Resumen El objetivo de este trabajo es reconstruir la configuración de una fuerza armada propia de la Policía en Mendoza entre 1824 y 1860, con base en los problemas presupuestarios y logísticos que implicaba, la estructura de puestos que se fue delineando y los nombres con los cuales fue designándose. La hipótesis sostiene que la progresiva emergencia del concepto de “policía de seguridad” implicó la consolidación de un discurso público en el cual los gastos de sostenimiento de una partida armada propia del Departamento se consideraron indiscutibles dada la noción de necesidad que empezó a articular el argumento esgrimido. Las fechas que recortan el periodo en estudio tienen que ver con los comienzos de la delineación de la policía como función dentro de la esfera del gobernador a partir del vaciamiento institucional del cabildo y con el año en que se reglamentó el servicio de serenos, lo que evidenció la creación de un cuerpo específico para el cuidado de la noche. Se abordan fuentes de las carpetas de Policía del Archivo General de la Provincia y de las actas de sesiones de la sala de representantes en sus versiones édita hasta 1827 e inédita luego conservadas en el Archivo de la Legislatura de Mendoza, además de la prensa de la época.

Abstract in English:

Abstract The aim of this work is to rebuild the configuration of an armed force inherent to the Police in Mendoza between 1824 and 1860, attending the budget and logistic problems that this implied, the structure of positions that was being shaped and the names by which it was designated. Our hypothesis claims that the progressive emergence of the “security police” concept implied the consolidation of a public speech in which the expenses for sustaining an armed group of the Police itself were considered unarguable given the notion of necessity that initially articulated the put forward argument. The dates that edge the studied period have to do with the beginnings of the outlining of the police as function within the governor’s sphere starting with the institutional emptying of the cabildo and the year in which the watchmen service was regulated, making evident the creation of a specific body for watching over night. Sources from the Police folders at the General Archive of the Province and minutes of meetings of the Representatives’ House are analysed both in their published version until 1827 and unpublished ones later, kept at the Legislature of Mendoza Archive. Contemporary press is also utilized.
