Open-access Social organizations as management model of healthcare in Pernambuco, Brazil: perceptions of managers

The study examines the perception of public officials on the adoption of a management model based on the transfer of management responsibilities to the so-called ‘social organizations” in health care. We use a multi-method qualitative approach incorporating as research techniques semi-structured interviews with Pernambuco state public managers and focus groups with municipal levels of this State, and analysis of documentary data. The results show differences in the perception of managers regarding the state regulation of these organizations and political disagreements about the model itself. As conclusions, there are different views with respect to the management model adopted, depending on the position occupied by the public manager in the Brazilian National Health System in the State.
