Reviewing the National Plan for Education: the Brazilian society proposal

This paper analyzes the main initiatives of the Brazilian National Forum in Defense of Public School to contribute to education policies in Brazil and, more particularly, to the National Plan for Education. Since 1986, when it was created to assist the Constituent Assembly (1986/1988), this Forum has promoted a broad national debate on education. It submitted to the Chamber of Deputies a Law Project on Guidelines and Bases of National Education (1988-1996) and, in 1997, the National Plan for Education - the Brazilian Society Proposal. It played an important role in the democratic process of drafting a National Plan for Education, inaugurating a new process to prepare law projects with a participatory methodology to build propositions for Brazilian education. The text concludes that the contributions of the original proposal must be reviewed to seek inspiration and input for the new National Education Plan (2011-2021).
