ABSTRACT
This study provides a systematic review of the literature on financial resilience applied to public resource management in local governments. It analyzed 23 articles published between 2008 and 2024, identifying geographic, theoretical, and methodological patterns, in addition to proposing research agendas. The findings highlight the importance of effective financial management for the continuity of public services during crises. Governments with greater revenue diversification, fiscal autonomy, and debt control were more resilient to economic shocks. The results improve our understanding of financial resilience, emphasizing the need for public policies adjusted to local realities and for further studies in developing countries, contributing to more effective financial management strategies and the promotion of economic and social stability. This knowledge can guide the implementation of strategies that are adaptable to different local contexts, strengthening financial resilience and contributing to more sustainable fiscal governance.
