  • Modernization Without Change: Decision-Making Process in the Mercosur Parliament Articles

    This article analyzes the role of Mercosur's Parliament within Mercosur’s institutional design and decision-making process by associating its institutional arrangements to potential outcomes over representativeness. Generally, it discusses how representative Mercosur’s chosen mechanism for ruling seats in its Parliament, the so-called “citizen representation”, is and how that might affect coordination trends and solutions concerning political conflicts. Hence, the article investigates such mechanism in terms of its consequences for representativeness. The method relies on a Game Theoretical perspective through the application of the Banzhaf Index, which seeks to precisely measure the power of each player as their capacity to influence decisions. The article shows that, although the criteria used by the “citizen representation” is more representative than the previously used mechanism (in which all of Mercosur’s member-states had the same number of seats) in terms of the actual population within Mercosur, not all the changes brought by the mechanism are an advance when it comes to democratic participation. Brazil will be the most powerful in influencing the final decision once the mechanism is fully implemented; Argentina, in turn, will have the same amount of power in influencing the final outcome than will have Venezuela even though its population is 30% larger than the latter.
  • Elite Framing of Inequality in the Press: Brazil and Uruguay Compared Articles

    Current elite studies argue that inequality produces negative externalities to elites, who may either promote democracy or adopt authoritarian measures in order to shield their interests from the actions of the rebellious poor. This article argues that elite framing of poverty and inequality in the press is a good thermometer of elite public response to such externalities. The press represents a communication tool shared by elites in the state, market, civil society, and, most evidently, the media itself. If inequality threatens elite rule, elites should share their concerns in order to move towards a solution. Since the literature links inequality and elite response, I propose undertaking a comparison of elite public responses to poverty and inequality in two South American cases with opposite records of inequality: Brazil and Uruguay. The article approaches elite framing of poverty and inequality in the press by analyzing opinion pieces and editorials in the main newspapers of both countries. Results invert the expected link between inequality and elite response. Elite framing of inequality in the Brazilian press did not suggest elite concern with externalities, neither an elite turn towards more democracy or authoritarianism. Contrastingly, a few Uruguayan elites did frame the poor as menacing.
  • Emerging Powers and the Notion of International Responsibility: moral duty or shifting goalpost? Articles

    The rise of new powers and attendant shifts in the global balance of power have led to calls for UN Security Council reform. Established powers have often responded by linking increased influence in the international system with the assumption of more international responsibility by aspirant powers. Based on ethical and philosophical approaches from the individual and state levels, and a case study of Brazil, this article analyses the way in which the notion of responsibility is discursively constructed, demonstrating the manner in which it has been used as an ever-shifting goalpost to deny emerging powers participation at the highest levels of global strategic decision-making. Most often, this is done by equating “responsibility” with the ability and willingness to use robust military force.
  • 'Break-In Parties' and Changing Patterns of Democracy in Latin America Articles

    Although Lijphart's typology of consensus and majoritarian democracy can be regarded as the most widely used tool to classify democratic regimes, it has been rarely applied to Latin America so far. We try to fill this gap by adapting Lijphart's typological framework to the Latin American context in the following way. In contrast to previous studies, we treat the type of democracy as an independent variable and include informal factors such as clientelism or informal employment in our assessment of democratic patterns. On this basis, we aim to answer the following questions. First, how did the patterns of democracy evolve in Latin America over the two decades between 1990 and 2010 and what kind of differences can be observed in the region? Second, what are the institutional determinants of the observed changes? We focus on the emergence of new parties because of their strong impact on the first dimension of Lijphart's typology. From our observations we draw the following tentative conclusions: If strong new parties established themselves in the party system but failed to gain the presidency, they pushed the system towards consensualism. Conversely, new parties that gained the presidency produced more majoritarian traits.
  • U.S. International Agricultural Trade Policy: Interests, Institutions and Information in the Corn Supply Chain Articles

    The purpose of this article is to analyze the U.S. international agricultural trade policy by focusing on instruments and institutional arrangements. Policy decision-making is analyzed by means of three variables: 1) how interests are mobilized; 2) how information is disseminated; and 3) how spaces are occupied in deliberation arenas. The study refers to the corn sector and observes how the National Corn Growers Association operated to ensure subsidies and incentives for this supply chain along the elaboration of the 2002 and 2008 Farm Bills, as well as from other laws pertaining to agricultural and energy incentives. This paper provides evidences in favor of four arguments: first, empirical studies on the formulation and implementation of foreign trade policy, especially when it comes to agricultural issues, would greatly benefit with a greater attention on understanding the role domestic actors play in the decision-making processes; second, interest groups play a key role in this decision-making process; third, they provide the rationale for the formulation and implementation of the U.S. international agricultural trade policy; and, fourth, when the economic sector coordinates complex and relevant supply chains in the U.S. economy, it is hardly possible to revert the U.S. protectionist position in the Legislative branch.
  • The Stratification of Diversity: Measuring the Hierarchy of Brazilian Political Science Articles

    This article proposes an indicator for measuring the hierarchy of academic production in Brazilian political science, based on Qualis, the impact factor and the share of articles on Political Science in selected journals. The dataset comprises 23 renowned national journals. Findings show that disciplinary traditions emphasizing institutional analysis as well as quantitative and nomothetic approaches, based on the proposition and testing of hypotheses and causal arguments predominate. This state of affairs, in turn, is explained by particular parameters for evaluating the academic production, that is, the institutionalization of a specific disciplinary view, a scientific-politological one.
  • Japanese International Relations: an assessment of the 1971-2011 period Articles

    This article examines Japanese International Relations in the last quarter of the 20th century, highlighting the history of IR academic development and the opportunities and constraints posed by the International System. It demonstrates that Japanese approaches to IR varied in strength and representativeness, despite the co-existence of four strands of thought:Staatslehre, Historicist, Marxist and American Style. The lack of integration between these approaches and in methodological refining can be held accountable for the absence of a stricto sensubumiputra(autochthonous) Japanese theory of IR. The 1997 Asian Crisis was a fracture point in Japanese scholarly debate as it represented the ultimate failure of theGankou Keitairon (Flying Geese) paradigm, pertaining to the until-then highly reputed Staatslehre strand of thought. This effectively yielded towards a greater popularization of the American style approach and evidence suggests that such strand gained more and more adepts as years went by. Being heavily influenced by international events, however, it is difficult to predict how Japanese IR will develop in the future. To be sure, there are simply too many variables in Japanese regional and global political and economic environments for one to tell for sure if the American style approach will continue gaining adepts or if it is going to be rolled back and lose ground. International challenges, especially in the case of Japan, might produce unpredictable results, as to the academic debate in the field of IR.
