ABSTRACT
The objective of this study is to analyze how National Federation of Apaes (Fenapaes) became an expression of private-philanthropic institutions representing the “third sector” in the area of special education. As a theoretical-methodological foundation, we sought dialectical historical materialism, specifically, the contributions of Gramsci in the categories of Integral State, Private Hegemony Apparatus (APH) and hegemony. As a methodological procedure, legal documents and Fenapaes documents from 1974-2016 were analyzed. The study showed that Fenapaes consolidated itself as a hegemonic institution in the area of special education and has also consolidated itself as a private apparatus of hegemony, creating a consensus to maintain the care of People with Disabilities (PcD) in private philanthropic institutions with State authorization and, for this, it begins to assume the position of “third sector” through a liberal-ultraconservative front model.
