    Resumo O artigo contrasta as experiências do neoliberalismo na Argentina e no Chile e explora por que dois países que implementaram reformas para o mercado aparentemente semelhantes atingiram posições distintas quanto à mercantilização: uma política pós-neoliberal na Argentina e um neoliberalismo temperado no Chile que só recentemente vem sendo questionado. O artigo traça os antecedentes comuns que inspiraram essas reformas e os diferentes resultados e reações que eles produziram. Em contraste com a literatura recente que enfatiza um ou outro fator explicativo,o artigo oferece uma comparação sintética dos fatores históricos, políticos, econômicos e ideológicos em jogo, ajudando a entender como os capitalistas conseguiram uma posição de classe hegemônica no Chile mas não na Argentina.

    Abstract This paper contrasts the experiences of neoliberalism in Argentina and Chile, exploring why two countries that implemented apparently similar market reforms came to different stances on marketization: a post-neoliberal politics in Argentina, and a tempered neoliberalism in Chile that has only recently come under scrutiny. The paper traces the common antecedents that inspired these reforms and the different outcomes and reactions that they produced. In contrast to recent literature, which emphasizes one or another explanatory factor, this article offers a synthetic comparison of the historical, political, economic, and ideological factors in play, helping to understand how capitalists achieved a hegemonic class position in Chile and not in Argentina.
  • One or two nation projects? Discourse on inequalities and equality-related policies in South Africa and Brazil Article

    Resumo O artigo foca a produção e reprodução das desigualdades sociais no Brasil e na África do Sul. O objetivo é interligar diferentes perspectivas teóricas e aplicá-las a uma análise comparativa das políticas relacionadas à desigualdade. Lançando mão do institucionalismo estratégico-relacional, são analisadas a herança histórica da formação discursiva e a institucionalização dos regimes de desigualdade nos dois países, de modo a informar a análise da conjuntura mais recente. Enquanto a África do Sul é um exemplo de discriminação racista formal, o regime de desigualdade do Brasil funcionou baseado em padrões mais informais. As heranças históricas distintas influenciam o foco atual das políticas relacionadas à igualdade, as quais tendem a ser predominantemente anti-racistas na África do Sul, enquanto no Brasil o foco foi reduzir da pobreza. A experiência brasileira tendeu mais ao discurso de um “interesse comum” e foi mais capaz de institucionalizar as políticas para a redução das desigualdades de renda. A África do Sul ainda é discursivamente dividida em “duas nações”. A ascensão social para os africanos ligados aos partidos governistas foi apenas parcialmente acompanhada por melhores condições de vida para a maioria pobre dos africanos. Ambos os países são significativamente estruturados pelas respectivas heranças históricas no que diz respeito tanto à criação como à redução das desigualdades. O discurso de “uma nação” no Brasil foi mais bem sucedido em promover políticas relacionadas à igualdade em comparação com o discurso de “duas nações” da África do Sul. A despeito de melhorias importantes, ambos os países se encontram atualmente em conjunturas críticas e as contradições societais estão começando a criar novas tendências de crise.

    Abstract This contribution focuses on the social production and reproduction of social inequalities in Brazil and South Africa. It aims at interlinking different theoretical perspectives and applying them to a comparative analysis of inequality-related policies. Resorting to strategic-relational institutionalism, the historical heritage of discourse formation and the institutionalization of inequality regimes in the two countries to inform the analysis of the more recent conjuncture will be analysed. While South Africa is an example of formal racist discrimination, the Brazilian inequality regime worked on more informal patterns. The different historical heritage influences current foci of equality-related policies, which tend to be dominantly anti-racist in South Africa, while focusing on poverty reduction in Brazil during the recent years. The latter experience tended more towards a discourse of a ‘common interest’ and was better able to institutionalize policies to reduce income inequalities. South Africa is still discursively divided into ‘two nations’. Social uplifting for Africans linked to the governing parties was only partially accompanied by improved living conditions for the poor majority of Africans. Both countries are significantly structured by the respective historical heritage concerning both the creation and the reduction of inequalities. The Brazilian ‘one nation’ discourse was more successful in promoting equality-related policies than its ‘two nations’ counterpart in South Africa. Despite important improvements, both countries are now in critical junctures and societal contradictions are beginning to create new crisis tendencies.
  • Más allá del “modelo” chileno: una aproximación multi-sectorial a las relaciones Estado-mercado Article

    Resumen Chile ha sido muchas veces caracterizado como un “modelo” desde los años 1990. Sin embargo, esta clasificación opaca la diversidad existente en las relaciones Estado-mercado. En cambio, una aproximación mediante la comparación multisectorial permite dar cuenta de la heterogeneidad de las políticas públicas en relación a los mercados, y no confundirlas bajo un supuesto “modelo” uniforme. La demonstración se fundamenta en el análisis de las trayectorias sectoriales en materias de energía eléctrica, transporte público en Santiago y pensiones desde las reformas de los Chicago Boys durante la dictadura de Pinochet hasta hoy. Basado en análisis de prensa, entrevistas con actores claves, y una extensiva revisión de bibliografía especializada, se evidencia cómo las políticas, a partir de un mismo punto de origen al final de la dictadura, tomaron caminos distintos durante los gobiernos democráticos. El caso chileno aparece entonces más fragmentado que lo generalmente considerado. Más allá del caso, esta diversidad señala la necesidad de una mayor atención a los procesos de diferenciación y autonomización de las políticas públicas sectoriales.

    Abstract Chile has often been characterized as a “model” since the 1990s. However, this classification casts a shadow on diversity in state-market relations. On the contrary, an approach though multisectoral comparison allows to account for the heterogeneity of public policies in relation to markets, and not confuse them under an alleged homogenous “model”. The argument is based on the analysis of sectoral trajectories in electricity, public transport in Santiago and pensions since the reforms made by the “Chicago Boys” during Pinochet's dictatorship until today. Based on press, interviews with key actors, and an extensive review of specialized literature, it shows how policies, departing from the same origin at the end of the dictatorship, took different paths during the democratic governments. Therefore, the Chilean case appears more fragmented than generally considered. Beyond this case, this diversity points to the need for greater attention to the processes of differentiation and autonomization of sectoral public policies.
  • A contraposição das noções de técnica e política nos discursos de uma elite burocrática Article

    Resumo O artigo faz uma análise comparativa da forma e do sentido da utilização e contraposição dos termos “técnica” e “política” nos discursos de dirigentes e funcionários do Banco Nacional de Desenvolvimento Econômico e Social, BNDE(S), em dois momentos: de 1952 ao início dos anos 1970 e de 1994 a 2011. A comparação foi feita através do exame de um conjunto de entrevistas realizadas nos anos 1980, com funcionários e dirigentes do primeiro período, e um segundo conjunto de entrevistas, feitas entre 2012 e 2014, com diretores do segundo período. A análise dos dados permite ver que há uma transição do padrão dos discursos. Inicialmente havia uma oposição da burocracia aos políticos, que decorria da percepção de que haveria uma superioridade de uma burocracia qualificada para tomar decisões político-econômicas. No segundo período, posterior à redemocratização, o discurso expressa a tensão gerada pela necessidade simultânea de responder aos governantes titulares e de agir de modo a preservar os valores, a missão histórica do Banco e a excelência técnica contra ingerências políticas que pudessem ameaçar a instituição. Neste segundo momento não é o credenciamento dos burocratas e sim o refinamento das técnicas por eles empregadas que é mobilizado como recurso para justificar as decisões econômicas dos burocratas. As oposições encontradas foram lidas à luz das teorias críticas de Pierre Bourdieu e Herbert Marcuse, que permitem questionar o caráter meritocrático dos especialistas em Economia e a neutralidade da ciência e das técnicas por eles empregadas. O artigo contribui para o estudo das relações entre política e burocracia no Brasil através do estudo de um caso paradigmático. Ele permite verificar como a lógica da relação de oposição entre as esferas da técnica-ciência e da política se altera ao longo do tempo e busca, por meio de uma análise crítica dos dados, avaliar quais seriam os fundamentos sociais desta transformação.

    Abstract This article makes a comparative analysis of the contradictions between the notions of technical and political in the speeches of the directors and staff of the Brazilian National Bank for Economic and Social Development BNDE(S) in two periods: from 1952 to the early 1970s and from 1994 to 2011. The data used to establish this comparison was extracted from a set of interviews conducted in the 1980s with people that worked at the bank during the first period, and a second set of interviews made between 2012 and 2014, with those who were directors of the BNDES in the second period. The analysis shows that there is a transition in the modal pattern of the speeches. Initially the bureaucracy would oppose to the politicians, claiming that they were more qualified than the politicians to make political and economic decisions. In the second period, after returning to a democratic regime, the discourse expressed the tension generated by the simultaneous need to respond to the current democratic govern and the necessity of preserving the values, the historical mission of the BNDES and its technical excellence against political interference. In this second period, the legitimacy of the bureaucrats and of their decisions comes not only from their personal qualification, but above all from the refinement of the techniques employed by them to make political-economic choices. The oppositions found were analyzed according to the critical theories of Pierre Bourdieu and Herbert Marcuse, which allow us to question the meritocratic nature of the economic experts and the neutrality of the science and the techniques employed by them. The article contributes to the study of the relationship between politics and bureaucracy in Brazil through the study of a paradigmatic case that allow us to verify how the relation between the sphere of technique-science and the sphere of politics changed over time and to search for the social foundations of this transformation.
  • Uma nova governança no padrão de relacionamento público-privado da política industrial brasileira Article

    Resumo O objetivo central do artigo é a identificação de variáveis capazes de explicar um padrão virtuoso de relacionamento público-privado na produção de políticas públicas relacionadas à política industrial durante o primeiro governo Lula. O argumento central é que o Conselho Nacional de Desenvolvimento Industrial (CNDI), vinculado ao Ministério do Desenvolvimento, Indústria e Comércio Exterior (MDIC), atuou como arena público-privada de política industrial e legitimou-se como o lócus da agenda de política pública. Essa situação resultou da combinação de dois processos políticos distintos: (i) a influência das ideias neodesenvolvimentistas, em especial aquelas da nova política industrial e (ii) a ação de empreendedores políticos. A pesquisa baseou-se no estudo da dinâmica de funcionamento do CNDI, vinculado ao MDIC. Os dados foram obtidos pela análise das atas do colegiado, análise documental e entrevistas com os atores envolvidos. Os relacionamentos estabelecidos e a formação da agenda de política no conselho contribuiu para a definição da política industrial do período. O papel dos empreendedores políticos e do ideário neodesenvolvimentista contribuiu para a viabilidade dessa dinâmica. O artigo ajuda a entender a dinâmica dos fóruns tripartites de políticas públicas em contextos democráticos e as causas aparentes de seus êxitos e fracassos.

    Abstract The main objective of this paper is to identify variables that could explain the virtuous public-private relationship pattern on the production of public policies related to the industrial policy during the first Lula government round. The central argument of this research is that the National Industrial Development Council (CNDI), under the surveillance of the Ministry of Development, Industry and Foreign Trade (MDIC), has been acknowledged as a legitimized locus of the policy agenda building. Such processes resulted from two political factors: (i) the influence of neo-developmentalism ideas, especially those ones which influenced a new industrial policy, and (ii) the action of political entrepreneurs. The research was based on the analysis of the internal dynamics functionality of the National Council for Industrial Development (CNDI). The central question is if this collegiate worked as the real locus of political agenda. The available data were obtained through the assessment of the official registers, document analysis and interviews with the involved actors. One of the findings was that the established relationships and the formation of the policy agenda on the board contributed to the whole definition of the industrial policy in that period. The second finding was that the role of political entrepreneurs and neo-developmentalist ideologies contributed to facilitate such a dynamics. This article helps to understand the dynamics of tripartite forum of public policies in democratic context, its apparent causes, its positive results and its frustrations.
  • Construção e desconstrução das Subprefeituras na cidade de São Paulo no governo Marta Suplicy Article

    Resumo O objeto da pesquisa é a implantação das Subprefeituras na cidade de São Paulo na gestão petista da prefeita Marta Suplicy (2001/2004). O artigo busca contribuir para um tema carente na Ciência Política brasileira: a descentralização intramunicipal e seus impactos sobre o jogo político e administrativo. Realizou-se uma análise qualitativa em um estudo de caso, empregando process tracing para identificar as condições causais que incidiram na configuração política e administrativa das Subprefeituras. Discute-se como as Subprefeituras serviram para o governo para consolidar sua base de apoio parlamentar, apesar de secundarizar a democracia participativa nas regiões. Analisa-se como o governo enfrentou a resistência das Secretarias municipais temerosas de perder poder para as Subprefeituras. O artigo discute duas hipóteses. A primeira é que o governo recuou do proposto no projeto das Subprefeituras diante da oposição das Secretarias municipais, alimentada pela disputa interna no PT, partido majoritário da coalizão, e seus objetivos de poder nesses órgãos. A descentralização ficou condicionada ao nível de adesão das políticas setoriais. A segunda compreende que o governo abandonou o modelo de Subprefeituras como núcleos locais de poder amparados no controle social, pois essas passaram a servir para ampliar a política de alianças no parlamento, relegando o Orçamento Participativo a uma posição secundária. As hipóteses se confirmaram, pois a explicação causal sugerida se evidenciou na análise empírica. Administrativamente, o alcance limitado das Subprefeituras teve como causa central o temor das Secretarias de perderem poder para as regiões. A descentralização dependeu de como as Secretaria envolveram-se nesse processo. Politicamente, as Subprefeituras foram recursos para o governo ampliar sua coalizão de apoio, sendo essa a explicação causal da prioridade conferida pelo governo à lógica da vereança.

    Abstract This research deals with the implementation of the Subprefectures in São Paulo city during the term of mayor Marta Suplicy (2001/2004). The article seeks to contribute for a lacking theme in the Brazilian political science: the intramunicipal decentralization and their effects in the administrative and political game. We perfomed a qualitative analisys using the case study method and the process tracing to identify the causal conditions that influenced in the administrative and political configuration of the Subprefectures. We discuss how the Subprefectures served to the government to consolidate its legislative support, despite of putting in second place the participatory democracy in the regions. We analyze how the government envisaged the resistence of municipal Secretaries fearful of losing power to the Subprefectures. The article discusses two hyphotheses. The fisrt, is that government backed the proposed project of Subprefectures before the opposition from municipal Secretaries, fed by the internal dispute in the PT, majoritary party, and their goals of power in these bodies. The decentralization was conditioned to the level of adhesion from the sectoral policies. The second one understands the the government abandoned the model of Subprefectures as cores of local power supported for social control, because these passed to serve to expand the political alliances in parlament, relegating the Participatory Budget to a secondary position. The hypotheses were conformed because the causal explanation suggested was evidenced in the empirical analysis. Administratively the limited scope of the Subprefectures had as core cause the fearful of the Secretaries of losing power to the regions. The decentralization depended how the Secretaties involved in this process. Politicaly, the Subprefectures were resources to the government to increase its coaltion support being this the causal explanation of the priority conferred by the government to the aldermen's logic.
