The text also highlights the role of the national State, in these three moments, as an arena under discussion and a relevant political actor.

    A classe trabalhadora no século XXI, em plena era da globalização, é mais fragmentada, mais heterogênea e ainda mais diversificada. Pode-se constatar, neste processo, uma perda significativa de direitos e de sentidos, em sintonia com o caráter destrutivo do capital vigente. O sistema de metabolismo, sob controle do capital, tornou o trabalho ainda mais precarizado, por meio das formas de subempregado, desempregado, intensificando os níveis de exploração para aqueles que trabalham. Esse processo é bastante distinto, entretanto, das teses que propugnam o fim do trabalho. Este texto explora alguns dos significados e das dimensões das mudanças que vêm ocorrendo no mundo do trabalho.

    In the XXIth Century, the age of globalization, the working class is more and more fragmented, heterogeneous and diversified. They lost most of their rights, their work lacks meaning, which is in accordance with the destructive character of the capital. The metabolic relations under the control of capital make work and labor even more precarious, un-employing, de-employing and under-employing, not to mention the intensification of the levels of exploitation. Thus, we cannot agree with the thesis of the end of labor. This text explores some of the meanings and dimensions of the changes that are taking place in the world of work.
  • Algumas reflexões sobre a qualificação do trabalho a partir da sociologia francesa do pós-guerra Dossiê: "globalização E Educação: Precarização Do Trabalho Docente"

    Este artigo procura refletir sobre a pertinência histórica e analítica do conceito de "qualificação do trabalho", em um contexto social que tem demandado a sua substituição pela noção de "competência". Para isso, busca compreendê-lo do ponto de vista teórico, tendo por base o pensamento de Georges Friedmann e Pierre Naville (especialmente o deste último), os pais da sociologia do trabalho na França, no pós-guerra. É nesse país e nesse período que a qualificação começa a adquirir centralidade: ela se torna não apenas um aspecto da prática política e social como, também - e talvez por isso mesmo -, o objeto por excelência da disciplina nascente. Isso significa que a qualificação tem uma história social e interpretativa, e é só por meio dela que se pode decretar ou não o fim de sua vigência analítica. O texto argumenta que as contribuições de Naville, como precursor da chamada visão "relativista" da qualificação - aquela que a concebe como socialmente construída -, são fundamentais para se pensar o debate "qualificação" versus "competência".

    This paper undertakes a reflection on the historical and analytical pertinence of the concept of work qualification, in a social context that has replaced it by the notion of skill. It thus tries to understand it from the theoretical point of view, based on the thought of Georges Friedmann and Pierre Naville (especially that of the latter), the fathers of sociology of work in post-war France. Qualification began to become central in this country and in this period: it became not only an aspect of the political and social practice but also - and maybe for this very reason -, the object par excellence of this arising subject matter. This means that qualification has a social and interpretative history, and only through it may we decree or not the end of its analytical operationality. The text arguments that the contributions of Naville, the precursor of the so-called "relativist" vision of qualification - that which conceives it as socially constructed -, are fundamental to think the debate "qualification" versus "skill".

  • Considerações sobre a apropriação das noções de qualificação profissional pelos estudos a respeito das relações entre trabalho e educação Dossiê: "globalização E Educação: Precarização Do Trabalho Docente"

    Examina-se neste artigo como os estudos referentes às relações entre trabalho e educação têm se valido da noção de qualificação profissional para abordar a formação geral e específica oferecida aos jovens brasileiros, pautando-se por duas matrizes orientadoras: a técnica e a sociopolítica. Tal exame reporta-se inicialmente aos momentos de predominância do taylorismo-fordismo, transitando, na seqüência, para o período em que ganham proeminência a organização e a produção flexíveis Conclui-se que tanto os que se orientam pela matriz técnica quanto os que se pautam pela sociopolítica tendem, num e noutro período, com raras exceções, a tomar por base a concepção "essencialista" de qualificação profissional. Sugere-se que as análises e os estudos sobre as relações entre trabalho e educação poderiam ser refinados com a utilização do conceito de qualificação profissional como relação social, inclusive no que diz respeito à formação dos professores do ensino público.

    This paper discusses that the studies on the relationship between work and education have been using the notions of professional qualification to analyze the general and the vocational education of Brazilian youth according to two main thrusts, the technical and the social-political ones. The text initially refers to the taylorist-fordist period, but extends to the contemporary period in which flexible production and organization have prevailed. It concludes that, independently of the period, in most of the cases, both the studies based on the technical thrust and those grounded on the social-political one, turn to the "essencialist" (or substantialist) concept of professional qualification. It is suggested that future studies on this relation should be refined by the use of the concept of professional qualification as a social relationship (or relativistic concept), including as regards public school teacher qualification.
  • Globalização e educação: demonstrando a existência de uma "Cultura Educacional Mundial Comum" ou localizando uma "Agenda Globalmente Estruturada para a Educação"? Dossiê: "globalização E Educação: Precarização Do Trabalho Docente"

    Este trabalho examina e relação entre globalização e educação. Para o fazer, contrasta duas abordagens dessa relação, uma designada "Cultura Educacional Mundial Comum" que foi desenvolvida ao longo de vários anos pelo professor John Meyer e seus colegas da Universidade de Stanford (Califórnia), outra referida como "Agenda Globalmente Estruturada para a Educação" que é desenvolvida pelo autor deste trabalho. Enquanto a primeira conota uma sociedade, ou política, internacional constituída por Estados-nação individuais autónomos, a segunda implica especialmente forças económicas operando supra e transnacionalmente para romper, ou ultrapassar, as fronteiras nacionais, ao mesmo tempo que reconstróem as relações entre as nações. Defende-se que as duas abordagens diferem consideravelmente em cada uma das dimensões-chave da relação entre globalização e educação. Assim, diferem também na adequação das explicações que propiciam para o fenómeno da globalização.

    This paper explores the relation between globalization and education contrasting two approaches: one, called the "Global Common Educational Culture" that was developed during twenty years by Professor John Meyer and his colleagues from the University of Stanford (California), the other referred to as a "Globally structured agenda for education", developed by the present author. Whereas the first one connotes an international society or policy constituted by individual, autonomous Nation-States, the second one implies more particularly economical forces operating supra- and trans-nationally to break or exceed national borders, while reconstructing relations among States. We advocate that both approaches considerably differ in each key-dimension of the relationship between globalization and education. They thus differ when appropriating their explanations of the globalization phenomena.

    Na sociedade globalizada convivem, lado a lado, grupos de pessoas de culturas diferentes, com distintos valores e convicções religiosas. A escola é um espaço onde tais diferenças se tornam particularmente aparentes, sobretudo quando se trata da educação moral. As expectativas das famílias não coincidem com relação à educação moral que desejam para seus filhos. O autor defende a idéia de que há valores básicos presentes nas mais diferentes culturas que se apresentam como base comum para a educação moral no interior das instituições de ensino. Esta tese é fundamentada a partir de um passeio histórico que lhe permite encontrar, da Antiguidade à modernidade, a presença de valores como o respeito e a dignidade, que podem servir de base comum para a educação moral, mesmo na sociedade globalizada e multicultural.

    In our globalized society groups of people with different cultures, values and beliefs live together. School is one of the places where such differences strongly emerge, especially when it comes to moral education. The families' expectancies as for the moral education of their children are not similar. The author advocates the idea that there is a common basis of values in those different cultures that should underpin the moral education in the institutions of education. This thesis is built on a historical peregrination from Antiquity to Modernity, which shows the presence of such values as respect and dignity. These may form the common ground for moral education, even in our globalized and multicultural society.
  • Novas instituições e processos educativos: a educação e o modo de regulação em gestação. Um estudo de caso em Portugal Artigos

    No terreno da educação (e das políticas sociais em geral) algumas mudanças das últimas décadas traduzem-se quer por uma redefinição dos serviços educativos (e de bem-estar) e do papel do Estado na sua governação, quer pela emergência de novas configurações da participação da educação na regulação social. Um estudo de caso, incidente sobre o subsistema de escolas profissionais criado em 1989 em Portugal, permite sinalizar algumas dessas alterações recentes e propor interpretações acerca do seu significado. A análise do lançamento daquela modalidade de escolarização de nível secundário, de algumas das suas evoluções e de orientações e práticas desenvolvidas em duas escolas profissionais sugere que aquela inovação testemunha o ensaio de novas instituições e processos educativos envolvidos com a gestação de um outro modo de regulação - distinto daquele que foi definido como fordista e em que teve lugar o desenvolvimento do(s) modelo(s) de Estado de Bem-Estar.

    These last decades, in the field of education (and of social policies in general), some changes resulted both in a redefinition of the educational (and welfare) services and of the role of the governance of the State and in the emergence of new configurations for the participation of education in the social regulation. A case study on the vocational school subsystem created in 1989 in Portugal allows us to identify some of these recent alterations and to propose some interpretations about their meaning. The analysis of the launching of such a schooling modality and of some of the orientations and practices developed in two vocational schools suggests that this innovation testifies the experimentation of new educational institutions and processes related with the formation of a new regulation mode - distinct from that defined as Fordist in which the development of the Welfare State model(s) occurred.
  • Os artífices da metrópole: anotações sobre a transformação da vida urbana carioca depois da Belle Époque Artigos

    O artigo propõe-se a evidenciar o repertório de práticas envolvido na remodelação urbana da cidade do Rio de Janeiro. Depois de apresentar as referências históricas que presidiram a análise, o texto aponta as ilusões, as marcas e as transformações da vida carioca ocorridas com a assunção geral e vertiginosa do urbano. O texto detém-se na consolidação dos instrumentos de intervenção social nos centros de maior concentração populacional. Ele é desenvolvido segundo três eixos: o urbanismo, a reforma social e a educação pública. O artigo conclui circunscrevendo o alcance do esforço realizado depois da Belle Époque para fazer do Rio de Janeiro uma metrópole cosmopolita.

    This paper aims at highlighting the repertory of practices wrapped up in the urban remodeling of the city of Rio de Janeiro. After presenting the historical references governing its analyses, the text pinpoints the illusions, marks and transformations of the carioca life that followed the generic and vertiginous assumption of urbanity. The text dwells on the consolidation of the instruments of social intervention in the centers of major population concentration. It develops according to three axes: urbanism, the social reforms and public education. The paper concludes delineating the reach of the effort realized after the Edwardian era to make Rio de Janeiro into a cosmopolitan metropolis.
  • O professor e seu mandato de mediador, herdeiro, intérprete e crítico Formação De Profissionais Da Educação

    Este artigo visa a mostrar que a escola é uma instituição cultural no sentido pleno do termo e que os professores são seus principais atores. A demonstração desta asserção repousa sobre três argumentos principais: a) a cultura não se reduz a uma soma de conhecimentos; b) os professores têm a incumbência de velar cotidianamente pela aprendizagem cultural de seus alunos; c) os professores são intelectuais, ou seja, depositários, intérpretes e críticos da cultura.

    The point of this article is to show that schools are cultural institutions, in the full sense of the term, where teachers are the most important actors. This assertion relies on three main points: a) culture does not boil down to the sum of someone's knowledge; b) teachers have the daily mandate of making sure their students receive cultural information; c) teachers are intellectuals, i.e., they convey, interpret and analyze culture.

    Partindo da famosa correspondência entre os dois grandes sábios do século XX, a autora, com base em dados de pesquisas de diferentes países, faz uma reflexão sobre as relações e correlações possíveis entre a violência cada vez mais presente nas mídias audiovisuais e uma certa concepção do papel da violência como meio naturalmente legítimo de interação social e resolução de conflitos interpessoais, encontrada entre crianças e adolescentes. A análise deste fenômeno social - a violência na sociedade e nas mídias - é realizada desde o ponto de vista da mídia-educação, ou seja, da formação de usuários críticos, tendo como perspectiva compreender o papel das novas técnicas de comunicação neste processo.

    Based on the famous correspondence between two XXth century wise men and on data from research in different countries, the author explores the possible relations and correlations between the violence that is increasingly present in the audio-visual media and a certain conception of the role of violence as a naturally legitimate way of social action and conflict resolution, common among child and teen-agers. The analysis of this social phenomenon - violence in our society and in the media - is performed from the standpoint of media-education, that is, of forming critical users, in an attempt to understand the role of the new communication technologies in this process.
