Changes and perspectives of the right to education in Brazil: historical approach and current situation

From the characterization of the meaning of the right to education as an affirmed social right and considering that to every right there is a corresponding duty, we examine the changes resulting from the conflict between the right to education and the duty to educate in the history of Brazilian education. Next, the persistence of such conflict in the current situation is analyzed so that, as a conclusion, the perspectives for a solution are considered, which puts the problem of the organization of the National System of Education in the spotlight.
