Open-access Transparency in the Public Prosecutor’s Office of the State of Pará: Contours and advances in the guarantee of rights

ABSTRACT

The article aims to analyze the process of adaptation of the Public Prosecutor’s Office of the State of Pará (MPPA) to the legal regulations on transparency and access to information, namely, the Access to Information Law (LAI). To this end, this theme is circumscribed in the field of public governance, delimiting the concepts of transparency and accountability, which are the starting point of this discussion. Methodologically, in an analytical and exploratory way, the Transparency Portal was analyzed in the light of the LAI of the MPPA and data from the National Council of the Public Prosecutor’s Office with information regarding the transparency of public prosecutors in the Brazilian states. Then, the procedures adopted in the MPPA are analyzed, in order to disseminate the culture of transparency and provide more accessibility of information, in addition to showing the progression of the agency over time. The analysis highlighted that the Public Prosecutor’s Office of the State of Pará - MPPA, with the publication of the LAI, had a great progress, with the realization of several studies to meet the requirements of transparency, thus contributing to the administrative units, promoting the administrative and financial management of this organization. More broadly, the article aims to contribute to the debate on the understanding of public transparency not only in the sense of compliance with legislation, but as an instrument of citizenship and citizen satisfaction.
