Open-access Open government: Paths to transparency, open data, participation, collaboration and accountability

ABSTRACT

Since the 1988 Federal Constitution, there have been advances in Brazilian public administration. Among the various transformations, the incorporation of the concept of democratic accountability stands out, which has led to a slow and vast implementation of new institutional practices. Thus, the concept of Open Government has emerged as an approach that integrates coordinated initiatives and policies to improve the Public Administration and its relationship with society, making democratic accountability more robust and bringing with it the discussion about opening up government data. This text begins with a brief theoretical exposition of Open Government and its foundations. It then presents the nine articles that make up the issue, which are subdivided into three groups: (i) Open Government at the National Level (ii) Open Government at the Local Level, and (iii) Open Government and its Transversality.
