Estudos empíricos das conversações e discussões mediadas por computador têm apresentado propostas metodológicas de análise qualitativa que focalizam elementos originais da dinâmica comunicativa e social dessas trocas. Trabalhos recentes focalizam discussões políticas online e apresentam indicadores capazes de revelar como essas trocas poderiam contribuir para um processo deliberativo mais amplo acerca de questões específicas. Apresento alguns modelos metodológicos de análise qualitativa de processos de deliberação online e, a partir de uma síntese de suas principais características, argumento que essa análise não pode ser reduzida unicamente à investigação da troca argumentativa. É preciso, sobretudo, observar as situações e os contextos de sociabilidade nos quais as interações se produzem, assim como a construção e negociação das regras às quais os interlocutores se submetem.

Empirical studies of computer mediated conversations and debates have presented methodological proposals of qualitative analysis that focus on the original elements of communicative and social dynamics of these exchanges. Recent works have investigated how online political deliberation can be analyzed presenting multiple variables capable of showing how these exchanges could contribute to widen deliberative processes concerning specific questions. I present some methodological models of qualitative analysis of online deliberation processes by making a synthesis of their main characteristics. I argue that this analysis cannot be reduced to the inquiry on the argumentative exchange. It is necessary to observe the situations and the contexts of sociability in which the interactions take place as well as the construction and negotiation of the rules that will govern interlocutors' interactions.

Este artigo analisa conceitual e empiricamente o papel da mídia, sobretudo a brasileira, perante a democracia, criticando-se a suposta atuação pública de seus órgãos tendo em vista seu caráter privado e mercantil. Por fim, defende-se o controle social democrático da mesma.

Este artigo discute a relação entre mídia e tipificação a partir de uma análise do conceito de estereótipos. A menção aos estereótipos em análises da mídia, de modo mais amplo, e do noticiário jornalístico, em particular, não corresponde, necessariamente, a uma explicitação do que define esse conceito. Também não corresponde a uma análise de suas conexões com outros conceitos comuns aos estudos de mídia, como os conceitos de agenda e enquadramento. Este estudo procura contribuir para uma análise teórica dos estereótipos na mídia, propondo que sejam compreendidos como artefatos morais e ideológicos. As análises aqui presentes expõem os sentidos dessa definição, considerando tensões e ambiguidades presentes nas dinâmicas de reprodução e de superação dos estereótipos no discurso jornalístico.

This paper discusses the relationship between media and the creation of types from the point of view of an analysis of the concept of stereotypes. The mention of stereotypes in media analyses, in a wider sense, and of the news in particular, does not mean necessarily making that concept explicit. It also does not correspond to an analysis of its connections with other current concepts in media analysis, as agenda and framing. This study is a contribution to a theoretical analysis of media stereotypes, understanding them as moral and ideological artifacts. The analyses it includes show the meanings of that definition, taking into account the tensions and ambiguities present in the dynamics of reproduction and overcoming of stereotypes in journalistic discourse.

As eleições municipais de 2004 foram as primeiras depois que o PT chegou ao Governo Federal. Instigava saber a estratégia discursiva do partido que vinha numa trajetória de moderação discursiva. Para este estudo, tomamos como objeto as estratégias do PT nas eleições de Porto Alegre e Curitiba. A escolha das capitais está fundamentada no antagonismo dos cenários políticos e da inserção do PT nas disputas, na primeira ele era situação, enquanto na segunda era oposição. Adotamos uma metodologia inspirada na proposta elaborada pelo grupo coordenado por Marcus Figueiredo para o estudo dos spots eleitorais, adaptada por nós para a análise dos 'Horários Gratuitos de Propaganda Eleitoral' (HGPE). Podemos afirmar que não houve um discurso padrão do PT que foi derrotado. Mas, muitas semelhanças existiram entre as estratégias de seus adversários.

The 2004 municipal elections were the first held after the Workers Party (PT) reached the Presidency. This research is interested in identifying the discursive strategy adopted by the party, which was in the path of moderation. As the object of analysis we chose the strategies adopted by the party in the elections in Porto Alegre and Curitiba. The choice of the two capitals was based on the difference between the political scenarios and the insertion of the PT in disputes in both. In Porto Alegre, the party occupied the local government, while in Curitiba it was in the opposition. We adopted a methodology based on the proposal prepared by Marcus Figueiredo for the study of electoral spots, adapted by us to the analysis of the Horario Gratuito de Propaganda Eleitoral [Free Time for Electoral Propaganda]. We can say that the PT that was defeated did not adopt a standard rhetorical strategy. But there were many similarities in the strategies of their opponents.

Este texto apresenta e discute três hipóteses contemporâneas sobre as relações entre mídia e política. A expressiva votação obtida por celebridades e figuras do entretenimento nas eleições recentes vem levando pesquisadores de várias áreas a analisar a questão. Neste texto são discutidas três propostas: (a) a hipótese de Thomas Meyer sobre como a mídia "colonizou" a política; (b) a argumentação de John Street sobre o entretenimento como forma de política e (c) a hipótese de Van Zoonen, para quem o entretenimento e política convergem na forma e na força de produzir engajamento cívico. Finalmente, um breve comentário aponta semelhanças e diferenças entre as teorias.

This paper outlines and discusses three hypotheses on the relationship between politics and entertainment. It seems that as politicians have become media stars and artists have entered the political arena, it is necessary to clarify the reasons why this is happening. In this paper three ideas are summarized: (a) Thomas Meyer's argument that 'media has colonized democracy'; (b) John Street's view about the popular culture's political importance and (c) Liesbet Van Zoonen's notion of 'convergence' between entertainment and politics. Finally, a brief critical account of these hypotheses is done to frame them into a larger picture.

O artigo utiliza diferentes tipos de dados para analisar a visibilidade que os deputados federais têm nas mídias legislativas mantidas pela Câmara dos Deputados. A disputa pelo controle da produção comunicativa nesses veículos e a tensão entre os critérios políticos e jornalísticos são os dois focos principais na reflexão. Apesar de garantirem a aparição dos deputados, os veículos da Câmara dão mais espaço para os detentores de algum tipo de poder institucional. Os dados mostram que jornalistas e parlamentares disputam o controle dos enfoques das coberturas e da seleção de temas e fontes cotidianamente. E levam à conclusão de que as práticas das mídias legislativas tentam seguir a lógica jornalística na busca de maior credibilidade para as informações veiculadas.

This paper uses different types of data to analyze the visibility that the representatives have in the legislative media maintained by the Chamber of Deputies. The dispute over control of the communicative production of these media and the tension between political and journalistic criteria are the two main focuses. Although they ensure the appearance of representatives, the media give more space for the holders of some kind of institutional power. Data show that journalists and parliamentarians vie for control of the approaches and selection of themes and journalistic sources daily. And lead to the conclusion that the practice of legislative media attempts to follow the logic of journalism in the pursuit of credibility for the information published.

Segundo Umberto Eco, uma das características do Kitsch é se constituir em "meio de afirmação cultural fácil, por um público que se ilude, julgando consumir uma representação original do mundo enquanto, na verdade, goza apenas de uma imitação secundária da força primária das imagens". O artigo desenvolve um entendimento de Kitsch político, observando que, na era dos meios eletrônicos de comunicação, o discurso político deve utilizar signos de distinção, que marquem suas diferenças em relação às formas expressivas correntes na mídia e deem à audiência a impressão de assistir à "alta política", associada à "disputa de ideias" e à discussão aprofundada.

According to Umberto Eco, a characteristic of Kitsch is to constitute "an easy means of cultural affirmation for a public who deceives itself, believing it consumes an original representation of the world while, in truth, it only enjoys a secondary mimic of the primary force of images." This paper develops an understanding of the political Kitsch, pointing that, in the era of electronic media, political discourse must use distinction signs that mark its differences relative to current expressive forms in the media and giving the audience the impression of seeing "high politics", associated to the "debate of ideas" and deep discussion.

Neste texto, Timothy Cook analisa o jornalismo político a partir de uma visão da mídia como instituição social singular. A produção da notícia é entendida como um processo coletivo definido pelas rotinas do jornalismo como instituição e pelas escolhas implícitas nessas rotinas, que são aceitas e reproduzidas no cotidiano de produção da notícia. A independência parcial do jornalismo em relação à política não impede, no entanto, que ele atue como instituição política e governamental. Além de disseminar as informações políticas, definindo o que é importante e o que é interessante, os jornalistas dão relevância aos atores políticos e certificam sua autoridade. O noticiário é o resultado de negociações conflituosas entre jornalistas e fontes, nas quais ganham peso, simultaneamente, as fontes oficiais e os valores inerentes às rotinas jornalísticas.

In this text, Timothy Cook analyses political news from a point of view that considers media as a singular social institution. The production of news is understood as a collective process defined by the routines of journalism as an institution and by the choices implied in these routines that are accepted and reproduced in the everyday production of the news. The partial independence of news reporting relative to politics does not hinder, however, that the news function as a political and even governmental institution. Besides publishing political information, defining what is important and interesting; journalists give relevance political actors and certify their authority. The news is the result of conflicting relationships between journalists and sources, where the weight is balanced between official sources and the values inherent to journalistic routines.

O texto de Ettema e Glasser discute as formas de seleção das informações e produção das histórias jornalísticas. A questão central, para os autores, é o que significa dizer que as reportagens jornalísticas são verdadeiras. Em outras palavras, a que critérios e valores correspondem as histórias que são vistas como verdadeiras. Essa análise é parte da discussão sobre a relação entre valores e fatos no jornalismo. A objetividade é vista como um dispositivo que legitima determinados discursos e permite apresentar julgamentos como fatos. Resulta de acordos quanto aos valores que constituem as premissas dos julgamentos. Os padrões morais que estão na base da produção do noticiário transformam-se em fatos que podem, então, ser reportados com distanciamento.

This text discusses the forms of selection of information and production of news stories. For its authors, the central question in this respect is what it means to say that news reports are true. In other words, what are the criteria and values corresponding to stories seen as true. The analysis is part of the wider discussion on the relationships of values to facts in journalism. Objectivity is seen as a device to legitimate some discourses and allows for the presentation of opinions as facts. It results from negotiations about the values that are the assumptions of opinions. Moral standards that are at the foundations of news productions become facts that may, then, be reported with exemption.

O objetivo do ensaio é discutir a questão da Publicidade como um princípio fundamental da política democrática. O argumento delineado leva em conta seis aspectos: 1) Razões em favor da publicidade; 2) Exame das objeções à publicidade; 3) Exceções a serem feitas; 4) Os pontos os quais a publicidade deveria contemplar; 5) Os métodos de publicidade; 6) Observações sobre a prática estabelecida na Inglaterra. Ainda que sejam identificadas ressalvas à Publicidade, considera-se tal valor indispensável ao funcionamento adequado dos regimes democráticos de governo.

The essay discusses the idea of publicity as a fundamental principle of democratic politics. The argument outlined takes into account the following dimensions: 1. Reasons for publicity; 2. Examination of objections to publicity; 3. Exceptions to be made; 4. The points to which publicity should extend; 5. The means of publicity; 6. Observations on the practice established in England. While some caveats can be identified regarding publicity, the excerpt proves that it is an essential value for the proper functioning of democracies.

O artigo discute as bases de fundamentação para o emprego de estudos de caso na ciência política comparada. O argumento básico é o de que existe amplo lugar para o desenvolvimento dos estudos de caso. Este argumento é construído a partir da análise comparada de três das principais razões fortes para fundamentar e validar os estudos de caso na tradição qualitativa de pesquisa comparada: as noções de equifinalidade; process-tracing; e as explicações por mecanismos causais. Centrados nestes princípios, a nova geração de comparativistas mostra que os estudos de caso continuam a ser relevantes para: ampliar a conexão entre teoria e base empírica; o desenvolvimento de explicações e inferências causais; e, por fim, para a construção de teorias.

This paper discusses the theoretical foundations for using case studies in comparative political science. It makes the claim about the continuous demand for using case study research designs. This argument is built upon three major claims for validation of this approach: the equifinality; process-tracing, and the explanation by mechanisms. Based on these assumptions, a new generation of researchers in qualitative political science points out that case study methodology continues to be relevant for: enlarging the connection between theory and evidence; the development of explanations and causal inferences in comparative politics; and, for theory construction.

O texto discute os limites das democracias liberais a partir das desigualdades de gênero. As discrepâncias entre o corpo dos eleitos e o conjunto dos eleitores são o ponto de partida para a proposta de reconceitualizar a democracia tendo em mente as diferenças de gênero. A representação de grupos, e não de indivíduos, é o primeiro aspecto analisado, considerando padrões sistemáticos de exclusão e problemas relativos às identidades dos grupos. Esse ponto é retomado na parte final do texto, em que a autora estabelece distinções entre heterogeneidade de experiências e essencialização das identidades e interesses. O texto analisa, ainda, a acomodação entre igualdade na esfera pública e subordinação na esfera privada, com a convivência entre direitos formalmente iguais e privilégios de grupos sociais específicos, assim como os filtros que se impõem a uma participação política mais equânime.

This article analyses the limitations of liberal democracies from the point of view of gender inequalities. The discrepancy of composition between the elected body and the whole electorate serve as the point of departure for a proposal to re-conceptualize democracy taking into account gender differences. Group representation instead of that of individuals is the first aspect analyzed considering systematic patterns of exclusion and problems related to group identities. The point is taken again in the final section of the text, where the author establishes distinctions between experience heterogeneity and the essentialization of identities and interests. The text also analyzes the balance of equality in the public sphere and subordination in the private sphere, considering the contradiction between formally equal rights and privileges to specific social groups, as well as the filters before a fairer political participation.
