From Nothing to Everything: public policy and Brazilian special education

ABSTRACT

This paper analyzes the discourse of inclusion of the National Special Education in the Perspective of Inclusive Education (PNEEPEI, 2008) and the effects of meaning that produces in its dialogical relations. This is a documentary study of Brazilian legislation and statements of which Brazil is a signatory, based on Bakhtinian philosophy of language. Discusses how the new policy changes the meanings of practices in special education institutions and produces discriminatory erasing human differences as the guaranteed rights. It is concluded on the need for reflection and evaluation of public policies and their effects on education, rethinking it as contradictory social institution.
