Influence of the central power on the educational planning of Recife Metropolitan Region

This paper, based on research results, has as an anchorage the reality of Brazilian metropolises and, from such reality; some reflexions are made about the planning of the intentions announced, to overcome educational inequalities. The fourteen municipalities of Recife Metropolitan Region are focused, considering characteristics that differentiate them and bring them near as well. Among other dimensions, in an explicit or a subjacent fashion, it is discussed the role of municipalities in view of the new patterns of social regulation, singularities assumed by the educational policies in this scene, chiefly regarding the relations between institutions (central power x local power) and the specificities of the region: its economy, history and culture. The decisions expressed in the Plan of Articulated Actions (PAA) and the discourse of the municipal managers are the empiric space of this study.
