The commercialization of dairy milk and the disputes over milk regulations, Buenos Aires circa 1960

Abstract

This study analyzes the process of regulating the commercialization of dairy milk in the City of Buenos Aires, focusing on ordinance no.17,342 of 1960, which imposed mandatory pasteurization of any milk sold in the city. This article concentrates on one particular stage of that process, in which a solution was reached that had been delayed by a complex set of opposing sectorial interests and expert opinions. Within this framework, it examines some of the factors that made this change possible and the features of the solution that was adopted. In addition, it raises questions about some of the consequences for the dairy sector.
