Chair of entrepreneurship of Colombia: pedagogical-conceptual obligations and improvisations

Abstract

This paper analyzes the context of the enactment of Law nr. 1014 of 2006 and the implementation of the Chair of Entrepreneurship in 19 Secondary and Middle School Educational Institutions (respectively equivalents to USA Middle and High Schools) in Popayán (Cauca, Colombia). As a main methodological instrument, we used an open-ended questionnaire to obtain information from the teaching staff responsible for the Chair. The discussion of the empirical data used a mixed approach. The first phase supported the quantitative analysis to estimate the answers obtained. A second moment emphasized the qualitative approach, seeking dialogue between empirical data, reference literature, and documentary sources. The results highlight the prioritization of the entrepreneurial (instrumental and economic) conception of entrepreneurship and, to a lesser extent, differentiated curricular practices from that hegemonic vision. We concluded that the perspective of the Chair of Entrepreneurship, imposed by Law, influenced the pedagogical-conceptual improvisation derived from the municipal marginalization of political decision-making at the national level.
