Such analysis is divided into two periods: The first one is the Nestor Kirchner administration (2002-2007), whose characteristics were transformations at the level of legislation and minor advances in terms of concrete policies to guarantee their enforcement; the second one is the current Cristina Fernández de Kirchner administration (2007-2011), whose policies are directed towards social inclusion.
