Greenhouse gases emission quotas distribution model based on technical efficiency measurements

The Kyoto Protocol is an important ecological compromise undertaken by many countries. One of its most important points is the carbon emission quota allowed to each country. In order to fairly allocate these quotas, we used the DEA models. The Zero Sum Gains Data Envelopment Analysis - DEA (ZSG-DEA) model with hybrid returns to scale was proposed to solve this problem. This model was used to reallocate the CO2 quotas among the countries. The results found were more adequate than those obtained by the classic ZSG-DEA models.
