Open-access Analysis of laws n. 8,159/1991, 12,527/2011 and 13,709/2018 according to their contributions to assisting the activities of archivists and librarians, aimed at mediating information

Abstract: This article aims to verify whether Laws n. 8,159/1991, 12,527/2011 and 13,709/2018 can contribute to the mediation of information, with the specific objective of elucidating the role of such legislation as an instrument to facilitate the mediator's activities in meeting users' informational needs.The research is classified as descriptive and, depending on the methods used, it is considered bibliographic and documentary. To support the documentary research, an online questionnaire was also applied (from the 22nd to the 25th of May 2023) with archivists and librarians, as these information professionals are among those who work most with mediation activities. The sample included the participation of 338 of these professionals, of which only 55 responded. Of this number, 72.7% correspond to archivists and 27.3% correspond to librarians. Regarding the way of approaching and analyzing data, the research is classified as qualitative. And the results revealed that: a) the majority of information professionals, archivists and librarians participating in the research, are unaware of the relationship between the legislation covered and their contributions in assisting activities aimed at mediation; b) that the legislations best known to mediators are the Access to Information Law, the Personal Data Protection Law and the Archives Law; and c) that all these legislations help in the performance of mediation activities and contribute to the efficient and transparent management of information, as well as to foster scientific and social development, in order to favor the achievement of the ethical and political dimensions of information mediation.
