The regional issue and the BNDES: an analysis of compliance between the Bank's performance and the National Policy of Regional Development (PNDR)

Abstract

The aim of this paper is to analyze the conformity between the performance of the BNDES, financing lines and disbursements, and strategies to reduce regional inequality proposed in the National Policy for Regional Development (PNDR). The results show that the BNDES’s performance was reconciled with the regional dynamics characteristic of the period after 1980, i.e., by fragmentation and reconcentration of operations. The social and economic decentralization in Brazil depends on the effectiveness with which the logic of regional development is adopted and operationalized by the agents involved. In the case of the BNDES this effectiveness includes not only the adoption of simple microregional speech typology introduced by the PNDR, but also an active role in regions that need to stimulate their local potential.
