The dialectical nature of the current socio-economic process at work, namely, the endless pursuit of maximization of profits leading towards a truncated understanding of Man, which in turn leads towards the further quest for maximization of profits, and so on, appears to pose an endless impasse. Breaking this negative dialectic involves: 1) having managerial studies develop and adopt an understanding and theory of Man that embraces a "radical humanism"; and 2) adopting a conception of corporate governance that aims to serve Mankind in lieu of exploiting it. The radical humanism referred to in this paper considers the human being as a being of speech, of symbols, of senses, of society, of free-will, and not just simply as a resource at the service of the company and of maximization of profit. Embracing a radical humanism, as well as a governance that aims to serve Man rather than exploit him introduces a virtuous dialectic: the adoption of a fuller understanding and respect for Man and Nature leads to the production and subsequent sharing of profits, which in turn reinforces the respect and understanding of Man and Nature, leading to further profits (and subsequent sharing), and so on. Adopting a humanistic approach within business activities and interactions is of the utmost priority if society, and by extension, we as human beings both in the individual and collective sense, are to survive, flourish and emancipate ourselves. At first glance, mainstream management literature would appear to be showing encouraging ‘signs' of enlightenment across the myriad of leitmotivs that are discerned across such words as "humanism", "ethics", "corporate governance", "social responsibility for business", and "environmental responsibility". In fact, if there is a major point of convergence for the many streams of literature, it is the importance of the human person or personal attitudes and behaviors at work. No matter the trend or topic: whether it is about corporate ‘culturalism' (Deal & Kennedy, 1982; Ouchi, 1981; Peters & Waterman, 1982; Schein 1985 and 1991) or motivation and the valorization of human resources (Peters and Austin, 1985; Waterman, 1987; Crozier, 1989; Archier and Serieyx, 1987); whether it is across total quality, the re-introduction of the meaning of work, ‘empowerment' (Juran and Gryna, 1980; Michel, 1989; Serieyx, 1989; Peters and Austin, 1985; Mintzberg, 1989) or the realization of the workplace as an area of social interactions and sharing (Peters and Austin, 1985; Weitzman, 1984; Peters, 1987; DePree, 1989); or whether it is the various pre-occupations on ethics, ethico-spirituality or other management methods aiming towards cohesion, participation, initiative and creativity at all levels, what stands out most clearly is the insistent call from all quarters on putting the human element at the forefront. Yet let us not fool ourselves into thinking that these various streams reflect any significant attempt at creating business frameworks or management practices that embrace man's emancipation as a finality onto itself, or "man as being the measure of all things"

O objetivo deste artigo é compreender os desafios enfrentados pela governança ambiental global devido às mudanças climáticas a partir da discussão sobre o Protocolo de Kyoto e o mercado internacional de créditos de carbono. A pesquisa teve caráter exploratório-descritivo e foi feita a partir das seguintes técnicas de coleta de dados: revisão bibliográfica, análise documental e observações. O trabalho estrutura-se em torno da discussão de 4 (quatro) questões-chave: (1) Qual a evolução das negociações sobre mudança climática e a arquitetura do Protocolo de Kyoto? (2) Quais os grupos de interesses envolvidos e as conseqüências da não ratificação do Protocolo pelos Estados Unidos? (3) Quais as características do mercado de créditos de carbono e a participação brasileira nesse mercado? (4) Quais os principais obstáculos para a efetividade de uma ação coletiva global requerida pela mudança climática? Conclui-se que a abrangência do problema ambiental requer ações coletivas globais, porém, até o momento, os países desenvolvidos pouco fizeram para reduzir as suas emissões de gases de efeito estufa. Os custos econômicos significativos e a alta complexidade do problema têm deixado muitos países hesitantes em cooperar, explicitando a tensão entre os interesses nacionais e a criação de um regime climático global.

This article is concerned with global environmental governance of climate change. We focus on four key questions: (1) What is the evolution of the negotiations on climate change regime and the institutional architecture of the Kyoto Protocol? (2) What are the interest groups in the climate change political arena and the consequences of non-ratification of the Kyoto Protocol by the United States? (3) What are the characteristics of the international carbon market and Brazilian participation in this market? (4) What are the main obstacles blocking the effectiveness of the global collective action which is required to mitigate the threat of global warming? This article explores these questions, seeking a better understanding of the challenges for implementation of international climate change agreements.

O presente trabalho é uma tentativa de encontrar um eixo comum baseado na relação entre a competição e a cooperação nas visões aplicadas a arranjos produtivos locais, ao cooperativismo e redes setoriais e municipais, ao empreendedorismo e às dimensões local e global a do protagonismo empresarial. Nesta abordagem, estar-se-á analisando as experiências internacionais do convívio da competição com a cooperação, enquadrando-as nas dimensões básicas do território e da rede. Serão apresentados dois modelos organizacionais que vêm demonstrando eficiência na capacidade de se constituir em habitat da cooperação e da inovação. O primeiro modelo está baseado no território diferenciado, o qual apresenta eficiente capacidade de coordenação por parte de uma instituição líder que atrai parceiros visando uma concentração espacial do tipo, como é conhecido internacionalmente, arranjo produtivo local ou distrito industrial. O segundo está baseado na rede formada por iniciativa de agentes econômicos e sociais, e surge como um tipo de organização que revela uma coesão corporativa, capacidade de articulação e eloqüente demonstração da existência de dotação de capital social.

The present article is an attempt of finding a common axis based on the relationship between the competition and the cooperation in applied visions, concerning local productive arrangements, co-operative tendency in the sector and municipal level, entrepreneurship and the local and global dimensions of the entrepreneurial leadership. In this approach, will be analyzed the international experiences of the competition and the cooperation conviviality, inside the basic dimensions of the territory and of the net. Will be focused two organizational models that are able to demonstrate efficiency in the capacity to become habitats of the cooperation and of the innovation. The first model is based on the distinguished territory, which presents an efficient coordination capacity provide by an institution leader to attracts partners aiming a space concentration like local productive arrangements or industrial district, as they are known internationally. The second model is based on the net formed by economic and social agents' initiative, and it appears as one sort of organization that reveals a corporate cohesion, articulation capacity and eloquent demonstration of social capital endowment existence.

Ao reconhecer o grau de complexidade que envolve o tema Desenvolvimento, pretende-se, inicialmente, apresentar aspectos relativos às interpretações dominantes do conceito, procurando agrupá-los segundo a similitude de suas abordagens, para, em seguida, levantar questões que envolvem a instrumentalização desses conceitos e suas formas de mensuração. Essa análise pretende oferecer novos insights aos interessados no tema, evidenciando como o referencial teórico conceitual determina a arquitetura e a construção dos principais indicadores e índices para mensuração desse fenômeno.

Recognizing the complexity of Development as a subject, this paper is intended, initially, to present some of its dominant conceptions while trying to classify them according to the similarity of their approaches. Following this introduction, some questions are raised about the instrumentalization of such concepts and their forms of measurement. This analysis offers some new insights to those interested in the theme, while evidencing how the theoretical background of each interpretation determines the architecture and the construction of the main indicators and indexes used to measure this phenomenon.

A importância dos aspectos interculturais na vida moderna é conseqüênciaA do processo de formação de blocos econômicos, da globalização de empresas, dos avanços tecnológicos, dos novos processos de comunicação, da relevância econômica do setor de turismo e dos processos migratórios em massa. Os estudos interculturais nas organizações favorecem a melhoria da eficácia e do controle de estruturas, estratégias e decisões, além de reduzir riscos de investimentos em cenários desconhecidos e de elevar as oportunidades de negócios ao redor do mundo. Na vida social, esta área promove uma maior sensibilidade, tolerância e respeito pelos grupos e sociedades de origens distintas. Este artigo analisa as razões que sustentam a irreversibilidade do aspecto intercultural na vida social e organizacional contemporâneas e defende a tese da mobilidade como um novo valor-chave no mundo de hoje.

The relevancy of the intercultural aspects in our lives is a consequences on the formation of economic blocks, increasing globalization, the technological and communication process, the enlargement of tourism sector and the worldwide migration process. In the organizations these studies might promote the improvement of efficacy and control of the structures, strategies and decisions, besides to reduce the risks of the investments in unknown scenery and increase business opportunities around the world. In the social life the intercultural concerns may arise new sensibility, tolerance and respect for people, groups and societies from different origins. This article analyses some reasons for irreversibility of intercultural experience in social and organizational life and sustain the thesis in which mobility is a key-value nowadays.

Investigamos o papel das universidades na articulação entre o contexto local e o contexto global e os possíveis reflexos dessa articulação sobre o desenvolvimento local. O desenvolvimento foi abordado à luz da estrutura centro-periferia do sistema mundial e das peculiaridades do subdesenvolvimento, o que nos permitiu perceber que, à mobilização de forças endógenas, havia também que agregar a contextualização ao cenário global. A produção científica e tecnológica das universidades foi representada pela atuação de uma área específica do conhecimento - a Ciência da Computação - estruturada em programas de pós-graduação da Região Nordeste do Brasil. Mediante a análise das categorias internacionalização e inserção local, diferentes articulações foram caracterizadas, revelando precedência da internacionalização como categoria de maior intensidade. Programas em que ambas as categorias apresentaram forte intensidade, criaram novas possibilidades de ação e interferência no desenvolvimento local. Nos Estados em que estão situados, o setor de tecnologia da informação tornou-se segmento produtivo importante, a partir de iniciativas de pesquisadores no campo de poder local

We have investigated the role of universities in the articulation between the local and the global context and the consequences that this articulation may cause on local development. The development was approached from the perspective of the center-periphery structure of the world economic system and from the peculiarities of underdevelopment process, which allowed us to perceive that, in addition to the mobilization of endogenous forces, the global scenario contextualization must also be considered. The scientific and technological production of the universities was represented by a specific field of knowledge - Computer Science - organized in Graduate Programs in Computer Science in the Northeast of Brazil. Through the analysis of internationalization and local insertion categories, different articulations have been found, and internationalization has pointed out as the most intense of the categories. Programs in which both categories were very intense have allowed new possibilities for action and interference in local development. In the states where they are present, the information technology sector has become an important productive segment, starting from researchers' initiatives in the field of local power.

Nas últimas décadas, os governos locais, no Brasil, passaram por um processo de transformação caracterizado pela incorporação, por parte dos municípios, de novas atribuições e responsabilidades e pela introdução de inovações na administração pública local. Embora haja um número expressivo de pesquisas e trabalhos voltados à análise dessas transformações, há uma dimensão ainda negligenciada pela literatura. Trata-se do processo de disseminação de políticas públicas, de programas inovadores e de novas formas de gestão pública, processo segundo o qual uma inovação é reproduzida por outras localidades, ou, visto de uma outra perspectiva, de processo segundo o qual um município se inspira em iniciativas desenvolvidas anteriormente em outros locais. O objetivo deste capítulo é contribuir para a introdução do tema disseminação na agenda de pesquisa sobre gestão e poder local no Brasil, por meio da recuperação da literatura sobre difusão e disseminação de inovações e de políticas públicas e da discussão dos fatores que contribuem para a disseminação de políticas, programas e práticas de gestão inovadoras.

In the last decades, important changes occurred at the local level of government in Brazil, associated to the transfer of competences and responsibilities to the municipalities and related to the incorporation of innovations at this level of government. In spite of an expressive number of researches with focus on these changes, there is still a lack of studies about the dissemination of public policies, innovative programs and innovations on public administration. Only recently some studies began to focus the analysis of the process by which an innovation is reproduced in another locality or, in another perspective, the process of adoption of innovations by a municipality based on an inspiration brought by similar initiatives in other localities. The purpose of this chapter is contribute to bring the theme of dissemination to the research agenda related to local government, local administration and local power in Brazil, through the analysis of the literature about diffusion and dissemination of innovations and public policies and through the discussion about the factors that explain the dissemination of innovative policies, programs and practices.

Este ensaio não busca defender ou consolidar uma noção específica de identidade, não se detém a apresentar uma tradição teorico-epistemológica em particular, mas objetiva explorar várias vias teóricas e epistemológicas, no intuito de sensibilizar os estudiosos sobre a identidade nas organizações à multiplicidade de caminhos possíveis. Busca-se, assim, instigar caminhos para a pesquisa sobre identidade nos estudos organizacionais, sugerindo "novas" possíveis orientações para o avanço do conhecimento na área. Mais precisamente, três idéias, aparentemente incompatíveis entre si, são propostas para estimular pesquisas futuras sobre identidade nas organizações. Tratam-se das idéias de identidade pelo prisma da multiplicidade, da fluidez e da autonomia. Cada prisma pode instigar pesquisas que a avancem em relação aos temas que interceptam as três idéias iniciais. Paralelamente, levantam-se algumas indagações, respondemos algumas questões e partilham-se outras tantas dúvidas com o leitor.

This essay does not seek to support or consolidate a specific identity notion. We do not present a theoretical and epistemological tradition in particular. Our goal is to explore several theories and epistemological routes, in order to make organizational identity researchers aware of the multiplicity of possibilities. In this sense, we aim to instigate different ways of identity research in organizational studies, bringing "new" possible orientations to the improvement of this knowledge field. In order to stimulate further studies about identity in organizations, we propose three ideas, which at first seem discordant. We suggest the study of identity according to the focus on multiplicity, fluidity and autonomy. Each point of view can instigate researches improving knowledge on the relation between the three ideas. At the same time, we call attention to some issues, we provide elements of response to others, and we share many doubts with the reader.

O artigo expõe o ambiente dos debates contemporâneos sobre desenvolvimento, território e novos arranjos institucionais. Procura apontar alguns elementos teóricos e metodológicos para a formulação de pactos territoriais em contextos institucionais e históricos específicos como o brasileiro. Discute a necessidade de pactos que assumam o território como construção dinâmica e contingente e nexo de embates de forças e interesses divergentes, que devem ser articulados e contratualizados em estratégios de desenvolvimento.

The paper addresses to the contemporary debate on development, territory and new institutional frameworks. It highlights theoretical and methodological elements to support the building of territorial pacts, within the specific Brazilian historical and institutional context. It discusses the need of pacts which regards the territory as a dynamic construction, as an arena where different interests measure up to one another. In this way, it advocates for territorial pacts that must be linked to and negotiated within development strategies.

A opção deste trabalho é a de sublinhar o passo que observo no conjunto dos esforços analíticos e de compreensão das experiências: a visão critica que passa da comemoração da participação para a demanda da sua qualificação; isto é, aprofundar a leitura critica das condições, alcances e limites de processos participativos que difundem-se e institucionalizamse, especialmente, no âmbito local. Para a consecução deste objetivo adoto o modelo de democracia deliberativa, como critério a partir do qual sistematizar os "problemas" identificados nas nossas discussões, quero dizer, as tensões presentes nas diversas experiências de participação trabalhadas: autonomia / colonização, norma / contexto de aplicação, informação / compreensão, problematizacao / organização, proposta / desenho institucional, gestor / cidadão.

How and why to synthesize a debate that remains open? The option of this work is to emphasis the step that I observ in the set of the analytical and understanding efforts of the experiences: the critical vision that goes from the commemoration of the participation to the demand of its qualification; that is to say, to deepen the critical reading of the conditions and limits of participatory processes that spread and institutionalize, specially, in the local scope. For the attainment of this goal I adopt the model of deliberative democracy, like criterion to systematize the identified "problems" in our discussions, mean, the present tensions in the diverse worked experiences of participation: autonomy/colonization; norm/application context; information/understanding; problematización/organization; proposal/institutional design; manager / citizen.

Este artigo, partindo da relação entre práticas e saberes, propõe uma reflexão sobre práticas referidas à gestão social. Aborda o movimento de fragmentação das práticas sociais e seus sentidos, corresponde ao desenvolvimento de disciplinas e a criação de corporações; a emergência da percepção da complexidade, o questionamento dos saberes, a organização da sociedade em rede e seus impactos sobre as práticas, bem como os desafios e inovações que modelam novos sentidos para as práticas em gestão social.

This article, starting on the relation between practical and knowledge, considers the reflection about practical on social management. It approaches the movement of social practices and its senses, correspond to the scientific discipline development and the creation of the corporations; the perception of the complexity, the questioning of knowing them, the organization of the society in networks and its impacts on the social practices as the challenges and innovations that shape new senses for the practices on social management.

Este texto tem dois objetivos: o primeiro é prosseguir em um esforço coletivo de enfrentamento dos procedimentos de exclusão que marcam o campo dos estudos organizacionais. Ao tomar como tema de pesquisa os movimentos sociais, assumimos os riscos de 'rechaço' e 'isolamento', constantemente rememorados pelo 'silêncio da razão'. O segundo propósito é contribuir para tornar visível parte da multiplicidade de mundos organizacionais negada pela hegemonia da organização. O termo hegemonia se refere, aqui, a um alinhamento do discurso político que produz um significado social específico: a definição de organização a partir de um enfoque sistêmico estrutural como objeto formalizado. Para que possamos nos envolver nessa tarefa, precisamos nos expor a outras possibilidades: tanto aquelas já presentes em nosso campo disciplinar e que adotam uma abordagem processual do organizar, quanto por fertilização a partir do engajamento com outros campos disciplinares. Nesse sentido, fazemos uma breve revisão teórica sobre o tema da resistência no que se refere à apropriação do conhecimento, e registramos algumas produções feitas por acadêmicos ativistas ou por ativistas sem inserção na academia, ambos construindo conhecimento na sua práxis de intelectuais orgânicos.

This article has two purposes: the first one is to continue a collective effort to confront the exclusion proceedings usual in the organizational studies field. By taking social movements as our research object, we also take the risks of 'isolation' by 'silence of reason'. The second purpose is to contribute to make visible a part of the multiplicity of organizational worlds present around us and denied by the hegemony of organization. The word hegemony here refers to an alignment of the political discourse which produces a specific social meaning: the definition of organization by a structural systemic approach as a formalized object. For us, to get involved on this task, we need to expose ourselves to other possibilities: not only those which already exist in our field and which adopt a process approach of the organization, but also through cross fertilization with other fields. Hence, we review theories on the issue of resistance, specifically related to knowledge appropriation; and mention some knowledge produced by academic activists or by non academic activists, both of them as part of their praxis as organic intellectuals.

Neste texto discutem-se aspectos conceituais e teóricos referentes à constituição do risco na sociedade contemporânea, enfocando questões relativas ao meio ambiente e à prestação de serviços de consumo coletivo. Coloca, assim, em relevo, a dimensão pública da gestão do risco, uma vez que, no atual contexto de flexibilização produtiva e de globalização, não mais é possível dissociar risco e política. Faz-se uma reflexão particularmente sobre o risco construído, explicitando o modo como este se processa na modernidade, e ressalta a dimensão pública da sua gestão. A gestão do risco pressupõe, portanto, a constituição de uma esfera pública para o enfrentamento do desafio da democratização da gestão ambiental e dos serviços e bens coletivos; o que demanda o equacionamento das atuais relações entre estado, sociedade e mercado.

This paper discusses conceptual and theoretical aspects relating to the constitution of risk in the contemporary society, emphasizing questions concerning environment and services help for collective consumption. Thus, it emphasizes the public dimension of risk management, once in the present context of productive flexibility and globalization; it is no longer possible to dissociate risk from policy. This paper considers particularly the built risk, making explicit the way how that is processed in modernity, and stresses the public dimension of its management. Risk management presupposes, therefore, the constitution of a public sphere to face the challenge of environmental management democratization and of collective services and assets; which demands equalization of the present relationship among state, society and market.

Este ensaio discute os sentidos do tempo na sociedade contemporânea. Para isso, introduz, em primeiro lugar, uma breve História da construção social do tempo linear e da disseminação do tempo do relógio na sociedade ocidental. A absorção do tempo do relógio durou um longo período de aproximadamente três séculos, tempo este que é hoje percebido como absolutamente natural. O tempo do relógio organizou instituições e a vida social, especialmente nas sociedades industrializadas. Na segunda parte, argumentamos que, assim como o relógio nas sociedades industriais, o computador é o símbolo do tempo nas sociedades contemporâneas. O tempo do computador não é linear, mas simultâneo, instantâneo. Diferentemente do tempo linear do relógio, o tempo do computador é múltiplo, flexível, mas também fonte de opressão e ansiedade. Perguntamos, finalmente, o que vai acontecer com as pessoas, com as instituições e com a vida social, quando as pessoas corporificarem o tempo múltiplo do computador.

This essay discusses the meanings of time at contemporary society. For doing so, first introduces a brief History of the social construction of the linear time as well the dissemination of the clock on Western society. The absorption of the clock time had a long span of approximately three centuries but this time is perceived nowadays as absolutely natural. The clock time organized institutions and social live, specially the industrialized societies. At the second part, we argue that as clock time organized industrialized societies the computer is the symbol of time at contemporary societies. The time of computer is not linear but simultaneous and instantaneous. Differently from linear time of the clock, the time of the computer is multiple, flexible but also an agency of oppression and anxiety. Finally we argue what could happens to people, to institutions and to social live, when people finally incorporate this multiple time of computer.

O presente texto discute como a solidariedade pode estar presente, de maneira estruturante, numa plataforma de promoção do desenvolvimento local. Nosso argumento considera que uma plataforma desse tipo supõe o horizonte de uma outra economia e de um outro modo de desenvolvimento cujos princípios e valores de um mercado auto-regulado não ocupam a centralidade nas relações de troca. A idéia é mostrar que tal plataforma configura uma concepção geral de promoção do desenvolvimento, aqui definida como via sustentável-solidária. Após contextualizar a problemática situando a pertinência dessa via hoje, o texto discute criticamente a solução mais comumente adotada para combater a falta de trabalho. Discute-se, em seguida, a natureza da via sustentável-solidária, bem como suas bases e fundamentos teóricos, para ao final abordar-se a construção prática dessa via, levando-se em consideração seus principais desafios.

This article discusses how the solidarity can be present structuring a platform for promoting local development. Our argument is that such a platform involves the prospect of another economy and another mode of development in which principles and values of a market self-regulation does not occupy the centrality in relations of exchange. The idea is to show that this platform sets a general concept of promoting development, defined here as a sustainable path-solidarity. After contextualize the problem by placing the relevance of that today, the text critically discusses the most commonly adopted solution to deal with the lack of work. Furthermore, it discusses that sustainable and solidary based ways and also their bases and theoretical foundations and for the end approaching the construction of this practice by taking into account its main challenges.

O objetivo do presente estudo foi verificar o processo de adoção da prática organizacional do plantio direto e a simultânea descontinuidade da tecnologia do plantio convencional na Região dos Campos Gerais, Estado do Paraná, Brasil, no período de 1970 a 2005. A perspectiva institucional de análise orientou o desenvolvimento da pesquisa, com destaque para a noção de recorrência entre estrutura e ação no processo de construção social da realidade. O delineamento de pesquisa foi do tipo método misto, com uso de recortes seccionais e avaliação longitudinal. Nesse sentido, destacamos três fases de coleta e análise de dados: as duas primeiras, qualitativas, e a terceira, quantitativa. Em termos de resultado mais significativo, verificamos a predominância do comportamento de conformidade das organizações rurais às pressões ambientais identificadas, o que sustentou o processo de substituição da prática do plantio convencional pela tecnologia do plantio direto. A conclusão do estudo aponta para relações de recorrência e de simultaneidade entre pressões ambientais e respostas estratégicas. Ou seja, as pressões ambientais deixam de ser visualizadas, linear e seqüencialmente, como variáveis ou eventos desencadeadores de mudanças para serem entendidas, fundamentalmente, como um conjunto de variáveis ou eventos que pode culminar em mudança, desde que seja interpretado pelos atores sociais como relevante nessa direção. Em suma, o que se constatou, efetivamente, foi a ocorrência de um processo de causa-ação circular recursivo, no qual a dualidade entre persistência e mudança constitui componente central da dinâmica social.

The aim of this study is to observe the adoption of the organizational practice of direct planting and the simultaneous discontinuity of conventional planting technology in the region of Campos Gerais in Paraná State, Brazil from 1970 to 2005. Our research was guided by the institutional analysis perspective, with emphasis placed on the notion of recurrence between structure and action in the social construction process of reality. The research method was mixed, with sectional cuts and longitudinal evaluation. There were three stages of data collection and analysis: the first two were qualitative and the third was quantitative. In terms of results we found conformity on the part of rural organizations to the environmental pressures that were identified, which supported the process of replacing conventional planting with direct planting technology. The conclusion of the study points out the relationships of recurrence and simultaneousness between environmental pressures and strategic responses. As a result, environmental pressures cease to be visualized, linear and sequential, such as events or variables that lead to changes. Instead, they are fundamentally understood as a combination of variables or events that may lead to change as long as they are interpreted by social actors as relevant to this end. In short, what we found, effectively, was the occurrence of a recursive, circular cause-action process in which the duality between persistence and change constituted a central component of the social dynamic.
