Open-access Proposition of indicators for Smart and Creative Cities

ABSTRACT

Smart cities and creative cities present consolidated indicators in the literature. However, the smart and creative city (CIC) - a recent concept with characteristics that go beyond the simple addition of the notion of smart cities and that of creative cities - requires its own indicators that can contribute to public policies and city improvement. This study aims to propose smart and creative city indicators based on expert validation. We used indicators of smart cities and creative cities available through published indices. As methodological procedures, two steps were carried out: documentary analysis of twelve published indices and validation of the indicator checklist by 25 experts from the quadruple helix of the Metropolitan Region of Recife, in the Brazilian state of Pernambuco. As a result, 65 indicators were generated and distributed among the dimensions of technological support, social creativity, participatory governance, and economy and business of the smart and creative city framework. The proposition of these indicators is expected to contribute to improving urban contexts and generate suggestions for urban public policies.
