Quality of education in Brazil: policies, potentialities and limits

This paper compares the assumptions and emphases of four generations of policies for primary and secondary education in Brazil, from 1971 to date. It discusses their potentialities and limitations and considers new themes that may offer new approaches to the enduring problem of the low quality of Brazilian education.
