Open-access Intersections between open government and civic education

ABSTRACT

This article explored the literature on open government and civic education to identify intersecting elements and present an overview of civic education commitments based on action plans created by subnational governments that are members of the Open Government Partnership (OGP). Bibliographic research was conducted, and criteria were defined for selecting the initiatives that comprised the panorama of actions. The results confirmed the intersection between both areas, not previously observed in their respective theoretical frameworks. They also identified a small number of civic education actions within the scope of the OGP, which points to a contradiction regarding the objectives it seeks to disseminate. The convergence between the areas can favor the open government agenda, especially by informing authors and reformers about the importance of civic education for the effectiveness of actions.
