  • TRÊS TESES SOBRE AS REFORMAS EMPRESARIAIS DA EDUCAÇÃO: PERDENDO A INGENUIDADE Artigos

    RESUMO: Este ensaio lista três teses contra o pensamento que prega "um mesmo tamanho serve para todos", o qual está tentando estabelecer-se no Brasil sobre a eficácia da avaliação na melhoria da qualidade da escola. A avaliação tem sido colocada na base das propostas de reforma escolar e tem servido para justificar uma série de pressões sobre as escolas e seus profissionais. Essas teses incluem: o conceito de "boa educação" informada pelas médias obtidas nas avaliações; a relação entre a macropolítica e a micropolítica educacional e o papel da primeira na modulação das propostas de política pública; e a ideia de que a curva normal é uma boa referência para entender o fenômeno educativo. Essas teses, juntas, têm potencial para estabelecer a crítica da proposta de reforma empresarial da educação e colocar a educação brasileira em outra perspectiva, valorizando uma responsabilização participativa dos agentes educativos em substituição à responsabilização verticalizada.

    ABSTRACT: This essay list three theses against the "one fits all" thought which is trying to be established in Brazil on the assessment of effectiveness in improving school quality. The evaluation has been placed at the base of proposals for school reform and has served to justify a lot of pressure on schools and their professionals. These theses includes: the concept of "good education" informed by the means values obtained in the assessments; the relationship between macro policy and the micro policy in education and the role of the first in the modulation of public policy proposals; and the idea that the normal curve is a good reference for understanding the educational phenomenon. These theses, together, have the potential to establish a critique of the corporate reform, putting the Brazilian education in another perspective, emphasizing participatory accountability of educators to replace the vertical accountability.

    RESUMO: Pesquisas realizadas com professores mostram que estes profissionais, em processos de autoavaliação, se dão conta da ausência de sentido de práticas educativas de repetição e de memorização, pois conduzem à descontextualização dos saberes, impelem os alunos para uma relação de exterioridade e de desimplicação face aos conhecimentos adquiridos na escola, tornando-os pouco relevantes, e até mesmo descartáveis. Defende-se, pois, uma autoavaliação que possibilite a construção de sentido para as práticas docentes, pela reinterpretação da função educativa da escola e dos educadores.

    ABSTRACT: Research conducted with teachers show that these professionals, self-evaluation processes, realize the meaninglessness of educational practices of repetition and memorization, as leading to decontextualization of knowledge, impel students to a relationship of exteriority and non-engagement face to knowledge acquired in school by making them not so relevant, and even disposable. It defends itself, therefore, a self-assessment that enables the meaning construction of teaching practices, by the reinterpretation of the educational role of the school and its educators.
  • A AVALIAÇÃO INSTITUCIONAL PARTICIPATIVA E OS ESPAÇOS POLÍTICOS DE PARTICIPAÇÃO CONSTRUÍDOS, REINVENTADOS, CONQUISTADOS NA ESCOLA Artigos

    RESUMO: O texto compreende a Avaliação Institucional Participativa (AIP) como importante recurso contrarregulatório que expressa reação propositiva de diferentes atores em prol de uma qualidade socialmente referenciada para a escola pública. O artigo analisa as potências, os limites e os desafios que perpassam instâncias institucionais colegiadas já formalmente existentes (Conselhos de Escola - CE) e a alternativa proposta pela AIP (Comissão Própria de Avaliação - CPA), a partir do estudo da experiência da Secretaria Municipal de Educação de Campinas/SP, por meio de pesquisa realizada junto ao Observatório de Educação - OBEDUC/CAPES. A orquestração das forças progressistas da escola/sociedade que se opõe aos avanços dos reformadores empresariais, demanda a existência e qualificação de espaços sociais favorecedores do encontro, do diálogo crítico e plural entre os atores sociais para que, coletivamente, pensem, pactuem e deliberem em favor do direito a uma educação pública de qualidade social.

    ABSTRACT: This article considers the Participatory Institutional Evaluation (AIP) as an important counter-regulatory resource that expresses constructive reaction of different actors towards the achievement of social quality of public schools. The article analyzes the powers, limits and challenges faced by the existing collegiate bodies (School Council) and the alternative space proposed by the Participatory Institutional Evaluation (Self Evaluation Commission), based on the experience of the Municipal Education of Campinas/SP, as part of a research conducted at the Centre of Education-OBEDUC/CAPES. The coordination of the progressive forces of school and society, which is opposed to the advances of corporate reformers, demands the existence of qualification of social spaces characterized by critical and plural dialogue among social actors so they can think, negotiate and decide important issues in a collective way, benefiting the children´s right to have a social-quality public education.

    RESUMO: Não obstante caracterizar-se como uma avaliação de segunda geração, a Avaliação Nacional da Alfabetização (ANA), um dos componentes do Sistema de Avaliação da Educação Básica (SAEB), constitui-se também como uma das ações do Pacto Nacional pela Alfabetização na Idade Certa (PNAIC), sendo articulada a uma proposta de formação continuada de professores. Este artigo pretende abordar tensões que emergem na composição dessa "dupla face" da ANA, tratando-a inicialmente no contexto do SAEB, mediante categorias oferecidas por estudos que abordam os impactos da avaliação em larga escala na gestão, currículo e práticas pedagógicas. Em seguida, são recuperados estudos que permitem problematizar a sua relação com o PNAIC, em especial os alargamentos e/ou restrições que emergem de sua relação com o programa de formação continuada.

    ABSTRACT: Despite its characterization as a second-generation assessment, the National Literacy Assessment (ANA), one of the components of the Basic Education Assessment System (SAEB), is also one of the National Pact for Education on the Right Age (PNAIC) initiative, thus it is linked to a continuing education program for teachers. This article intends to discuss the tensions that arise due to the "double-faced" nature of ANA, initially discussing it in the context of SAEB, with the use of studies that assess the impacts of large-scale management, curriculum and pedagogical practices. Further on, studies that problematize ANA's relation to PNAIC, notably the advantages and/or restrictions that arise due to its relation to the continuing education program, are discussed.

    RESUMO: O objetivo deste artigo foi analisar de que forma a avaliação de aprendizagem é proposta para o ensino médio brasileiro, a partir das Diretrizes Curriculares Nacionais do Ensino Médio (DCNEM) e do Pacto Nacional de Fortalecimento do Ensino Médio (PNFEM), atentando para sua articulação com os diversos componentes do currículo integrado. Indagamos sobre as possibilidades de constituir uma nova forma de organização do trabalho pedagógico nas escolas do campo e da cidade, na perspectiva de superação da artificialidade e fragmentação do ensino e da avaliação no ensino médio. Pautamo-nos em uma abordagem crítico-dialética e na metodologia de pesquisa qualitativa, tendo como instrumento a análise dos cadernos do PNFEM e das DCNEM. Com este estudo, esperamos contribuir para a compreensão da função da avaliação no ensino médio, no contexto do currículo integrado e de formação humana integral.

    ABSTRACT: The purpose of this article was to analyze how the learning evaluation is proposed for the Brazilian high school, from the National Curriculum Guidelines High School (DCNEM) and the National Pact for the Strengthening of Secondary Education (PNFEM), paying attention to their articulation with the various components of the integrated curriculum. We inquired about the possibilities of establishing a new form of pedagogical organization work in schools from the countryside and the city, with a purpose to overcome the fragmentation and artificiality from process of teaching and evaluation in high school. We are supported in a critical-dialectical perspective and on qualitative research methodology, having as instrument of analysis the PNFEM books and DCNEM. With this study, we hope to contribute to the understanding of the function of evaluation in high school, in the context of the integrated curriculum and integral human formation.
  • ENSINO E AVALIAÇÃO NO ENSINO SUPERIOR: REFLEXÕES A PARTIR DA PESQUISA REALIZADA NO ÂMBITO DO PROJETO AVENA Artigos

    RESUMO: O propósito deste artigo foi analisar práticas de ensino e avaliação de docentes de quatro universidades portuguesas, a partir do projeto Avaliação, Ensino e Aprendizagem em Portugal e no Brasil: Realidades e Perspectivas (AVENA). Na chamada fase intensiva do projeto, baseada em observações de aulas e em entrevistas a docentes e estudantes, os dados foram integrados por meio de quatro metanarrativas. A análise mostrou que, em geral, as práticas de ensino e avaliação eram consistentes com uma pedagogia centrada no docente, baseada na exposição das matérias e na avaliação para classificar. Porém, a pesquisa também permitiu identificar práticas de docentes mais baseadas na avaliação para aprender e na distribuição de feedback , em que os estudantes estavam no centro das dinâmicas pedagógicas, participando ativamente na construção de sua aprendizagem. Ou seja, práticas associadas a ambientes pedagógicos que favorecem melhor e mais profunda aprendizagem por parte dos estudantes.

    ABSTRACT: The purpose of this paper was to analyse teaching and assessment practices of teachers belonging to four Portuguese universities, based upon research done within the project Assessment, Teaching, and Learning in Portugal and Brazil: Realities and Perspectives (AVENA). In the so-called intensive phase of the project, based upon class observations and interviews to both teachers and students, data were integrated through four metanarratives. Data analysis showed that, mostly, teaching and assessment practices were consistent with a teacher-centered pedagogy, based upon telling and lecturing and in assessment for grading. However, the research also enabled to identify teachers' practices based upon assessment for learning and on the distribution of feedback; students were at the center of the pedagogical processes, being active participants in building their own learning. That is, teaching and assessment practices that were related to pedagogical environments leading to students' better and deeper learning were identified as well.

    RESUMO: O texto problematiza as aprendizagens sobre avaliação nos cursos de Licenciatura em Letras, Matemática e Pedagogia por meio de uma pesquisa realizada em uma instituição pública, em 2014, a partir de dois aspectos: o processo avaliativo ao qual o estudante é submetido; e os possíveis impactos das experiências avaliativas na organização da prática pedagógica do futuro docente. Como um dos resultados, constatou-se que os estudantes pouco estudam sobre avaliação, o que parece indicar que os professores ainda não estão sendo formados para avaliar.

    ABSTRACT: This article aims at analysing the learning about assessment in teacher education considering two aspects: the assessment process that the student experiences; and the possible impacts of this on his future action as a teacher. Results of a research conducted in courses of teacher education programs in the field of Language Arts, Mathematics and Pedagogy in a public university in 2014 were analysed. One of them showed that students study almost nothing about assessment. This suggests that teachers are not being prepared to assess.
