Why can't we do as Korea did?

Korea has become the source of inspiration to all countries which want to improve their education. In fact, its radical transformation is a well-known success story. From a country devastated by wars and stuck in its education, it is now in the leading edge in coverage and quality of its education. And economic development followed these advances. All this is correct. But can other nations reproduce it? As China and Japan, Korea is a country with several millennia of civilization. Its achievements range from public administration, higher education and technological innovations. Perusing the list of its advances, it seems that we can learn something. But our culture (or lack of it) is particularly different. Countries such as Brazil would not be able to successfully copy much of what Koreans did.
