Knowledge without borders: Policies for Post-modern migrations

ABSTRACT

This paper addresses the subject of scientific knowledge production and access in the contemporary global scenario of our society. The Brazilian program "Science without borders" and its complementary program "Language without borders" are discussed as they represent the governmental action programs implemented to reinforce internationalization of higher education and the boost of the scientific production in the country. The understanding of those programs will ultimately reveal their interface with the national language policy and the challenges of its effectiveness. The research data will address the principles and goals of these initiatives alongside with a case study illustrative of the very close relationship between linguistic knowledge and scientific development, which is in the foundation conception of the mobility program. The results point out the necessity of continued evaluation and alignment of the governmental actions developed to promote and improve the expected linguistic competences in foreign languages in order to achieve the scientific development of the country.
