Escola Nota 10 Award: meritocracy and cooperation for school performance improvement

Abstract

This article analyzes the “Prêmio Escola Nota 10” [Maximum Score School Award] project, created in 2009 by the state of Ceará, Brazil, in order to serve as a inducing policy for the improvement of the results of public schools in school performance indicators of the “Sistema Permanente de Avaliação da Educação Básica do Ceará” (SPAECE) [Basic Education Permanent Evaluation System of Ceará state]. The award is intended to a total of 300 elementary schools, being 150 of the second grade, and 150 of the fifth grade., that present, among other requirements, high school performance. The awarded schools receive funding to implement educational projects. The prize money is passed to each awarded school in two fractions: 75% in the first one and 25% in the second. The transfer of the second amount is conditioned mainly to the realization of technical and pedagogical cooperation actions that contribute to the educational improvement of the schools that presented poor performance. The differential of this project, in addition to recognizing the work done by schools that achieved high performance, is its ability to induce cooperative relationships by means of the transfer of knowledge and experience from high performance schools to poor performance schools.
