This text aims at reflecting upon some of the new regulating strategies <FONT FACE=Symbol>¾</FONT> of external demands for group work and participation in the educational system from parents, students and teachers <FONT FACE=Symbol>¾</FONT>, hurriedly generalized as democratic arguments, that contribute to despoliticalize the school administration practices in public schools. The neoliberal strategies of restructuring the decision capacity of the educational system agents help the State lose its protagonist role in the Social Policies supposed to guarantee the essential services of education.
