THE TRANSCIDADANIA PROGRAM: achievements, representativeness and narrative disputes

The temporal scope begins with the implementation of the Transcidadania Program by the Town Hall of São Paulo, from 2015 to 2022. The locus is limited to the LGBTQIA+ Citizenship Centers in the city, with a greater focus on the central region of the city, the migration focus of this population from Brazil. It follows the decentralization of the Program to other regions of the city and the exponent representativeness of transgender people in spaces of institutional power. The situational associative ethnographic methodology and discourse analysis are used because they are tools to encompass the heterogeneity of variables and make them palatable for the scientific translation of this unique and unprecedented public policy and its consequences. The aim is to show the resourcefulness of the program, in a qualitative perspective, as well as to situate, within the transition of different social political contexts, its relevance and the influences dialogued with the program and developments/social transformation. It is concluded that the narrative disputes that circulate the Transcidadania Program generate effects in the fight against precariousness and violence suffered by the trans population.
