Open-access A time of change or a change of time? Open government from a Latin American perspective

ABSTRACT

This article offers an updated analysis of the evolution of open government policies in Latin America within the framework of the countries that are members of the Open Government Partnership. This multilateral initiative promotes institutional openness throughout the world. The methodology consisted of analyzing 63 national open government action plans implemented by 18 Latin American countries and reviewing in detail a total of 1,298 commitments between 2011 and 2021. Among the main results, their contribution to promoting transparency, accountability and citizen participation to strengthen institutional capacities stands out, with a focus on public integrity, fiscal openness, and improvement of public services. Future challenges are linked to consolidating a model of open, inclusive, and collaborative public governance, which is a fundamental part of the state reform process in the region.
