Decision and participation in public policies for employment: the case of the production cells from Ser program of Natal municipal city hall

Considering the idea of citizens' participation in public policies in Brazil, the objective of this paper is to aprehend the conditions in which the beneficiary's' participation in decision taking occurs at the production cells of Production Cells subprogram called Production Cells/Incentive for the Creation of Small Companies, Cooperatives and Associations, one of the six subprograms of SER Program (System of Employment and Income Creation), the main public policy instrument for employment and income implemented by Natal Municipal City Hall, in the State of Rio Grande do Norte. The analysis shows that the decision process created for the production cells has enabled the dressmaker's participation in elementary levels of decision, because their influence possibilities are dazzled by the ability of the coordination of SER program and Production Cells subprogram to control important power sources in public organization : resources available to production cells, decision making process, information flow and articulation with external environment related to operating environment from production cells of the subprogram analyzed.
