This article takes a methodological approach to the spatial and chronological analysis of criminality. Based on the methodology developed by Fundação Seade, the relevance of the ranking of crimes and cities is debated, and a case is made for a method of analysis that focuses on the intensity and the evolution of criminal behavior over time and space.

O artigo realiza uma análise interdisciplinar do fenômeno do extermínio de meninos de rua, no Brasil, entre 1985 e 1995, que é resultado da ação de grupos de extermínio, da omissão do Estado e da indiferença da sociedade civil em relação ao problema, gerando a falta de controle e a impunidade dos agentes dessas práticas criminosas.

This article undertakes an interdisciplinary analysis of the extermination of street children in Brazil between 1985 and 1995, the result of the action of extermination groups, governmental neglect and societal indifference. Taken together, all of this leads to a lack of control and to the impunity of those who commit these criminal acts.

This article begins with a comparative analysis of the reforms in penal legislation in Brazil and Argentina, identifying three areas of change: the expansion of Penal Law, the Emergency Penal Process, and the informalization of Penal Justice. The theme of this article is criminal justice in Brazil. It attempts to demonstrate that the relationships between the repressive models of social control, inquisitional methods of arriving at judicial truth and judicial inequality all come together in the Brazilian criminal justice system. These features run contrary to the notion of the republican order espoused as the guiding principle for the contemporary Brazilian nation-state.

Este artigo avalia o papel de atributos raciais e de gênero no funcionamento do Sistema de Justiça Criminal de São Paulo. Mediante análises longitudinais, ou seja, análises que observam a trajetória dos indivíduos pelo interior do Sistema de Justiça Criminal (no caso, do inquérito policial até a execução da pena dos condenados pelo crime de roubo), pôde-se constatar o tratamento diferenciado a mulheres e homens, a negros e brancos.

This article assesses the influence of race and gender in the functioning of the São Paulo State criminal justice system. Through the use of longitudinal analysis, that is, analysis that tracks individuals as they make their way through the criminal justice system (in this case, from indictment to the serving of the sentence for robbery), one may observe the different treatments accorded to women and men, blacks and whites.

O texto apresenta os resultados da pesquisa desenvolvida pela Fundação Seade dos processos de execução penal do Estado de São Paulo em 2002. Os resultados apontaram para o baixo percentual de presos que obtêm benefícios e para o fato de que as concessões destes benefícios ocorrem em lapso de tempo do cumprimento da pena muito acima do legal.

This text presents the results of a study undertaken by Fundação Seade of criminal cases in the State of São Paulo in 2002. The results reveal the low percentage of inmates who receive privileges and the fact that these privileges are granted with unlawful delay.

A política de implantação dos Centros de Integração da Cidadania - CICs, idealizada com o objetivo de levar justiça e segurança a segmentos da população desprovidos desses direitos, passou a integrar as propostas de reforma do sistema de justiça. The history of the creation and application of the Special Security Disciplinary Regime in the Bangu 1 Prison, in Rio de Janeiro is analyzed with a critical eye. Vandalism and shutdowns were ordered in that city in 2002 and 2003 in protest of this policy. The resulting socio-political disorder is also examined in this study.
