State, business, and inter-regional migration in Brazil (1935-1951)

Abstract

This paper deals with the economic apparatus and the businesses related to migration in Brazil (from 1935 to 1951). In this period, the crisis of primary-exporting capitalism in Brazil and the emergence of a new pattern of accumulation based on industrialization and the domestic market resulted in changes to population dynamics such as the replacement of the foreign immigrant worker by the Brazilian migrant worker as the main element of migratory flow in Brazil. We will study the transformations in population policy (in particular, centralization of labor policy in the central government and the reintroduction of migration subsidies in the state of Sao Paulo). Focus will be given to the businesses involved in the migration process in Brazil showing how the state was key to the continuity of the interests related to the supply of labor, as well as to promote the internalization of profits in this economic activity.
