ABSTRACT
The National Digital Government Strategy in Brazil proposed workshops and hearings with federative entities and civil society for its construction process. The federal government signaled a new model of cooperation in the federal pact. The article analyzes this process, concluding that the chosen format points to the cooperative construction of national policies but needs to rely on a collaborative governance system and continuous listening to maintain its democratic character. Moreover, it is necessary to consider the absence of ordinary citizens, who are affected by the national policy, in the construction process.
