Resumen Las áreas urbanas españolas han padecido una crisis que es global por su dimensión, pero tiene manifestaciones locales diversas y que ha afectado de modo intenso a sus mercados de trabajo. Los procesos de desposesión se reflejan en el fuerte crecimiento del desempleo, la precarización laboral, la devaluación salarial y una mayor desprotección de los trabajadores, que se concentran en aquellos sectores urbanos más vulnerables. El artículo ofrece una reflexión teórica sobre estas cuestiones y analiza lo ocurrido en la región metropolitana de Madrid en el contexto español mediante el uso de diferentes indicadores. También precisa las profundas desigualdades internas en el impacto de la crisis dentro de la aglomeración, que acentúan la segmentación territorial heredada y plantean nuevos retos.

Abstract The Spanish urban areas have experienced a crisis that is global in its dimension but has different local manifestations. Such crisis has intensively affected the labor markets of these areas. Dispossession processes are reflected in the strong growth of unemployment, job insecurity, wage devaluation and less protection for workers, who are concentrated in the most vulnerable urban sectors. The article offers a theoretical reflection on these issues and analyzes what has happened in the metropolitan region of Madrid, in the Spanish context, by using different indicators. It also specifies deep internal disparities in the impact of the crisis within the agglomeration, which increase the territorial segmentation that has been inherited and pose new challenges.

Resumo O objetivo deste ensaio é analisar a crise e as recentes rodadas de neoliberalização nas escalas mundial e nacional, procurando discutir os possíveis impactos no mundo do trabalho, sobretudo nos espaços urbano-metropolitanos no Brasil. Partindo da natureza do processo de urbanização brasileiro, busca apontar a lógica daquelas rodadas e das transformações geopolíticas e geoeconômicas atuais, procurando situar o Brasil nesse contexto. Analisa a rede urbana e o fenômeno da metrópole, enquanto sistema urbano socioeconômico e socioespacial complexo, como um lócus importante para se investigar as mudanças no mundo do trabalho no Brasil. Conclui afirmando que nos últimos 20 anos, de 1995 a 2015, o Brasil sofreu três rodadas de neoliberalização, que lançaram mão de dispositivos, mecanismos e instrumentos bastante diferenciados de experimentações re-regulatórias, com variadas repercussões, que requerem mais aprofundados estudos comparativos.

Abstract The purpose of this essay is to analyze the crisis and recent neoliberalization rounds on the global and national scales, aiming to discuss possible impacts on the labor market, especially in urban--metropolitan areas in Brazil. Based on the nature of the Brazilian urbanization process, it seeks to identify the logic of those rounds and of current geopolitical and geo-economic transformations, trying to place Brazil within this context. It analyzes the urban network and the phenomenon of the metropolis, which is an urban and complex socio-economic and socio-spatial system, as an important locus to investigate changes in the labor world of Brazil. It concludes by arguing that, in the last 20 years, from 1995 to 2015, Brazil underwent three neoliberalization rounds that used very different devices, mechanisms and instruments of re-regulatory experiments. They have had different repercussions and require in-depth comparative studies.

Resumo Neste artigo, avaliam-se os impactos da crise pós-2008 no desemprego, na acessibilidade a fontes de rendimento e a bens essenciais e nas situações de pobreza e de exclusão vivenciadas pelas famílias residentes nas cidades da NUT III Oeste1 (Alcobaça, Caldas da Rainha, Peniche e Torres Vedras). Os resultados obtidos baseiam-se em trabalho de campo (inquiriram-se 387 famílias, recolhendo-se informação referente a 1.028 indivíduos), realizado entre os dias 4 de abril e 6 de maio de 2014. O quadro geral de resultados a que chegamos quantifica e qualifica a degradação do acesso ao emprego e, por conseguinte, a fontes de rendimentos por parte das famílias, expondo múltiplas dimensões da exclusão social que essas comunidades conheceram no decurso dos 6 anos analisados.

Abstract In this paper, we evaluate the impact of the post-2008 crisis on unemployment, accessibility to sources of income and essential goods, and on situations of poverty and exclusion experienced by families living in the cities of NUT III Oeste2 (Alcobaça, Caldas da Rainha, Peniche and Torres Vedras). The results are based on a fieldwork (387 households were inquired and the collected information refer to 1,028 individuals) that was conducted from April 4 to May 6, 2014. Overall, the results we attained quantify and qualify the decline of the access to employment and, as a consequence, to sources of income by the households, exposing multiple dimensions of the social exclusion that these communities experienced in the six years that were analyzed (between 2008 and 2014).

Resumen Las profundas transformaciones de las estructuras económicas, laborales, sociales e institucionales que se venían produciendo desde finales del siglo XX se han acelerado, profundizado y complejizado durante la última década al generarse una crisis de excepcional calado que, aunque empezó siendo financiera, ha ido evolucionado hasta convertirse en sistémica. Dicha crisis, además de poner en evidencia las fragilidades del sistema está provocando nuevas desigualdades socioeconómicas y territoriales. El objetivo de este artículo es analizar los efectos de la crisis en los mercados de trabajo de las ciudades de Andalucía de más de 20.000 habitantes, intentando detectar si se han producido alteraciones en el modelo territorial de esta región, considerada periférica tanto en el ámbito español como en el europeo.

Abstract The profound changes in economic, labor, social and institutional structures that have been occurring since the late 20th century have become faster, deeper and more complex over the last decade, as a crisis of exceptional depth has been generated. Although it began as a financial crisis, it has evolved to become systemic. This crisis, in addition to exposing the frailties of the system, is causing new socio-economic and territorial inequalities. The aim of this paper is to analyze the effects of the crisis on labor markets of the cities of Andalusia that have more than 20,000 inhabitants, trying to detect whether there have been changes in the territorial model of this region, which is considered peripheral both in the Spanish and European spheres.

Resumen Los ciclos económicos de los commodities impactan a las economías emergentes, y muy desigualmente a sus diversos territorios subnacionales y sectores sociales, unos más vulnerables que otros. Este artículo investiga los efectos socioterritoriales en Chile del súper ciclo de los commodities y de su término, evaluando regional y comunalmente las reducciones en la pobreza durante los años de alto precio del cobre y, con su declinación, el incremento subnacional del desempleo. Se constata una mayor concentración territorial de la pobreza, que acusa una inercia territorial y temporal. En cambio, la relativamente mayor dispersión y fluctuación de los índices de desempleo evidencia una volatilidad de esta variable. El desafío de la equidad se hace presente en los periodos de bonanza y urgente en los de crisis.

Abstract Commodities’ economic cycles affect emerging economies and have different impacts on their diverse subnational territories and social sectors, as some are more vulnerable than others. In this article, we investigate the social-geographical effects of the commodities’ super cycle and of its end in Chile. In addition, we evaluate poverty reduction at regional and district levels when the price of copper was high, and the subnational increase in unemployment when the prices decreased. A greater geographical concentration of poverty was found, which reveals a geographical and temporal inertia. Conversely, the relatively greater dispersion and fluctuation of unemployment rates evidence this variable’s volatility. The challenge of equity arises in prosperity periods and becomes urgent during crises.

Resumen Las reformas de liberalización económica y financiera en la mayoría de los países de América Latina, provocaron un cambio radical en la base de producción material en la región. En este contexto, este trabajo pretende identificar y caracterizar el vínculo entre el crecimiento de las principales ciudades chilenas y la evolución de sus mercados laborales urbanos, buscando responder si estamos en presencia o no, de un proceso de urbanización de la estructura laboral. Específicamente, la hipótesis es que, a pesar de que las ciudades analizadas se distinguen en función de economías regionales especializadas, las estructuras de los diversos mercados laborales tienden a un proceso de homogenización, asociados a una dinámica eminentemente urbana y arrastrando con ello a la estructura de diferenciación social.

Abstract Economic and financial liberalization reforms, in most Latin American countries, have led to a radical change in the structure of material production in the region. In this context, this paper aims to identify and characterize the link between the growth trends of the main Chilean cities and the evolution of their urban labor markets, seeking to clarify whether the labor structure has been undergoing a process of urbanization or not. Specifically, the hypothesis is that, although the analyzed cities are different regarding their specialized regional economies, the structures of the labor markets tend to undergo a process of homogenization, increasingly marked by urban dynamics and involving a process of internal differentiation of the urban social structure.

Resumo Em tempos de crise é comum se afirmar que os limites e as contradições dos modelos econômicos e políticos se revelam. As crises recentes deságuam em pressões para redução de gastos públicos, aumento do desemprego e propostas de redução de direitos trabalhistas e sociais. Argumenta-se, neste artigo, que as características e as contradições mais gerais do modelo de desenvolvimento nacional e de sua crise podem ser melhor observadas em suas dimensões espaciais e do trabalho. Desse modo, o objetivo é examinar as transformações em tais dimensões no Brasil e no estado do Rio de Janeiro, entre 2003 e 2016, tendo em vista haver grande articulação entre o ciclo nacional e o dessa Unidade da Federação. A análise utiliza informações estatísticas do IBGE, sobretudo a Pesquisa Nacional por Amostra de Domicílio/Pnad.

Abstract During periods of crisis, it is common to state that the limits and contradictions of economic and political models are revealed. Recent crises have triggered pressures to reduce public spending; moreover, they have increased unemployment and brought proposals to reduce labor and social rights. In this article, we argue that the general characteristics and contradictions of the national development model and its crisis can be best observed in their spatial and labor dimensions. Thus, the objective is to examine transformations in these dimensions in Brazil and in the state of Rio de Janeiro between 2003 and 2016, given that the national cycle and the cycle of this state are largely articulated.

Resumo Este artigo registra e analisa os impactos causados pela indústria petrolífera na Região Norte Fluminense, seu papel estruturante no mercado de trabalho e sua influência no comportamento da economia regional. A metodologia para a realização do levantamento quanto ao emprego regional baseou-se em pesquisa quantitativa com base em análise de dados secundários relativos ao trabalho formal, sendo primordialmente utilizados dados do Cadastro Geral de Empregados e Desempregados (Caged), dentre outros. Conclui-se que as perspectivas de médio e longo prazo configuram essa região como uma província petroleira em decadência tendo, contudo, possibilidades de buscar estratégias de reconversão produtiva baseada em projetos endógenos, uma vez que dispõe de elevado contingente populacional e já atingiu complexidade econômica em termos de infraestrutura de serviços.

Abstract This article records and analyzes the impacts caused by the oil industry in the North of the state of Rio de Janeiro, its structuring role in the labor market, and its influence on the behavior of the regional economy. The methodology applied to carry out the survey of regional jobs was based on quantitative research, which employed the analysis of secondary data related to formal work. Data from the General Roll of Employed and Unemployed Individuals (Caged), among others, were primarily used. It was concluded that medium – and long-term perspectives characterize this region as a declining oil province. However, it is possible to find strategies of productive reconversion based on endogenous projects, since the region has a high population density and has already achieved economic complexity in terms of service infrastructure.

Resumo Este artigo analisa a importância da região metropolitana do Rio de Janeiro no mercado de trabalho da indústria de construção naval brasileira, especialmente as cidades do Rio de Janeiro, Niterói e São Gonçalo. Destaca a desconcentração regional da indústria naval e a evolução do emprego nas diferentes fases de sua história, com foco no período recente de início de uma provável nova crise, além de caracterização do mercado de trabalho e descrição de uma provável nova crise a partir de 2014 nessa indústria. A produção naval brasileira sempre foi concentrada no Sudeste, em especial no estado do Rio de Janeiro, berço do setor, historicamente detentor dos principais estaleiros e dos principais indicadores de produção e emprego.

Abstract This papers aims to analyze the importance of the metropolitan area of Rio de Janeiro in the Brazilian shipbuilding labor market, especially the cities of Rio de Janeiro, Niterói and São Gonçalo. It highlights the regional decentralization of the shipbuilding industry and the evolution of employment in different stages of its history, and focus on the recent period in which a new crisis has probably been triggered. In addition, the article characterizes the labor market and describes the probable new crisis that has been affecting this industry since 2014. The Brazilian shipbuilding production has always been concentrated in the Southeast, especially in the state of Rio de Janeiro, which has historically housed the main shipyards and the main output and employment indicators.

Resumo Este artigo analisa a reativação da indústria naval no Brasil na década de 2000 como resultado da política neodesenvolvimentista dos governos Lula e Dilma e que repercutiu imediatamente na criação de empregos e postos de trabalho no setor. A partir da contextualização histórica dessa indústria no Brasil, com os dados da Relação Anual de Informações Sociais (Rais), no Cadastro Geral de Empregados e Desempregados (Caged), do Sindicato Patronal (Sinval), bem como de entrevista com o sindicato dos trabalhadores (Stimmmerg) sobre emprego e sua dinâmica de contratação recente, constatamos que, embora essa atividade seja sazonal, caracterizada pela contratação por projetos (encomendas), a crise do emprego no período de 2015 encontra explicação no quadro político e jurídico que se instalou no Brasil.

Abstract This article analyzes the reactivation of the shipbuilding industry in Brazil in the 2000s as a result of the neo-developmentalist policy of the governments of Lula and Dilma, which immediately reflected in the creation of jobs in the sector. Based on the historical contextualization of this industry in Brazil, with the use of data provided by the Annual Social Information List (Rais), by the General Roll of Employed and Unemployed Individuals (Caged), by the employers’ association (SinavaL), and by an interview with the workers’ union (Stimmmerg) on employment and its recent hiring dynamics, we have found that, although this activity is seasonal, characterized by the hiring of workers for specific projects, the employment crisis in 2015 can be explained by the political and legal scenario that has settled in Brazil.

Resumo O poder da mineração no Brasil, particularmente em Minas Gerais, interfere no planejamento territorial e nos direitos da população atingida, que habita as áreas de interesse das mineradoras. Este artigo propõe refletir sobre a correlação de forças que resultou no rompimento da barragem em Mariana (MG), em 2015, e os conflitos territoriais em torno da desterritorialização de Bento Rodrigues e Paracatu de Baixo. A metodologia inclui revisão bibliográfica e análise dos discursos pós-desastre de atores locais. Debater sobre o modelo exploratório da mineração subentende refletir sobre participação popular no planejamento territorial, sendo necessária uma leitura crítica sobre o refreamento da autonomia dos atingidos, buscando reconhecer o conflito como motor na construção de cidadania e justiça social e ambiental nas cidades.

Abstract The power of mining in Brazil, particularly in the state of Minas Gerais, interferes in territorial planning and in the civil rights of the affected population, which inhabit areas of interest to the mining companies. This study proposes a reflection on the correlation of forces that resulted in the disruption of a mining dam in the municipality of Mariana (Minas Gerais), in 2015, and on the territorial conflicts surrounding the deterritorialization of two sub-districts. The methodology includes literature review and analysis of post-disaster speeches delivered by local actors. The debate about the exploratory model of mining implies a reflection on popular participation in territorial planning. It is necessary to make a critical reading of the containment of the affected actors’ autonomy and to recognize the conflict as an engine in the construction of citizenship and social/environmental justice in the cities.

Resumen El propósito de este artículo es realizar un aporte a la configuración de una perspectiva latinoamericana respecto del “derecho a la ciudad”. El pensamiento dominante, sostenido en las epistemologías del norte, ha obturado durante cierto tiempo la búsqueda de una perspectiva crítica propia, es decir, del sur, que contribuya a agudizar una mirada alternativa. Para ello se indagan dos tensiones. Por un lado, la existente entre el modelo de sociedad propuesto e implementado por el neoliberalismo frente al impulsado en ciertos países de la región y con distintos matices por el post-neoliberalismo. Y, por otro lado, la disputa respecto al significado atribuido al derecho a la ciudad.

Abstract The purpose of this article is to make a contribution to the establishment of a Latin American perspective on the "right to the city ". The dominant thought, held in the northern epistemologies, has blocked, during a certain time, the search for a southern critical perspective that can help to sharpen an alternative view. Therefore, two tensions are investigated. On the one hand, the tension that exists between the model of society proposed and implemented by neoliberalism, in opposition to the model stimulated in certain countries of the region, with different shades, by post-neoliberalism. And, on the other hand, the dispute with regard to the meaning attributed to the right to the city.

Resumo A teoria do desenvolvimento desigual e combinado ajuda a entender o processo de metropolização de Brasília. Esse nexo, além das dimensões socioeconômicas próprias àquela teoria, possui dimensão urbanística: um urbanismo pautado pelo ideário do movimento moderno inscreveu-se na forma de um avião como matriz do território que se metropolizou. Derivações da metropolização periférica não lhe acompanharam fazendo contraponto paradoxal: surgem bem posteriormente, portanto mais atuais; quanto mais recentes, mais atrasadas e antigas se configuram, parecendo pertencer a tempos remotos ao urbanismo modernista, convivendo funcionalmente no território metropolitano. O texto utiliza o binômio Carroça & Avião para a reflexão de políticas de reprodução de padrões de precariedade urbana expressas no primeiro termo fazendo parte do mesmo processo que garante privilégios a áreas bem providas da metrópole expressas no segundo termo.

Abstract The theory of combined and uneven development helps to understand the metropolization process of Brasília. This nexus, in addition to the socioeconomic dimensions that are part of that theory, has an urban dimension: an urban design guided by the ideas of the modern movement was inscribed, in the form of an airplane, as the originating matrix of the territory that became a metropolis. Derivations of the peripheral metropolization have not accompanied it and have made a paradoxical counterpoint: they emerge much later and, the more recent they are, the more old-fashioned and archaic they are configured, seeming to belong to periods before the modern urbanism of the 20th century, co-existing in a functional manner in the metropolitan territory. In the article, we use the binomial Wagon & Airplane to reflect on policies that reproduce urban precariousness patterns, expressed in the first term; they are part of the same process that ensures privileges to well-equipped areas of the metropolis, which are expressed in the second term.
