    Resumen: Esta presentación expone las condiciones actuales de la producción de ciencias sociales latinoamericanas y las expectativas que se tienen respecto de ellas, analiza algunos obstáculos que se interponen a nuestras producciones regionales, discute las argumentaciones que colocan en entredicho el carácter universalista de las ciencias sociales y se comentan algunos ejemplos de desarrollos locales de ciencias sociales que han alcanzado un impacto global. Finalmente, se proponen algunas estrategias que podrían contribuir para remontar a nivel global nuestras producciones de ciencias sociales.

    Abstract: This paper presents the current conditions of production in social sciences in Latin America, and the expectations regarding this branch of knowledge. It examines some of the barriers that hinder its regional development, and it discusses the arguments that call into question the global nature of social sciences, introducing some examples of local development with global impact. At last, it suggests some strategies that might help our production in social sciences reach a global scale.
  • O declínio da soberania ou a emergência de normas cosmopolitanas?: Repensando a cidadania em tempos voláteis Dossiê: Convergências E Divergências Na Teoria Social Contemporânea

    Resumo: Este ensaio examina os recentes debates relacionados à emergência de normas cosmopolitanas como aquelas pertinentes aos direitos humanos universais, crimes contra a humanidade, bem como o status de refugiado, imigrante e exilado. O que alguns veem como a difusão de um novo regime de direitos humanos e uma nova ordem mundial, outros denunciam como a “expansão do império” ou caracterizam como “lei sem um estado”. Em contraste, concentrando-se no relacionamento do capitalismo global com a lei desterritorializada, este ensaio distingue entre a disseminação das normas dos direitos humanos e a desterritorialização dos regimes legais. Embora tanto as normas cosmopolitanas como a lei desterritorializada desafiem o estado-nação e ameacem escapar do controle por meio de legislaturas democráticas, argumenta-se que as normas cosmopolitanas melhoram a soberania popular enquanto muitas outras formas de direito global a debilitam. Conclui-se pleiteando uma visão do “federalismo republicano” e de “iterações democráticas”, os quais aumentariam a soberania popular através do estabelecimento de interconexões entre o local, o nacional e o global.

    Abstract: This essay examines recent debates concerning the emergence of cosmopolitan norms such as those pertaining to universal human rights, crimes against humanity as well as refugee, immigrant and asylum status. What some see as the spread of a new human rights regime and a new world order others denounce as the “spread of empire” or characterize as “law without a state”. In contrast, by focusing on the relationship of global capitalism to deterritorialized law this essay distinguishes between the spread of human rights norms and deterritorialized legal regimes. Although both cosmopolitan norms and deterritorialized law challenge the nation-state and threaten to escape control by democratic legislatures, it argues that cosmopolitan norms enhance popular sovereignty while many other forms of global law undermine it. It concludes by pleading for a vision of “republican federalism” and “democratic iterations”, which would enhance popular sovereignty by establishing interconnections across the local, the national and the global.
  • Injustiça global, deveres individuais e circunstâncias institucionais não ideais Dossier: Convergences And Divergences In The Contemporary Social Theory

    Resumo: As questões principais deste trabalho são: quais obrigações os ricos globais têm para com os muito pobres, considerando-se que a ordem institucional global é injusta? Há deveres para institucionalizar os direitos humanos sob tais circunstâncias institucionais não ideais? Quão fortes são estes deveres? Minha tese é que aquilo que torna deveres fortes ou fracos não é que eles sejam deveres positivos ou negativos, no sentido derivado da teoria da ação. Ao invés disto, a força de deveres individuais depende da sua referência a bens básicos e a sua especificação, o que depende em parte dos arranjos institucionais existentes, na medida em que envolvam viabilidade, determinidade, custo e eficiência.

    Abstract: The main questions of this paper are: What duties towards the very poor do the global rich have given that the global institutional order is unjust? Are there duties to institutionalize rights under such non-ideal institutional circumstances? How strong are these duties? My thesis is that what makes duties strong or weak is not that they are positive or negative in the sense derived from the theory of action. Instead of this, the strength of individual duties depends on their reference to basic goods and their specification, which partly depends on existing institutional arrangements as far as feasibility, determinateness, costliness, and efficiency are concerned.
  • As exigências normativas do ethos democrático brasileiro: O habitus em Bourdieu, teoria crítica e filosofia social Dossier: Convergences And Divergences In The Contemporary Social Theory

    Resumo: O artigo defende uma interlocução interdisciplinar entre teoria social e filosofia social, com o fito de reformular o problema da normatividade nas práticas sociais, especialmente no contexto de um ethos democrático brasileiro. Recorrendo a aportes de teoria crítica e de epistemologia social, o texto propõe-se a reexaminar a concepção de habitus de Bourdieu, de forma a contribuir para um construcionismo social mitigado que não pode ser reduzido a um discurso pós-moderno ou a uma versão de relativismo.

    Abstract: This paper argues for an interdisciplinary interlocution between social theory and social philosophy in order to recast the problem of normativity in social practices, especially within Brazil's democratic ethos. By resorting to insights from critical theory and social epistemology, the essay proposes to reexamine Bourdieu's conception of habitus so as to contribute to a moderate social constructionism that cannot be reduced to a postmodernist discourse or to a variant of relativism.

    Resumo: O presente artigo se ocupa das seguintes questões: (1) De onde fala a teoria crítica, ou seja, qual é a posição do próprio crítico social relativamente ao seu objeto? A teoria crítica é crítica da ideologia ou é algo diferente, por exemplo, crítica dos modelos de legitimação e justificação próprios de uma sociedade? (2) Qual é o método da teoria crítica? Finalmente (3), se apontará para uma possível aplicação das respostas às questões acima àquele que pode ser considerado o maior problema da sociedade brasileira: a pobreza.

    Abstract: The article deals with the following questions: (1) wherefrom does critical theory speak? Which position does the social critic assume with respect to his or her object? Is critical theory critique of ideology or something different, e. g. critique of the legitimating and justifying models of a society? (2) Which is the method of critical theory? Finally (3) it shall point at a possible application of the answers to these questions to what can be considered to be the main problem of Brazilian society: poverty.
  • Duas sociologias frankfurtianas: Sociologia do conhecimento versus teoria crítica? Dossiê: Convergências E Divergências Na Teoria Social Contemporânea

    Resumo: O texto analisa a disputa entre a sociologia do conhecimento de Karl Mannheim e a teoria crítica, e mostra como estas duas sociologias, que conviveram no mesmo espaço em Frankfurt antes de 1933, em realidade compartilhavam muitos pontos comuns. A autora mostra, sobretudo em relação à consciência utópica, como estas duas sociologias alemãs defendiam caminhos parecidos antes de terem que abandonar a Alemanha com a chegada do nacionalsocialismo ao poder.

    Abstract: The article examines the dispute between Karl Mannheim's Sociology of Knowledge and the Critical Theory, and shows how both sociologies, who shared the same space in Frankfurt before 1933, actually share many common points. The author shows how both German sociologies defended similar paths especially in relation to the utopian consciousness before having to leave Germany after the advent of National Socialism.
  • Justificação, reconhecimento e justiça: Tecendo pontes entre Boltanski, Honneth e Walzer Dossiê: Convergências E Divergências Na Teoria Social Contemporânea

    Resumo: Luc Boltanski, com Laurent Thévenot, propõe que a avaliação das contribuições sociais ocorre num contexto em que é necessário que cada um faça reconhecer o seu respectivo lugar nas economias de grandeza mediante justificação, onde uma diversidade de critérios valorativos será ponderada. Essa disputa em torno da justificação tem razoável proximidade com a luta pelo reconhecimento do desempenho (Leistung), que Axel Honneth coloca como terceira esfera em sua teoria do reconhecimento, na qual para além da igualdade da esfera do direito as diferenças se fariam justificadamente presentes. É passível de discussão como os horizontes de valores e de fins que permitem a avaliação da contribuição são partilhados: em Boltanski claramente divergentes e em Honneth aparentemente compartilhados, enquanto Michael Walzer supõe que os valores são compartilhados, mas enfatiza a necessidade de cuidadosa distinção das esferas de justiça a que em cada caso os valores são referidos. Essa distinção de esferas, aparentemente, pode permitir uma ponte com as cidades na proposição de Boltanski e com as esferas do reconhecimento da teoria de Axel Honneth. No texto nós nos propomos a explorar possíveis semelhanças e diferenças concepcionais dessas três proposições.

    Abstract: Together with Laurent Thévenot, Luc Boltanski proposes that the assessment of social contributions occurs in a context where it is necessary that each participant claims, through justification, for the recognition of her/his place in the economies of worth, where a variety of evaluative criteria will be considered. The conception of this dispute around the justification has a reasonable proximity to the struggle for recognition of achievement (Leistung), that Axel Honneth defines as the third sphere in his theory of recognition; here, beyond the equality in the sphere of law, differences would be justifiably. Part of the discussion is if or how the horizons of values and purposes which enable for the assessment of the individual contribution are shared: in Boltanski they are clearly divergent and for Honneth apparently shared, while Michael Walzer assumes that values are shared, though emphasizing the need for a careful distinction of the spheres of justice to which values are referred to in each case. This distinction of spheres, apparently, can allow a bridge to the cities in the proposition of Boltanski and the spheres of recognition of Axel Honneth's theory. In the text we propose to explore possible similarities and conceptional differences of these three propositions.
  • Diálogos entre Bruno Latour e Ulrich Beck: Convergências e divergências Dossiê: Convergências E Divergências Na Teoria Social Contemporânea

    Resumo: Este texto tem por objetivo expor e refletir sobre o debate entre dois dos principais cientistas sociais da atualidade: Ulrich Beck e Bruno Latour. Contudo, sugiro ainda que esse debate transcende o nível de suas convergências e divergências nos fornecendo indicativos de algumas tendências nas humanidades. Um dos aspectos que pretendo discutir se refere ao que observo como uma “abertura antropológica” das ciências humanas, que de modo algum corresponde a sua antropologização. Argumento que em função da proliferação de crises, pela quais passam as instituições contemporâneas, sociólogos e cientistas políticos tendem a abrir seus esquemas macroexplicativos da realidade social ao escrutínio e à combinação de metodologias antropológicas como meio de encontrar bases para a construção de novos parâmetros que possam balizar projetos políticos normativos inclusivos.

    Abstract: This paper aims to expose and reflect on the debate between remarkable social scientists of our time: Ulrich Beck and Bruno Latour. However, I still suggest that this debate goes beyond the level of their convergences and divergences in providing indicative of some trends in the humanities. One aspect that I intend to discuss refers to what I see as an “anthropological openness” of the human sciences, which in no way corresponds to his anthropologization. I argue that due the proliferation of crises sociologists and political scientists tend to open their macro-explanatory schemes of social scrutiny and the combination of anthropological methodologies as a mean of finding bases for new parameters that can delimit normative political projects.
  • Octavio Paz y la modernidad: Una crítica vanguardista desde los suburbios de la civilización Artigo

    Resumen: Desde los años cincuenta del siglo pasado, una voz latinoamericana comenzó a llamar la atención sobre la necesidad de pensar el significado de la modernidad en términos generales y, específicamente, de la forma en que desde estas regiones alejadas de las metrópolis habríamos de resignificarla para, recuperando nuestra especificidad, construir caminos propios y distintos por los cuales avanzar. Ella era la voz de un poeta, no de un científico social ni de un filósofo. Desde hace apenas algunas décadas la reflexión sobre la modernidad se ha convertido en un tópico dentro del ámbito académico y cultural mundial, y llama la atención que aquellas profundas y vanguardistas disquisiciones sean desconocidas o, de plano, ninguneadas por los centros y discursos hegemónicos del saber. El autor de esa riquísima, profunda, sugerente, vanguardista y bien escrita reflexión sobre la modernidad fue el poeta mexicano Octavio Paz.

    Abstract: Since the fifties of the last century, a Latin American voice began to call attention to the need to think about the meaning of modernity in general and, specifically, how we could give it a new meaning in remote regions, far from the metropolis – and, by doing so and recovering our specificity, find our own ways to reach our own, specific destination. It was the voice of a poet, not of a social scientist or a philosopher. Since few decades, reflection on modernity has become a topic within the academic and cultural world; it is surprising that those deep and avant-gardist digressions are unknown or just denied by the hegemonic centers and discourses of knowledge. The author of this rich, deep, inspiring, avant-gardist and well-written reflection on modernity was the Mexican poet Octavio Paz.
  • Uma nota sobre filosofia política, relações internacionais e filosofia da história Artigo

    Resumo: Este artigo tem como objeto explorar de que modo os recursos conceituais oferecidos pela filosofia política moderna, pela interpretação da história do direito internacional desenvolvida por Carl Schmitt, assim como pela filosofia da história de Kant nos facultam um entendimento mais preciso e profundo dos constrangimentos lógico-conceituais que enquadram a dinâmica evolutiva das relações internacionais. A primeira parte do texto procura reconstituir o modo como a atenção à peculiar geometria do espaço terrestre – seu caráter esférico – constitui um ponto focal no tratamento dado por Hobbes, Pufendorf e Kant aos temas das relações tanto entre indivíduos humanos, quanto entre as comunidades politicamente organizadas. Nessa parte o texto chama atenção para o fato de que as teorias contratualistas não podem facilmente estender o modelo de solução de conflitos contido na idéia de contrato social às relações internacionais. A segunda parte trata de reconstituir, resumidamente, a análise que Schmitt faz do modo como foram progressivamente normatizadas as relações internacionais ao tempo do chamado jus publicum europaeum, notadamente do modo como o mais deslavado cinismo político fez com que avançasse, progressiva e paradoxalmente, a regulamentação da política interestatal e a constituição de um verdadeiro direito das gentes. Na terceira parte, o artigo sugere que a filosofia da história, notadamente na versão kantiana, pode, de algum modo, conciliar a abordagem normativista das relações internacionais com a análise positiva, ou, como Schmitt certamente preferiria, existencial das relações políticas entre os Estados.

    Abstract: The main aim of this paper is to consider how the conceptual resources provided by modern political philosophy, by Carl Schmitt's interpretation of the historical evolution of international right and by Kant's philosophy of history may offer a better and deeper understanding of the logical and conceptual constraints which delimit the evolutional dynamic of international relationships. In its first part, the article tries to render the way in which the acute attention to the peculiar geometry of Earth's space – its spherical form – constitutes a productive focal point of the analyses made by Hobbes, Pufendorf and Kant of the formal properties of human interactions, being those considered at the individual level or as relations amongst politically organized collectivities. The analysis highlights here mainly the difficulties to easily extend the solution provided by the theories of social contract for the overcoming of internal conflicts to international rivalries and contests. The paper's second part presents a short résumé of Carl Schmitt's analyses of the process in the course of which the agonic disputes among European states have been progressively submitted to normative principles. The point emphasized in this section is the fact that this move forward moral progress results from the most impudent cynicism of the great political powers actions, to which we owe the constitution of the jus publicum europaeum. The third and conclusive part of the paper suggests that the philosophy of history, namely in its Kantian version, is the theoretical instrument allowing the conciliation of the normative approach to the evolution of international politics and the positive, or as Schmitt would surely prefer, existencial analysis of the evolution of political foreign affairs inside the system of sovereign States.
