Resumo Neste artigo, busco retraçar caminhos e embates enfrentados por feministas na introdução de uma perspectiva de gênero em questões de desenvolvimento, com destaque para as conferências das Nações Unidas (ONU), bem como para as críticas mais recentes ao seu uso nas reuniões de Beijing + (5, 10, 15 e 20). Em especial, procuro retraçar a participação do Brasil nesses embates e refletir sobre retrocessos na nossa política internacional nesse campo com o golpe de 2016.

Abstract In this article I retrace some paths and disputes faced by feminists in negotiating the introduction of a gender perspective in development issues, with a focus on UN conferences as well as on the more recent critiques to the inclusion of gender in the Beijing + (5, 10, 15 and 20) meetings. I seek to retrace, in particular, Brazil’s participation in these disputes and the setbacks in our international policies in this field since the 2016 coup.

Resumo Um aparente paradoxo persegue o aumento do empoderamento de mulheres e meninas. O argumento instrumental para “investir nas mulheres” foi colocado de forma persuasiva e brilhante. No entanto, o “caso do empreendedorismo” é sustentado principalmente por pesquisas feministas estruturadas por preocupações materialistas com desigualdade persistente ao invés do propósito de “liberar potencial”, e com transformação estrutural em vez de simplesmente incorporar mulheres em mercados de trabalho sustentados por normas e práticas injustas e discriminatórias. Situo algumas das contradições da atual conjuntura e exploro o papel da análise crítica na desestabilização dos mitos e conflações de gênero que caracterizam o que eu chamo de empoderamento light.

Abstract An apparent paradox stalks the rise of women’s and girls’ empowerment. The instrumental case for “investing in women” has been persuasively and glossily made. Yet the “business case” is primarily underpinned by feminist research framed by materialist concerns with persistent inequality rather than “unleashing potential” and with structural transformation rather than simply the incorporation of women into labour markets underpinned and sustained by inequitable and discriminatory norms and practices. I situate some of the contradictions of the current conjuncture and explore the role of critical analysis in destabilising the gender myths and conflations that characterise what I call empowerment lite.

Resumen Los Proyectos de Gran Escala, como son las represas hidroeléctricas, presentan una serie de consecuencias entre las cuales una de las más importantes es la relocalización compulsiva de población. A través de más de 30 años hemos investigado el proceso de relocalización de la ciudad de Federación (Argentina), consecuencia de la construcción de la represa binacional argentino-uruguaya de Salto Grande. En este artículo analizamos la forma desigual en que fueron afectadas las mujeres federaenses durante dicho proceso relocalizatorio, focalizando las relaciones género-clases sociales y género-edad.

Abstract Large Scale Projects, such as hydroelectric dams, have a number of consequences, one of the most important of which is compulsory population relocation. Over the course of more than 30 years we have investigated the relocation process of the city of Federación (Argentina), as a consequence of the construction of the Argentine-Uruguayan bi-national dam of Salto Grande. In this article, we analyze the unequal way in which the women of Federación were affected during this relocation process, focusing on the gender-social class and the gender-age relationships.

Resumo A partir de contrastes de processos de implementação de três projetos de desenvolvimento, este artigo examina os significados de “empoderamento feminino” empregados em cada contexto, realçando como as estratégias de uso de tempo e espaço dos idealizadores dos projetos delimitam oportunidades e criam obstáculos para diferentes mulheres. Demonstrar a precariedade da elaboração da compreensão da diversidade das repercussões nas relações de gênero dos projetos de desenvolvimento em torno de: 1) uma usina hidrelétrica; 2) a realização de um megaevento esportivo; e 3) a construção de um complexo portuário. Identifica ações relacionadas a mulheres, como de prioridade secundária, em cada um desses projetos. Apoiadas em legislações internacionais apresentadas com discursos produtivistas e divulgadas como oferecendo oportunidades a mulheres, de fato essas iniciativas, disciplinam mulheres como complementadoras de renda, ligadas ao espaço doméstico, dotadas de habilidades estereotipadamente femininas, de sexualidade relacionada com reprodução, alvos de proteção e merecedoras de controle semelhante a gerações mais novas. Cada segmento desenvolve as suas próprias estratégias e seus significados de projetos para mulheres. Os principais objetivos almejados pelos implementadores favorecem diferenças na dimensão do alcance dos projetos e na duração de fases de planejamento, execução e alcance dos objetivos, nas quais, independente da fase e da dimensão, prevalecem mais obstáculos ao empoderamento de que efetivos empoderamentos de grupos de mulheres que chegam a ser envolvidas no ou pelo projeto.

Abstract By contrasting the implementation of three development projects, this article examines the meanings of “female empowerment” employed in each context, emphasizing how the strategies for the use of time and space of those who conceived the projects delimit opportunities and create obstacles for different women. The article demonstrates the precarious comprehension of the various repercussions on gender relations of these development projects, which involve: 1) a hydroelectric dam; 2) a mega sporting event; and 3) a port complex. It found that actions related to women had secondary priority in each of these projects. Supported by international regulations presented in productivist discourses and promoted as offering opportunities to women, in fact these initiatives discipline women as those who: complement household income, are linked to domestic space, are capable of stereotypical female skills, have sexuality related to reproduction, are targets of protection and deserve control similar to the younger generations. Each sector develops its own strategies and meanings of projects for women. The main objectives sought by the executors of the projects involve differences in the scope of the projects and their objectives and the length of their planning, and execution phases. Independently of the phase and size, more obstacles prevail to empowerment than true empowerment for groups of women who come to be involved in or by the project.

Resumo As diversas etapas de instalação do complexo de mineração em Barcarena, Pará, têm significado para as comunidades tradicionais processos de expropriação, deslocamentos e a convivência com os efeitos cumulativos dos crimes ambientais praticados pelas empresas envolvidas. A existência e o modo de vida dos homens e mulheres foram alterados drasticamente pelo projeto de desenvolvimento. Este artigo aborda as estratégias de resistência de mulheres e homens ao modelo de desenvolvimento imposto. As memórias e vozes de grupos de mulheres contêm o envolvimento em luta por direitos étnicos, territoriais e as estratégias de permanência e de retorno às suas territorialidades específicas. Scott (1995, 2001) e Brah (2006) apoiam uma perspectiva descritiva da especificidade das mulheres de comunidades tradicionais abordadas.

Abstract The many steps of the installation of a mining complex in Barcarena, Pará, have led traditional communities to experience processes of expropriation, displacements and the cumulative effect of environmental crimes committed by companies involved with the project. The existence and ways of living of men and women were drastically changed by this development project. This article addresses resistance strategies of women and men against this imposed project of development. The memories and voices of group of women encompass involvement in the fight for ethnic and territorial rights and strategies for remaining in and returning to their specific territorialities. Scott (1995, 2001) and Brah (2006) support a descriptive perspective on the specificity of women from these traditional communities.

Resumo Dentre os avanços contidos na Agenda 2030 para o Desenvolvimento Sustentável, está o fato de que o objetivo de alcançar a igualdade de gênero e empoderar mulheres tem nove metas específicas. Essas têm por foco muitas das causas básicas da desigualdade de gênero, incluindo o acesso desigual das mulheres a recursos econômicos. O foco deste artigo é, especificamente, o acesso desigual das mulheres à terra e o conjunto de indicadores propostos para medir progresso em relação a isso. Com base nos dados disponíveis para a América Latina, o artigo demonstra o nível atual de desigualdade na distribuição de gênero de produtores e proprietários agropecuários e por que é importante que países melhorem suas estatísticas sobre gênero, coletando dados desagregados sobre gênero em relação tanto à propriedade da terra quanto ao processo decisório agrícola.

Abstract Among the advances in the 2030 Sustainable Development agenda is that the goal to achieve gender equality and empower women has nine specific targets. These focus on many of the root causes of gender inequality, including women’s unequal access to economic resources. This article focuses specifically on women’s unequal access to land and the set of proposed indicators to measure progress. Drawing on the available data for Latin America, it demonstrates the current degree of inequality in the gender distribution of landholders and landowners, and why it is important that countries improve their gender statistics, collecting gender disaggregated data on both land ownership and agricultural decision-making.

Resumo A concepção de “desenvolvimento territorial” se tornou, em anos recentes, um balizador das formas de atuação do Estado na promoção de políticas de desenvolvimento e de combate à pobreza no Brasil. Desse modo, a abordagem territorial passou a ser utilizada como referência para uma estratégia de apoio ao desenvolvimento rural, por meio da implementação de ações abrangidas pelo então Programa de Desenvolvimento Sustentável de Territórios Rurais. Considerando o protagonismo das mulheres na conformação dos “territórios rurais”, propomos, neste artigo, confrontar o conceito de território que baliza as ações do Programa de Desenvolvimento Sustentável de Territórios Rurais e a maneira como o território se configura nas e através das práticas cotidianas dessas mulheres.

Abstract The concept of "territorial development" has become, in recent years, a guide to the State's ways of promoting development policies and fighting poverty in Brazil. Thus, the territorial approach began to be used as a reference for a strategy to support rural development, through the implementation of actions covered by the Program for the Sustainable Development of Rural Territories. Considering women’s role in shaping "rural territories", we propose, in this article, to confront the concept of territory that guides the actions of the Program of Sustainable Development of Rural Territories and the way in which the territory is configured in and through these women’s daily practices.

Resumo O Submédio São Francisco, onde está situado o polo de fruticultura irrigada de Petrolina/PE e Juazeiro/BA, é reconhecido como uma das regiões de maior dinamismo econômico do Nordeste. A partir dos anos 1970, a região foi alvo de sucessivos investimentos públicos e privados, que resultaram em uma forte expansão do assalariamento formal, envolvendo uma significativa contratação de mulheres. Neste artigo, analisamos a inserção das mulheres como assalariadas da viticultura de exportação, sob um duplo aspecto: realçando as condições diferenciadas dessa inserção, frente aos homens; observando o alcance dos processos de conversão das condições de trabalho das mulheres em tema e objeto de barganha da agenda sindical.

Abstract The Submédio São Francisco, where the irrigated fruit culture area of Petrolina/PE-Juazeiro/BA is located, is frequently recognized as one of the regions with the highest economic dynamism in the Brazilian Northeast. Since the 1970s, the region has received successive public and private investment, leading to an expansion of formal wage labor, with a significant number of women among those hired. In this paper, we aim to analyze the significant inclusion of women as export viticulture workers in two respects: 1) highlighting the different conditions of this insertion and comparing it to that of men; 2) observing the extent to which women’s working conditions have become a bargaining subject and object for unions.

Resumo Trata-se de uma pesquisa antropológica sobre titulares do Programa Bolsa Família (PBF), refletindo sobre a ampliação de direitos humanos das mulheres, um tema menos priorizado apesar de a titularidade feminina ser preferencial para o programa. Analisamos repercussões dessa titularidade nas trajetórias produtivas de 12 mulheres, residentes no Coque. Descrevemos aspectos importantes das trajetórias produtivas, marcadas por trabalhos informais, vexatórios e degradantes. Depois, relacionamos passagens dessas trajetórias ligadas a momentos anteriores e posteriores ao ingresso no PBF, bem como exemplos de agência e autonomia realizados por elas, refletindo sobre processos de empoderamento. Finalmente, argumentamos que poderia existir maior potencialidade para o processo de autonomia na esfera produtiva e consequente saída do programa, se fosse efetivada a integração com políticas de trabalho e renda que contemplem seus projetos de vida. Concluímos que a inserção no PBF não acomoda as mulheres na busca por trabalho, desmistificando o discurso do efeito preguiça.

Abstract This is an anthropological research about the Bolsa Família Program (PBF) recipients, reflecting on the increase of women’s human rights, a less prioritized subject despite the fact that women are the preferred recipients. We analyze repercussions of receiving BF in the productive trajectories of 12 women living in Coque. We describe their productive trajectories, marked by informal, vexatious and degrading jobs. Then, we relate passages of these trajectories linked to moments before and after joining the PBF, as well as examples of agency and autonomy performed by them, reflecting on empowerment processes. Finally, we argue that there could be greater potential for the process of autonomy in the productive sphere and consequent exit from the program, if integration with labor and income policies that address their life projects were effected. We conclude that the inclusion in the PBF does not make women drop or slow doen their search for work, demystifying the lazyness effect discourse.

Resumen Basado en la lectura crítica de entrevistas en profundidad, este artículo ofrece un análisis acerca del modo en que las feminidades trans y no trans (o cis) se producen performativamente a través del uso repetido del género femenino gramatical en el discurso autorreferencial y también por medio de la utilización de un nombre propio femenino en su vida cotidiana. En un momento histórico de profundos cambios sociales y culturales relacionados con el reconocimiento, en el año 2012, de la identidad de género de las personas trans en la Argentina (Ley 26743), se examina también el marco legal restrictivo para la asignación de los nombres propios y se analizan las particularidades sociales e históricas del nombre trans. Se utilizan para el análisis conceptos de la teoría de la performatividad del género elaborada por Judith Butler, en diálogo con conceptualizaciones del campo de los Estudios Transgénero.

Abstract Based on a critical reading of in-depth interviews, this article offers an analysis of the way in which trans and non-trans (or cis) femininities are performatively produced, through the repeated use of grammatical feminine gender in self-referential speech and through the use of a feminine name in their daily lives. At a time of profound social and cultural changes related to the recognition in 2012 of the gender identity of transgender people in Argentina (Law no26743), this article also examines the restrictive legal framework to give names as well as the social and historical particularities of trans names. Concepts from the theory of gender performativity developed by Judith Butler are used for this analysis, in dialogue with conceptualizations from the field of Transgender Studies.

Resumo Este artigo aborda a construção de identidades políticas no movimento de travestis, mulheres transexuais e homens trans ao longo da última década no Brasil. Reúno diferentes materiais etnográficos a fim de localizar as transformações em tais construções, principalmente em relação ao modo como os marcadores sociais de classe e geração aparecem na polarização entre uma “fixidez” e uma “fluidez” de gênero no campo político. O material utilizado nesta análise é composto por observações de encontros ativistas, entrevistas com lideranças do movimento e observações do ativismo na internet. Organizo a análise a partir de situações de conflito, nas quais dois encontros são de especial interesse: o XVI Encontro Nacional de Travestis e Transexuais (2009) e o I Encontro Nacional de Homens Trans (2015), momentos marcados pela disputa em torno das categorias identitárias em questão.

Abstract This article is based on an ethnographic analysis of the construction of political identities in the movement of travestis, transsexual women and trans men, or simply trans movement, over the last decade in Brazil. My efforts go towards bringing together different ethnographic materials in order to highlight the changes in such processes, especially in relation to how class and generation social markers appear in the polarization between a gender “fixity” and “fluidity” claimed in identity conformations in the political arena. The material used in this analysis is basically composed by observations of activists meetings, interviews with leaders of the movement and observations of activism on the Internet. The starting points of the analysis are conflict situations in the social movement. In this regard, two meetings are of particular interest. The first is the XVI National Meeting of Travestis and Transsexuals (2009), when there was an intense debate to formalize a “political definition” of the categories “travesty” and “transsexual” from the social movement. The second is the First National Meeting of Trans Men (2015), when activists held a long debate on the “political identity” of the movement. In this case, the disagreement arose when a group of young people expressed that the category “trans man” did not encompass their gender experience, since they recognized themselves as “non-binary”.

Resumen El objetivo de este artículo es desarrollar un marco teórico desde el cual repensar las formas de violencia estatal implícitas en un conjunto interrelacionado de prácticas institucionales, administrativas y judiciales en los ámbitos de las políticas genéricas, de la sexualidad y de la diversidad relacional. A través del caso de la España post-“matrimonio igualitario”, se muestra cómo la introducción del concepto de “orden público” en los sistemas judiciales modernos ha jugado, y continúa haciéndolo hoy en día, un importante papel en la administración biopolítica de poblaciones.

Resumo Partindo de dois filmes, o brasileiro Tatuagem e o cubano Fresa y chocolate, bem como dos contextos históricos a eles relacionados, este artigo busca investigar as violações perpetradas pelos regimes autoritários dos dois países contra homossexuais durante os anos de 1960-1980. Pretende-se, assim, dar visibilidade às memórias ocultadas pelo autoritarismo, a fim de contribuir para uma efetivação de políticas específicas de inclusão para os homossexuais brasileiros

Abstract Based on two movies, the Brazilian film Tattoo and the Cuban film Strawberry and chocolate, as well as on the historical context related to them, this paper investigates the violations perpetrated by the authoritarian regimes of the two countries during the years 1960 to 1980. It proposes, then, to enlighten the memories hidden by authoritarism, in order to contribute to the implementation of specific inclusion politicies to Brazilian homosexuals.

Resumo Este artigo trata de algumas das principais questões das teorias feministas dos anos de 1970, a saber, os problemas das histórias literárias e das histórias cinematográficas, do cânone e do valor imputado às obras artísticas. Nesse sentido, busca-se compreender as estratégias adotadas pelas feministas para combater a construção do cânone de então, que não é uma tentativa de destruir o cânone literário ou o cânone cinematográfico, mas um esforço para que seja possível a inclusão de outras histórias a partir de outras epistemologias e, até mesmo, ontologias.

Abstract This paper addresses some of the major issues of feminist theories of the 1970s: the problem of the history of literature and the history of film, the canon and the imputed value to artistic works. I attempt to understand the strategies adopted by feminists to combat the construction of the canon that is not an attempt to destroy the literary canon or the cinematic canon, but an effort to make the inclusion of other possible histories from other epistemologys and onthologys.

Resumo A partir da articulação entre gênero e materialidade tomamos o dinheiro como objeto estético para evidenciar a relacionalidade da pessoa masculina funk . O dinheiro revela-se como adorno, como articulador de relações e como substância. A mulher, que em algumas leituras é pensada como objetificada, revela as potências do feminino que compõem o homem. Como desdobramento da análise, reconceituamos o corpo e a pessoa, tomando-os como não circunscritos, repensando junto a noção de “objeto”. Igualmente, trazemos um sentido outro para a noção de “ostentação”, deslocando o consumo de uma chave moralizante.

Abstract Departing from the nexus between gender and materiality we take money as an aesthetic object in order to elicit the relationality of the male funk person. We bring to the fore money as adornment, as articulator of relations and as substance. Woman, in some accounts described as being objectified, reveals the feminine powers engendering male personhood. We reconceptualize the body and the person as non-discrete entities, rethinking together the notion of "object." We also bring a new meaning to the notion of “ostentation”, avoiding a moralizing approach to consumption.

Resumo Estudos sobre a representação da brasileira em Portugal a retratam como uma mulher “fácil, vítima da dominação pós-colonial e patriarcal. Recentemente, o surgimento de uma ginástica “ Made in Brasil ”, publicitando “o segredo da mulher brasileira”, nos levou a investigar a subjetificação destas imigrantes através do corpo, a partir de entrevistas e observação participante. Constatou-se além da hipersexualização da imagem, que as brasileiras entrevistadas entendem as qualidades pelas quais são identificadas e se identificam como um recurso de negociação na busca de prestígio.

Abstract The representation of Brazilian women in Portugal shows them as easygoing, victims of post-colonial and patriarchal domination. The emergence of a kind of gymnastic called “Made in Brazil”, that promises to unveil the “secret of the Brazilian woman” led us to investigate it. Through interviews and participant observation, we sought to understand the subjectification process of these brazilian women through their bodies. Beyond the hipersexualization, the interviewees understood the qualities for which they are identified and identify themselves as a negotiation path in search for prestige.

Resumo Neste trabalho, analiso o processo de materialização de corpos que se dá no interior de um regime estético circense, cujo pilar é a celebração de diferenças. Em outras palavras, chamo atenção às normas de exibição, veiculadas por um dos maiores e mais tradicionais circos dos Estados Unidos, enquanto constitutivas de corpos nacionalizados para fins de comercialização. Exploro, por meio de uma abordagem interseccional, os discursos sobre o Brasil veiculados em catálogos publicitários vendidos durante quinze anos; delimito práticas de recrutamento levadas a cabo durante uma audição para bailarinos e bailarinas que aconteceu no Rio de Janeiro em 2013; e, por fim, descrevo agenciamentos individuais no sentido da fabricação de corpos belos e virtuosos, isto é, sujeitos que se identificam com as normas de exibição em questão. Argumento que se, por um lado, o exibível é o corpo enérgico brasileiro, por outro, o treino em modalidades técnicas de dança e a semelhança a ícones da indústria pop norte-americana são condições de produtividade determinantes. Vejo emergir assim um nexo entre a noção de energia brasileira como potência para excitabilidade de plateias e a constituição de uma força de trabalho eficaz porque criada em consonância a padrões estéticos e técnicos globalizados.

Abstract In this paper, I analyze the materialization processes of bodies within an circus aesthetic regime whose pillar is the production and celebration of differences. In other words, I call attention to the rules established by one of the largest and most traditional circus of the United States as constituting not only nationalized bodies, but also the marketable ones. I will explore through an intersectional approach discourses about Brazil forward on advertising catalogs sold during the last fifteen years; I will describe practices carried out during a audition that took place in Rio de Janeiro in 2013; and finally analyse the individual efforts towards making themselves beautiful, virtuous and normative bodies. If, on the one hand, the marketable is the Brazilian energetic body, on the other, the training in dance in terms of the similarity to the icons of pop American industry are critical to the productivity. In this way emerges a link between the notion of Brazilian energy as power to excitability of the audience and the establishment of an effective labor force created in line to globalized standards.

Resumo Esta discussão sustenta-se na definição de que existem diversas masculinidades submetidas a uma trama de discursos, de saberes e de relações de poder. São mecanismos que impõem verdades assujeitadoras e desencadeiam processos de objetivação e subjetivação, podendo desencadear violência e suicídio. O objetivo do trabalho é discutir, a partir dos processos de objetivação e subjetivação, suas implicações em relação à construção da masculinidade entre adolescentes. Os dados foram edificados a partir de entrevistas realizadas com 17 estudantes de duas escolas de ensinos fundamental e médio, e o uso do espaço virtual, por via de entrevistas semiestruturadas, possibilitou acessar e observar falas. A metodologia empregada sustenta-se no conceito de discurso de Michel Foucault e os recortes das falas dos sujeitos subsidiaram sinalizar a forma como discursos incidem sobre o masculino adolescente.

Abstract This discussion focus on the concept that there are different masculinities and, once submitted to a web of discourses, knowledge and power relationships, such processes impose subjugated truths, triggering objectification, subjectivation and can induce violence and suicide. Thus, this paper aims at discussing, from the mechanisms of objectivation and subjectivation, their implications regarding the building of masculinity amongst teenagers. The data was built from interviews done with 17 students from two Secondary and High Schools and the use of cyber space, guided by semi-structured interviews, allowed us to access and observe those speeches. The methodology used is founded on Michel Foucault’s concept of discourse and the selection of the subjects’ speeches allowed us to signal how discourses influence male teenagers.

Resumen El artículo analiza imágenes conservadas en el Archivo General de la Nación (Argentina), poniendo el foco en la composición de las fotografías y en la clasificación de los materiales. Interroga la construcción visual de una figura masculina emblemática de la nacionalidad, el gaucho u hombre de campo. Destaca dos rasgos principales: la domesticación de la naturaleza, presentada como potestad de los hombres, y la división generizada entre el espacio de la casa / rancho y el del campo abierto. Por otra parte, la domesticación de la naturaleza se muestra como una tarea blanca y civilizatoria.

Abstract This article analyses images from the General Archive of the Nation (Argentina), focalizing on the photographs composition, and on the classification of materials. It wonders about the visual construction of a male emblematic national figure, the “gaucho” or “man of countryside”.
