Non-permanent members of the United Nations Security Council: access, applications and attendances

Abstract

This article analyzes the participation of non- permanent members in the United Nations Security Council throughout its almost 75- year history. A review, based on official records, is made in order to contextualize the main systemic and procedural conditions that explain the access to this UN Body and, consequently, lead to differences in the number of appearances between States. For this exercise, quantifiable factors are considered, such as those derived from the election of members voted in the General Assembly, the years States that were able to join the Council had to wait for that opportunity and, above all, the number of times they have applied for a seat.
