Proposition of a model for estimation of household solid urban waste collection costs in small municipalities in the state of Rio Grande do Sul

ABSTRACT

This work sought to develop a tool that would help managers of small municipalities to optimize costs. As a sample, small municipalities, with up to 30,000 inhabitants, participants of the National Sanitation Information System (Sistema Nacional de Informações sobre Saneamento – SNIS) which, according to the SNIS, are the ones that have the greatest difficulty in covering their costs with the provision of solid waste management service. Based on statistical analysis and multiple linear regression, a mathematical model was proposed to determine the cost of collection for these municipalities, considering the residential urban solid waste management: provision by direct administration, direct administration by outsourced services without a consortium and outsourcing with consortium for the models.. The variables considered were the distance to the final disposal site and the per capita generation of RSDU provided by the SNIS. The results showed that it is possible to find a collection cost model for municipalities whose provision is made by the direct administration, outsourcing the service, considering the distance to the disposal site. For municipalities that carry out collection by an intermunicipal consortium, the model considers, in addition to the final disposal distance, the per capita generation of municipal solid waste. Finally, it was not possible to arrive at a model for municipalities whose responsibility for the service is exclusive to the direct municipal administration, because few municipalities have adopted this service delivery model and their data present a very large dispersion.
