Responses to political demands in scientific research and in the third mission in specialized Higher Education institutions: comparative study between the Federal Technological University of Paraná, Brazil and the Polytechnic Institute of Bragança, Portugal

Abstract

This research aims to understand the model conceived and the responses of two Higher Education institutions characterized as specialized, in Brazil, the Federal Technological University of Paraná (UFTPR), and in Portugal, the Polytechnic Institute of Bragança (IPB), in what concerns the policies developed for research and the third mission of the universities, the extension. The research corpus was composed of official documents and semi-structured interviews, carried out with Brazilian and Portuguese managers and politicians. Data were treated using the Content Analysis technique. It was found that UTFPR, in its idea, was designed with the characteristics of a specialized university. However, due to changes experienced in the political field, there was a departure from the characteristics conceived, possibly altering its model. The IPB remained faithful to the model conceived in its creation, conducting research directly linked to the territory, with economic impact on the region. It is concluded that the analyzed organizations responded in different ways to the implemented political demands.
