RESUMO: Este artigo tem por objetivo analisar as estratégias de comunicação digital utilizadas pelas lideranças do partido-movimento espanhol Podemos e do partido português Bloco de Esquerda a partir da análise das publicações de páginas das lideranças no Facebook. Com lideranças jovens inseridas na dinâmica das redes, Podemos e Bloco de Esquerda utilizam as redes sociais para transmitir conteúdo político sem a mediação dos canais de imprensa. A partir da análise de 200 mensagens mais engajadas nas páginas, entre julho de 2016 e abril de 2018, identificou-se os principais temas e recursos utilizados. Os resultados indicam que as lideranças do Podemos obtêm maior engajamento e alcance em suas publicações que as representantes portuguesas. O estudo também permitiu identificar estratégias discursivas e formas de apropriação do Facebook na ação política dessas lideranças políticas emergentes.

ABSTRACT: This study aims to explore the digital communication strategies used by representatives from Spanish party-movement Podemos and the Portuguese party Bloco de Esquerda through the analysis of messages posted on their official Facebook pages. Led by young people inserted in network dynamics, Podemos and Bloco de Esquerda have used digital social networks to communicate political content without going through mainstream media outlets. The analysis of the 200 most engaged posts published in their official Facebook pages from July 1016 to April 2018 allowed for the identification of the subjects most approached and the resources most used. The results indicate that Podemos leaderships obtained better engagement than the Portuguese representatives. This study also allows for identifying the main discursive strategies and the forms through which these important political actors appropriated this digital social network in their political action.

Resumo Este artigo tem por objetivo classificar ideologicamente os projetos de lei (PLs) apresentados, entre 2003 e 2006, pelos deputados federais do Partido Comunista do Brasil (PCdoB) e do Partido Popular Socialista (PPS). Para tanto, a metodologia empregada prevê uma análise detalhada de cada PL. Considerando a heterogeneidade das estruturas partidárias, o objetivo não é concluir simplesmente que PCdoB e PPS são partidos essencialmente de esquerda ou de direita. Nossas conclusões dirão, diferentemente, o quão PCdoB e PPS são de esquerda ou de direita nas áreas específicas em que os PLs serão analisados (Economia, Estado e Social). Para cumprirmos o objetivo proposto, o texto está dividido em quatro seções principais. Na primeira seção, analisaremos alguns dos principais estudos correntes sobre ideologia e classificação partidária. A seguir, apresentaremos o objeto de nossa análise. Na sequência, apresentaremos a metodologia de classificação ideológica empregada. Na última seção, explicitaremos os resultados da análise ideológica realizada.

Abstract This article seeks to ideologically classify the legislative proposals (PLs) presented between 2003 and 2006 by federal deputies of the the Brazil Communist Party (PCdoB) and the Socialist Popular Party (PPS). For this purpose, the methodology envisages a detailed analysis of each PL. Considering the heterogeneity of the party structures, the objective is not simply to conclude that PCdoB and PPS are essentially left-wing or right-wing parties. Differently, our conclusions argue that the PCdoB and PPS are linked to the left or the right in specific areas of analysis of the PLs (Economy, State and Social). To achieve the main goal, the text is divided into four main sections. First, we analyze current research on ideology and partisan classification. Then, we present the object of our analysis. Next, we present the methodology of ideological classification employed. In the last section, we show the results of the ideological analysis.

Resumo O artigo tem como objetivo explorar as posições políticas, partidárias e ideológicas que PSDB, PT e MDB atribuíram à proposta de política externa em seus programas eleitorais entre 1994 e 2018. A hipótese é que, contrariando a literatura, a política externa é utilizada como meio de diferenciação ideológica na campanha eleitoral. Para analisar os programas partidários foi adaptado o método elaborado pelo Manifesto Research Group, que possibilita a codificação de unidades textuais em valores numéricos numa escala ideológica esquerda-direita. Os resultados indicam que a política externa eleitoral do PSDB é inclinada à centro-direita, a do PT é consolidada à esquerda e a do MDB se comporta como o esperado de uma política pública de um partido centrista. Portanto, as conclusões apontam que, de fato, a política externa, como as demais políticas públicas, sofre diferenciação eleitoral através de posicionamentos políticos e ideológicos vinculados ao partido de origem.

Abstract The article aims to explore the political, partisan and ideological positions that PSDB, PT and MDB have attributed to their foreign policy propositions in their electoral manifestos between 1994 and 2018. The hypothesis is that, contrary to the literature, foreign policy is used as means of ideological differentiation in electoral campaigns. In order to analyze the party programs, the Manifesto Research Group method, which allows the codification of textual units in numerical values on a left-right ideological scale, was adapted. The results indicate that, despite few ideological variations, the PSDB’s electoral foreign policy is center-right inclined, the PT’s is consolidated on the left and the MDB’s behaves as one would expect for a public policy from a centrist party. Therefore, the conclusions indicate that, like other public policies, foreign policy indeed undergoes electoral differentiation as a result of the political and ideological positions tied to their home party.

Resumo Como os estudos bibliométricos evidenciam as desigualdades na distribuição de reconhecimento e prestígio na Ciência Política? A relevância de tais estudos reside no fato de que eles revelam as hierarquias de conhecimento relacionadas tanto à forma da produção do conhecimento, no que tange a preferências temáticas, teóricas e metodológicas; quanto à agência dessa produção, especificamente aos perfis profissionais. Nesse sentido, o presente artigo objetiva avançar o conceito de hierarquias de conhecimento como uma estrutura de desigualdades de reconhecimento, prestígio e poder na disciplina, ancorando-se nos resultados de estudos bibliométricos próprios e de outros autores. Apoiamo-nos em dados estatísticos bibliométricos para argumentar que tais pesquisas devem ser interpretadas à luz das hierarquias de conhecimento que ensejam, evidenciando as desigualdades existentes na academia, tanto no que tange à produção de conhecimento, como à diversidade dos atores.

Abstract How do bibliometric studies unravel the inequalities in terms of recognition and prestige in Political Science? The relevance of such studies resides in the unravelling of the hierarchies of knowledge operating in knowledge-making, especially in terms of thematic, theoretical, and methodological preferences; and in terms of the agency of knowledge-making, namely professional profiles. Thus, this paper aims to advance the concept of hierarchies of knowledge as the structure of inequalities of recognition, prestige, and power within the discipline. Its explanatory power is grounded in findings from our bibliometric research and that of other authors. We support our argument with statistical data, arguing that bibliometric studies should be interpreted in light of their underlying hierarchies of knowledge, both in terms of knowledge-making, and agency diversity.

Resumo: Este trabalho pretende dar continuidade a uma interpretação da obra de Victor Nunes Leal sugerida por Gildo Marçal Brandão em meio ao projeto das linhagens do pensamento político brasileiro, no qual o cientista político uspiano aproxima-o do assim chamado radicalismo de classe média - baseado numa visão democratizante sobre o Brasil e assentado na totalidade social. Para atingir este objetivo, lançaremos mão de algumas obras do autor e fortuna crítica, com o fito de distanciar o pensamento do jurista de interpretações que: a) vinculam-no a certa tradição de ciência política, a qual se estabeleceu no Brasil principalmente sob o paradigma da autonomia da esfera política em relação às demais esferas da vida social; b) ou ao pensamento conservador de Oliveira Viana.

Abstract: This paper intends to give continuity to an interpretation of the work of Victor Nunes Leal suggested by Gildo Marçal Brandão in the middle of the project of lines of brazilian political thought, in which the uspian political scientist brings him closer than the so-called middle class radicalism - basead on democratizing vison about Brazil and based on social totality. In order to reach this goal, we will use some works by the author and a critical fortune, with the aim of distancing the jurist’s thinking from interpretations that: a) link him to a certain tradition of Political Science, which was established in Brazil mainly under the paradigm of the autonomy of political sphere in relation to the other spheres of social life b) or the conservative thinking of Oliveira Viana.

Resumo Neste artigo, por meio da filosofia da linguagem do Círculo de Bakhtin, analisa-se a fala do Deputado Federal Ulysses Guimarães no dia da promulgação da Constituição de 1988, 5 de outubro daquele ano. Enquanto presidente da Assembleia responsável por fazer a norma, coube a Ulysses, no final, a tarefa de dizer que ela estava promulgada, o que o parlamentar fez em uma histórica fala, no sentido filosófico aqui empreendido, ou “discurso”, no sentido linguístico clássico. Analisa-se essa fala, chamada aqui de “fala Ulyssiana” ou “fala promulgadora”, porque se entende que a essência da Constituição, que completou 30 anos de existência em 2018 - desde quando têm havido muitas crises políticas, instabilidades econômicas, ilegalidades e redução de direitos sociais na América Latina, necessita ser resgatada no Brasil e servir como inspiração para se prosseguir com lutas pela efetivação dos direitos. O trabalho é primordialmente filosófico, mas, valorizando a interdisciplinaridade do tema, não deixa de ser sócio-histórico, jurídico e linguístico. Os resultados evidenciam que a fala Ulyssiana é um signo ideológico que reflete os principais fatos havidos antes da feitura da Carta Cidadã, bem como demonstra parte dos entraves sociais e políticos ocorridos para que fosse erigida essa lei fundamental e, nesse sentido, seu resgate 30 anos depois é salutar para o objetivo social de alargar cada vez mais a democracia e garantir direitos sociais básicos a todos os brasileiros.

Abstract In this article, we analyze the speech of Federal Deputy Ulysses Guimarães on the day of the promulgation of Constitution 1988 Brazil using the language philosophy of the Bakhtin Circle. As chairman of the Commission responsible for formulating the document, it fell to Ulysses, in the end, the task of declaring it promulgated. T the parliamentarian did this in a historic speech. This speech is called “Ulyssian speech” or “promulgating speech”, because it is understood that the essence of the Constitution, which had its 30 year anniversary in 2018 - a period characterized by crises, instabilities, illegalities and reduction of social rights -- needs to be recuperated in the Brazilian social sphere and serve as inspiration to continue struggles for the fulfillment of rights. The work is primarily philosophical, but, valuing the interdisciplinarity of the theme, it is also socio-historical, legal and linguistic. The results show that the object is an ideological sign that reflects the main facts that occurred prior to the constitution, as well as demonstrates part of the social and political conflicts that occurred to make this important law and, in this sense, its recuperation 30 years later promotes the social goal of expanding democracy and guaranteeing basic social rights for all Brazilians.

Resumo O artigo aborda o percurso da participação institucionalizada em São Paulo. A bibliografia identificou momentos em que a participação se expande e se contrai na capital paulista, em um movimento caracterizado como uma “sanfona”. Verificar se essa dinâmica se estendeu à gestão Haddad (PT, 2013-16), é um dos seus objetivos. Recorrendo à análise descritiva, com dados inéditos para o último período, e ao conceito de instituições participativas, pretende-se também traçar um panorama da configuração desses mecanismos e avaliar os dados empíricos analisados à luz dos balanços mais recentes da literatura. Dentre os resultados encontrados, aponta-se que houve não apenas uma ampliação na quantidade de canais de participação em relação às gestões anteriores, mas que a experiência recente foi marcada por diversas inovações, embora tenha sido ofuscada pelo contexto em que se deu.

Abstract The article deals with the trajectory of institutionalized participation in São Paulo. The bibliography had already identified the moments in which this participation have expanded or contracted in the city of São Paulo, in a movement characterized as an “accordion”. To verify if this dynamic had been extended to Haddad’s management (PT, 2013-16), is one of its aims. By using descriptive analysis, with original data for the last period, and the concept of “participatory institutions”, it is also intended to design an overview of the configuration of these mechanisms as well as to evaluate the empirical data analyzed in the light of the balance of the recent literature. Among the results found, it is pointed out that not only was there an increase in the number of participation channels in relation to previous administrations, but that recent experience was marked by several innovations, although it was overshadowed by the context in which it occurred.

Resumo A literatura sobre as relações entre movimentos sociais e Estado produzida nos últimos anos no Brasil tem destacado a interpenetração entre política institucional e extrainstitucional. Boa parte dessa literatura parte da análise das relações entre movimentos sociais e Poder Executivo, destacando, em especial, o ativismo institucional de burocratas ativistas progressistas. Nesse artigo, busco contribuir para esse debate, ao analisar o ativismo institucional no Poder Legislativo a partir do confronto político estabelecido entre ativistas progressistas do movimento LGBT e ativistas conservadores do movimento cristão familista no Congresso Nacional entre 2003 e 2014. Para essa análise, realizei entrevistas com doze assessores e parlamentares envolvidos neste confronto político. Os resultados indicam a centralidade dos “assessores ativistas” e das frentes parlamentares para o ativismo institucional e os confrontos políticos no Poder Legislativo.

Abstract The literature on the relations between social movements and the State recently produced in Brazil has shown the interpenetration between institutional and extrainstitucional politics. Most of this literature analyses the relations between social movements and the Executive, focusing especially on the activism of progressive bureaucrat activists. This paper seeks to contribute to this debate, by analyzing institutional activism in the Legislative in the episode of contention between progressive LGBT movement activists and conservative familist movement activists in the Brazilian National Congress between 2003 and 2014. This analysis is based on twelve interviews with parliamentary advisors and parliamentarians involved in this conflict. The results point to the importance of “activist advisors” and parliamentary fronts for institutional activism and contentious politics in the Legislative.

RESUMO: Este artigo analisa o modelo orçamentário brasileiro à luz das Emendas Constitucionais nº 86, de 2015 e nº 100, de 2019 - que tornam obrigatória a execução da programação orçamentária relativa a emendas parlamentares. A proposta do trabalho é associar a discussão acerca da natureza orçamentária à questão mais ampla das relações de poder presentes no orçamento. Foi utilizada pesquisa bibliográfica e documental, com análise exploratória qualitativa, mediante a verificação comparada e argumentativa do que dispõe o ordenamento jurídico nacional, a doutrina e a jurisprudência, além de especialistas nas áreas de orçamentação e ciência política. É possível concluir que o ordenamento jurídico orçamentário nacional optou por atribuir papéis específicos aos Poderes, num sistema com responsabilidades compartilhadas. Nesse sentido, a despeito de persistir divergência na doutrina, o orçamento pátrio não teve seu modus operandi radicalmente alterado pelas Emendas, visto que a impositividade introduzida possui diversos condicionantes. Constatou-se ainda que a polêmica é relevante no tocante às relações de poder, notadamente entre Executivo e Legislativo, na disputa por protagonismo orçamentário.

ABSTRACT: This article analyzes Brazilian budget model, considering Constitutional Amendments 86, of 2015 and 100, of 2019 - which makes it mandatory to execute budget programming included by parliamentary amendments. The paper's purpose is to link the discussion of nature of the budgetary system to the broader issue of power relations in the budget. Bibliographic and documentary research are used, with qualitative exploratory analysis, through comparative and argumentative verification of the national legal system, doctrine and jurisprudence, as well as specialists in the areas of budgeting and political science. It is possible to conclude that the Brazilian budgetary legal order has chosen to assign specific roles to each branch, in a system with shared responsibilities. In this sense, despite of persisting divergence in doctrine, the national budget has not had its modus operandi radically altered with the amendments, since the introduced mandatoryness has several conditions. It was also verified that the controversy is relevant in relation to power relations, notably between the Executive and Legislative branch, in the dispute for budgetary protagonism.

Resumo Esta resenha do livro “Sobre a Liberdade” (On Freedom), de Cass Sunstein, tem como objetivo principal analisar e contextualizar o paternalismo libertário dentre as duas principais correntes que disputam respostas acerca da teoria da justiça, o deontologismo e o consequencialismo. Minha afirmação principal é que, embora Sunstein tente posicionar o paternalismo libertário como uma ruptura com a dicotomia estabelecida entre as duas correntes, atribuindo valor tanto às consequências das decisões quanto à liberdade de escolha das pessoas, em casos difíceis esta filosofia política se torna claramente consequencialista, minimizando o valor da liberdade de escolha. Sendo assim, a contribuição original do paternalismo libertário talvez esteja aquém do que ela ambiciona, que é criar respostas originais a perguntas sobre o que significa fazer a coisa certa em questões factual e moralmente controvertidas.

Abstract This book review aims at analyzing Cass Sunstein’s “On Freedom”, relating libertarian paternalism to the two dominant families of theories of justice, consequentialism and deontologism. My main argument is that libertarian paternalism does not constitute a middle ground between consequentialism and deontologism. Although Sunstein argues that this approach gives equal weight to both the maximization of well-being and the value of freedom of choice, in hard cases libertarian paternalism clearly tilts towards consequentialism, minimizing the value of free choice. I suggest, therefore, that this political philosophy does not propose original answers to questions about justice and about what it means to do the right thing when it comes to factual and moral controversies.
