Este artigo visa discutir certas limitações do republicanismo tradicional poliárquico no Brasil, buscando soluções para os impasses da representação e da participação tal como se põem hoje. Não se trata de uma perspectiva normativa, mas de inquirir sobre problemas e localizar alternativas que neste momento podem ainda mostrar-se de maneira incipiente. O núcleo do artigo aponta para a possibilidade da formação de uma "solidariedade complexa" no Brasil contemporâneo.

This article aims at some problems of the traditional poliarchic republicanism in Brazil, searching solutions for its difficulties on the issues of representation and participation. Not meant as a normative proposal, the article just enquiries alternatives which, at this moment, can not be more than probings. The core of these enquiries points out to the formation of a "complex solidarity" in contemporary Brazil.

No pós-guerra constituiu-se na Alemanha um modelo de capitalismo coordenado, em que os sindicatos e as associações empresariais assumiram papel central. Constituíram-se várias formas de regulação via networks, presentes nas relações internas às firmas, nas formas de colaboração entre as empresas e na interação mais próxima entre bancos e empresas. Os bons resultados em termos de competitividade foram combinados com excelentes indicadores sociais. Entretanto, as transformações recentes, relacionadas à maior internacionalização produtiva e financeira, têm colocado em xeque o capitalismo socialmente coordenado. Em face aos desafios econômicos, a Alemanha vem reagindo, procurando reformas que tornem o modelo mais flexível. Mas aspectos centrais do modelo têm se conservado, com destaque para as relações de trabalho e os mecanismos de cidadania social.

The reconstruction of German political economy after the Second World War was marked by the consolidation of many forms of regulation via networks. Those networks, present in many areas of the economy, stimulated the cooperation among the actors, having critical implications for the performance of the model. The outstanding results in terms of competitivity combined with outstanding social indicators. In recent years, international transformations, including financial liberalisation and internationalisation of production, have putting the social coordinated capitalism in check. In face of the economic challenges, Germany has been adopting a range of reforms in the attempt to make the model more flexible. Nevertheless, central aspects of the coordinated capitalism have been preserved, including the system of industrial relations and the mechanisms of social citizenship.

O objetivo deste artigo é mostrar os pontos de tensão, as hipóteses fortes e as teses otimistas e/ou pessimistas que perpassam os vínculos entre o modelo westphaliano internacional de soberania, a democratização do sistema internacional e a sociedade civil internacional. O artigo contém quatro partes: na primeira, recupera-se a discussão clássica sobre democracia e relações internacionais; na segunda, trata-se das relações entre globalização e democracia; na terceira, as tensões entre democracia (transnacional) e as novas noções de representação; finalmente, mostram-se os pontos críticos da visão celebratória da sociedade civil internacional pregada pelas teorias cosmopolitas da democracia.

This paper intends to show the points of tension, strong hypothesis, and optimistic and/or pessimistic thesis which go through the connections between the Westphalian international model of sovereignty, the democratization of the international system, and the international civil society. This article has four parts. First, we review the classical debate about democratization and international relations. Second, we address the relations between globalization and democracy. The third part is dedicated to the tensions between transnational democracy and new notions of representation. Finally, we pin-point the critical aspects of the celebratory vision of the international civil society, as advocated by the cosmopolitan theories of democracy.

O sentido sociológico da função social da propriedade oscila sobre um paradoxo que as teorias jurídicas e políticas do pós-guerra escondem através da idéia do Estado de Direito e do Estado Benfeitor. A função social da propriedade ilustra esse estágio de desenvolvimento das relações comunicativas entre a Política e o Direito, onde a primeira não tem alternativa senão transferir seus conflitos para o segundo, transformando os conflitos políticos em conflitos jurídicos. Como será visto neste artigo, o resultado dessa sublimação jurídica dos conflitos políticos é a generalização simbólica das expectativas políticas na forma de expectativas normativas, que nessas condições podem ser tranqüilizadas artificialmente pela programação condicional do Direito.

The social function of property oscillates on a paradox that the juridical and political theories of the postwar period hide through the idea of the Rule of Law and the Welfare State. The social function of property illustrates that development of the communicative relations between Politics and Law, in which the first transfers its conflicts to the latter, turning political conflicts into legal ones. As it will be seen in this article, the result of that legal sublimation of the political conflicts is the symbolic generalization of the political expectations in the form of normative expectations, so that in those conditions they can be artificially tranquilized by the conditional programming of the Law.

O artigo pretende discutir os aspectos sociais e tecnológicos presentes no tema da inovação. Percebe-se que a tradição schumpeteriana de análise sobre inovação negligenciou fatores culturais e políticos nas trajetórias tecnológicas. Nas últimas décadas, diversas correntes têm se dedicado a cruzar variáveis econômicas e sociais nos estudos sobre produção e difusão de conhecimento e inovação. Os estudos sobre os sistemas e ambientes de inovação reformularam o enfoque das análises inovativas, defendendo que a gestão e a organização dos fluxos de conhecimento e redes propiciam melhor compreensão dos rumos da atividade econômica e tecnológica. Mas essas correntes estão retirando importância da problemática propriamente tecnológica sobre a inovação, o estudo dos objetos e conjuntos técnicos e suas propriedades. O objetivo deste artigo é explicitar a necessidade de articulação entre os aspectos técnicos e sociais no tema da inovação.

The article aims to discuss social and technical aspects underlying the debate on innovation. It is noted that the Schumpeterian tradition of innovation analysis underestimated cultural and political factors within technological paths. Over the last decades, many tendencies have dedicated to cross economic and social aspects in studies on innovation and knowledge production and diffusion. Studies concerning innovation systems and environments have rebuilt the focus on innovation, posing that management and organization of networks and knowledge flows provide a better understanding of technological and economic activities. But such tendencies have overlooked the technological questions concerning innovation, specially the study of technical objects and sets. The main objective of this article is to outline the need for an articulation of both technical and social aspects on innovation.

O artigo aborda a principal questão da teoria política: a legitimidade. O tema é desenvolvido a partir dos conceitos básicos da filosofia política iluminista: individualismo, liberalismo e filosofia da história, com a ajuda da historiografia conceitual de Reinhart Koselleck, para demonstrar, como resultado, uma aporia política. A articulação específica entre esses conceitos é então utilizada para ler os principais trabalhos de Friedrich August von Hayek, como um exemplo da adaptação desse conjunto conceitual para o neoliberalismo, e, de outro lado, para ler o núcleo da obra de Jürgen Habermas, como exemplo da versão social-democrata dessa adaptação. A conclusão aponta para a teoria de sistemas de Niklas Luhmann como uma possível alternativa à aporia política herdada do arcabouço conceitual do Iluminismo.

The paper addresses the main issue of political theory: legitimacy. The theme is developed beginning with the basic concepts of the political philosophy of the Enlightenment: individualism, liberalism and philosophy of history, with the help of the conceptual historiography of Reinhart Koselleck, to point out a political aporia. The specific articulation between those concepts is then used to read the main works of Friedrich August von Hayek, as an example of the adaptation of that framework to neoliberalism and, on the other hand, to read the core of the work of Jürgen Habermas, as an example of the social-democratic version. The conclusion points to the systems theory of Niklas Luhmann as a possible alternative to the political aporia inherited from the basic conceptual framework of the Enlightenment.
