Education funding and public policies: Fundef and the decentralization policy

This paper examines the discussion around Fundef's main impacts on the present educational policy. Through a particular approach of these impacts upon the public educational system and the inter-governmental relationships within Brazil, this paper aims at arising a polemic around the possibilities and settings created by the Fund. Many discrepancies as to MEC's official position are highlighted by the author.
