ABSTRACT
The objective is to discuss and analyze inclusive education as a consensus produced in and by special education policies in recent decades in Brazil. We take as a theoretical reference the understanding of politics as forces in struggle, thinking of educational policies as a result of the class struggle. The content and form of special education policies are disputed by traditional and innovative social forces, which we articulate, respectively, with conservative liberal and social liberal thought. Bourgeois hegemony has been articulating a new/old consensus whose focus is the locus of care, but with a common understanding: draining public resources to private institutions and downgrading human development to specific skills and competencies.
