The relationship of preservationist actions in the conduct of the Public Ministry and the Municipality: the management of the Ouro Preto carnival

ABSTRACT

The present study seeks to analyze the relation between the conduct of the Public Ministry and the Municipal Administration concerning actions to preserve the urban and built cultural heritage in the face of challenges imposed by the annual carnival in Ouro Preto City, MG. To this purpose, it uses as theoretical assumptions the brief study of cultural preservation competencies that are the responsibility of the municipalities and the Public Prosecutor’s office, as well as discussing the limited guidelines aimed at holding events in protected areas and analyzing the actions carried out by these institutions so far in the city concerning the protection of heritage in relation to the realization of its Carnival. Such actions are singularly aimed at the execution of Terms of Conduct Adjustment among the mentioned institutions, as well as the municipal regulation and the context of such practices that reveal the role that each institution has played in the management of impacts related to the event in the city. In addition, the study highlights how the evaluated case has become paradigmatic for creating guidelines for event holding in other Brazilian cities, in addition to reflecting on interinstitutional possibilities and limits from a preservationist point of view, collaborating to stimulate discussion about the holding of events in urban spaces that are listed in the heritage debate.
