This paper discusses the possibilities of evaluation for one of the most significant Brazilian public policies, the education policy. With emphasis on the mode of distance education, the paper addresses issues involved in building an evaluation model for the process of implementing the program "Open University of Brazil", identifying the characteristics and difficulties for its development. It presents a brief recovery of the UAB program related to its formal organization and its core objectives. It discusses the demand for evaluation processes of public policies and concludes by suggesting some directions for the construction of an evaluation methodology for UAB.
