Challenges of organizing and regulating the higher education system in Timor-Leste and the issue of the institutional capacity building

This paper focuses on aspects of the Higher Education system in the scope of the Ministry of Education and its institutions, in Timor-Leste. The issues and goals of this work are concerned with the organization and the regulation of the Higher Education and the institutional capacity building. To approach such issues, an analysis of the official documents concerning this matter was done, associating the performance of this author in working groups and in the programmes for capacitating and advising at the Ministry in 2004 and 2005. The development of these programmes and of the analysis of the documents have taken into consideration the historical and cultural realities of that country and the procedures alongside the Timorese counterparts.In view of this, the following proposals were reached: Terms of reference and an agenda for organizing the Ministry of Education and the Higher Education system; Educational laws for the Ministry of Education; Plan of National Policies of Education from 2005 to 2010; Chapter of the National University of Timor Lorosa'e - UNTL. Despite the difficulties in relation to the human, technical and financial resources and of the historical, cultural and political issues from the Timor-Leste colonization, the basis of reference for the organizing, regulating and the institutional capacity building were made in the scope of the Ministry of Education and, especially, for the Higher Education system.
