O artigo pretende mostrar que, embora o sociólogo presidente Fernando Henrique Cardoso tenha sido severamente criticado por ter abandonado suas antigas idéias e ter se entregado à ditadura do mercado, um balanço de seu primeiro mandato, além de ser claramente positivo, situa-o no domínio de centro-esquerda, o que faz esperar que sua segunda presidência poderá representar, para o Brasil, o renascimento da vida social e política.

This article intends to show that the socialist and president FHC, even having being severely criticized for having abandoned his old ideas and having turned to be part of the market dictatorship, in a balance of his first mandate, has not only a clearly positive mandate, but also situates him in the middle-left domain, which makes us expect that his second presidency can represent the reborn of the social and political life in Brazil.

Este artigo tem três partes. Na primeira, faz-se o exame dos processos de conquista do poder de Estado que culminaram na eleição de FHC usando o conceito de hegemonia e a idéia de momento maquiaveliano, derivada de Pocock. Na segunda parte, mostra-se que o novo bloco político no poder, para além de sua orientação liberal e internacionalizante, polariza-se entre duas versões contrapostas de liberalismo, o fundamentalismo neoliberal e o liberal-desenvolvimentismo. Discute-se os efeitos socioeconômicos da adoção pelo governo do neoliberalismo como eixo de sua política macroeconômica. Na terceira parte, analisam-se as razões políticas que levaram a Presidência reiteradamente a essa escolha. A hipótese explicativa sugerida é de que a Presidência da República interpretou a manutenção do fundamentalismo neoliberal como um meio decisivo para assegurar o necessário controle sobre o sistema político. Sugere-se, ao final, que as mudanças macroeconômicas iniciadas em janeiro de 1999 dão as bases para uma reorientação liberal-desenvolvimentista do governo.

This article has got three parts. The first makes an exam of the processes of conquest of the power of the State, which culminated in the reelection of FHC, using the concept of hegemony and the idea of Machiavellian moment derived from Pocock. The second part shows that the new political block in charge, besides its liberal and internationalizating orientation, polarizes itself between two opposed versions of liberalism, the neoliberal fundamentalism and the liberal-developmentism. It also discusses the social economical effects of the adoption of the neoliberalism by the government as an axe of its macroeconomic policy. The third part analyses the political reasons, which guided the presidency reiteratedly to this choice. The suggested hypothesis are that the Presidency of the Republic interpreted the maintenance of the neoliberal fundamentalism as a decisive way of assuring the necessary control over the political system. At the end it is suggested that the macroeconomical changes that started in January 1999 are the basis for a liberal-developmentist reorientation of the government.

O artigo analisa o governo Fernando Henrique Cardoso como parte de um padrão mais geral de relações Executivo-Legislativo que se caracteriza por forte concentração de poder nas mãos do Presidente da República e dos líderes partidários. A centralização decisória que se observa nesse governo tem bases institucionais, distinguindo-se do chamado "presidencialismo imperial", de base personalista. Os poderes institucionais de agenda e o controle sobre o processo legislativo têm forte impacto na produção legal e na capacidade do governo em obter apoio para a sua agenda legislativa.

This article tries to analyses the government of FHC as part of a more general pattern of Executive-Legislative relationship which are featured by a strong concentration of power in the hands of the President and the Party leaders as well. The centralization of the decisions that is noticed in this government has institutional basis, distinguishing itself from the called "imperial presidencialism", with personalistic basis. The institutional power and the control over the legislative process have a strong impact in the legal production and in the capacity of the government in obtaining the support for his legislative agenda.

Este artigo discute a evolução das práticas e instituições federativas no Brasil dos anos recentes, enfatizando a simultaneidade de processos de recentralização e descentralização. A trajetória descentralizadora que culmina com a Constituição de 1988, a crise fiscal do estado brasileiro e os efeitos do Plano Real são discutidos a partir de um quadro de referências de tipo comparativo, que busca incorporar escritos muito recentes de Alfred Stepan.

This article discusses the evolution of the federative practice and institutions in Brazil in the past few years, emphasizing the simultaneity of the decentralization processes. The decentralizing trajectory which culminates in the 1988 Constitution, the fiscal crises of the Brazilian State and the effects of Plano Real are discussed based in a set of comparative references, trying to incorporate very recent works by Alfred Stepan.

Este artigo examina as condições econômicas gerais associadas ao processo de estabilização de preços no Brasil, chamando a atenção para questões ainda em aberto relativas ao papel do Estado e à definição de um modelo de desenvolvimento econômico. Apesar das restrições externas e da prioridade conferida à estabilidade, o autor argumenta que há espaço para definições inovadoras no campo das políticas publicas de longo prazo.

This article analyses the general economical conditions associated to the process of stabilization of prices in Brazil, emphasizing some questions related to the role of the definition of a model of economical development. Even having external restrictions and a priority given to the stability, the author argues that there is still space for new definitions in long term public politics.

Os desencontros entre o governo, de um lado, e o MST, a Igreja e as oposições, de outro, quanto à política de reforma agrária, só podem ser compreendidos se tivermos em conta o que vem a ser a questão agrária no Brasil. Num país em que o grande capital se tornou proprietário de terras, a concepção clássica da questão agrária, e das reformas que ela pede, fica substancialmente alterada. São essas alterações que propõem as condições e os limites da reforma agrária no país. São elas, também que apontam o desenrolar possível da história brasileira a partir dessa referência estrutural. A reforma agrária se tornou uma reforma cíclica em virtude da, de certo modo, contínua entrada e reentrada em cena de clientes potenciais dessa medida. O fato de que o MST e os sem-terra tenham assumido a iniciativa das ocupações, atuando o governo como suplente para fazer a reforma, não indica a debilidade do Estado democrático para realizá-la. Apenas indica que a sociedade civil, através de organizações e movimentos populares, passou a ter um papel na nova estrutura do Estado brasileiro.

The misunderstandings between the government, on one side, and the MST, the Church and the opposition parties on the other side, when the topic is the agrarian reform, can only be understood if we keep in mind what this agrarian matter is in Brazil. In a country which the big capital turned to be the owner of the lands, the classical conception of the agrarian matter, and of the reforms required by it, is substantially altered. These reforms are what really propose the new conditions and limits to the reform in the country. Moreover, they also point to a possible development of the History of Brazil based in this structural reference. The agrarian reform turned to be a cyclical reform due to the continuous entry and reentry of potential clients in this scene. The fact that the MST and the landless have assumed the initiative of the occupations, being the government only a proxy for the reform, does not indicate the debility of the democratic State in doing the reform. It only indicates that the civil society, through some organization and popular movement, started to have a new role in the structure of the Brazilian State.

O propósito deste artigo é analisar a política de segurança pública formulada e implementada pelo Governo do presidente Fernando Henrique Cardoso em sua primeira gestão governamental (1995-1998). A análise procura inventariar alguns dos constrangimentos políticos que limitam o alcance e escopo das diretrizes formuladas e implementadas. Apresenta inicialmente o cenário social e político mais amplo que contribuiu para que problemas de segurança pública e de justiça penal viessem a ocupar certa centralidade nas políticas governamentais. Em seguida, detém-se na análise das iniciativas implementadas pelo governo FHC, particularmente no campo dos direitos humanos, avaliando alguns de seus impactos e resultados bem como identificando-lhes ambivalências e impasses.

The purpose of this article is to analyses the public security policy formulated and implemented by the government of Fernando Henrique Cardoso in his first governoship (1995-1998). This analysis tries to inventory some political constraints, which limit the target of the line of directions formulated and implemented. Initially it presents a social and political scenery wider than the previous ones, which has contributed that public security and penal justice problems occupy a central position in the governmental policies. Then, we analyses the government of FHC's initiatives mainly in human rights, evaluating some impacts and results, identifying ambivalence and impasses as well.

Este texto discute as relações capital/trabalho durante o primeiro mandato do Presidente Fernando Henrique Cardoso (1995-1998). Se, de um lado, esse período trouxe a estabilidade da moeda e o fim da inflação, de outro, elevou em muito as taxas de desemprego. Assim, o tema do emprego se transformou na questão central da agenda sindical. Este artigo procura responder às seguintes indagações: 1. This text discusses the relationships between capital and work during the first mandate of the President Fernando Henrique Cardoso (19951998). If this period has brought the stability of the currency and the end of the inflation, on the other hand it has raised the rates of unemployment. Therefore, the theme of unemployment has become the central matter in the agenda of the syndicates. This article tries to answer the following indagations: 1. Which is the specificity of the relationships between capital and work in this period? 2. Which is the treatment given for the work matter in the last year? 3. What is the relationship between government and the syndicates?

O presente artigo busca fazer um balanço analítico do conjunto das políticas sociais que vêm sendo implementadas desde 1995. Não se trata de um balanço dos gastos efetuados na área social, dos recursos efetivamente apropriados pelos setores mais pobres da população. O objetivo aqui é averiguar em que grau se observa neste período uma efetiva mudança na forma de o governo tratar da questão social. Reconhecem-se avanços efetuados, porém constata-se a permanência do mesmo tipo de articulação entre política econômica e política social, entre política social e representação das demandas dos grupos não organizados da sociedade, favorecendo a ênfase na dimensão técnica da conformação dos programas sociais, e sobretudo avalia-se a timidez do governo em efetivamente enfrentar a equação pobreza-desigualdade.

The aim of this article is to analyses the set of social policies, which have been implemented since 1995. This is not a study of the money spent neither on the social area nor of the budget effectively appropriated by the poorest members of the population. The objective of this paper is to check to which degree the government has made an effective change in the way it deals with the social problem. It is true that some advances were made, but there is still the same kind of articulation between economical policy and social policy, between social policy and representation of the demands of non organized groups, putting an emphasis on the technical dimension of social programs of the framework. Above all, this article evaluates the timidity of the government in effective facing the poverty-inequality equation.

O artigo analisa a política governamental de saúde, no período 1995-1998, focalizando as principais decisões relativas à organização e financiamento do Sistema Único de Saúde (SUS). São apontadas e discutidas, entre outras decisões do governo federal no setor saúde: a regulamentação dos critérios de transferência de recursos federais para estados e municípios, com a conseqüente definição de modalidades de gestão local do sistema de saúde; a estratégia de reorganização da atenção básica à saúde, via incentivos especiais ao Programa de Agentes Comunitários de Saúde (PACS) e ao Programa de Saúde da Família (PSF); a instituição da Contribuição Provisória sobre Movimentação Financeira (CPMF) como fonte específica de recursos para ações de saúde; e a regulamentação dos seguros e planos privados de assistência à saúde.

The article analyses the Government Health Policy, in the 1995-1998 period, focusing the main decisions related to the SUS (Single Health System) organization and financing. It points out and discusses some among several federal government decisions: the regulation of the federal resources transference criteria to states and municipalities and the resulting definition of the different kinds of local health system administration; the basic health care reorganization strategy via special incentives to the PACS (Health Community Agents Program) and to the PSF (Family Health Program); the establishment of the CPMF (Temporary Contribution on Financial Transactions) as an specific source of health services; the regulation of private health care plans and insurance.

O artigo trata da política de avaliação da Pós-Graduação no Brasil construída em 1998. Aponta para as diferenças em relação à sistemática anterior e retira as implicações resultantes do novo modelo. Chama a atenção para o caráter funcional da avaliação, para os seus desdobramentos no âmbito da produção intelectual, da formação dos estudantes e dos princípios que passaram a nortear os estudos pós-graduados.

This article deals with the policy of evaluation of the post-graduation in Brazil built in 1998. It points the differences in the previous systematic and comes up with the resulting implications of the new model. It also calls the attention to the functional feature of the evaluation, to its development in the ambit of the intellectual production, of the formation of the students and of the principles which outlined the post-graduation studies.

O presente trabalho apresenta a evolução do sistema educacional durante o governo Fernando Henrique Cardoso, no contexto das transformações ocorridas na última década. Os dados demonstram o nítido progresso ocorrido na educação básica; o artigo analisa as políticas educacionais implementadas e as transformações ocorridas no sistema neste período. Parte especial é dedicada ao ensino superior, na qual se mostra a permanência da crise que afeta as instituições públicas, particularmente as federais, e os avanços registrados nos processos de avaliação do sistema.

This work presents the evolution of the educational system during the government of Fernando Henrique Cardoso, in the context of the transformations occurred in the last decade. The data demonstrates a clear progress in elementary education and the article analyses the implemented educational policy and the transformation, which occurred in the system during this time. A special part is dedicated to College, and it is demonstrated the existence of a crisis which affects the public institutions, mainly the Federal ones. It also shows the headway in the process of evaluation of the system.
