Abstract
This article discusses the beginning of neoliberalism in Brazil during the 1980s, considering the politics introduced by the Secretariat of Control of the Public Companies (SEST) into state companies. SEST’s politics promoted neoliberalism in Brazil even before the proposals made by the IMF in 1983 and came before the Washington Consensus proposals that were implemented by the government during the 1990s, which is understood as the beginning of neoliberalism in Brazil.
